The technical requirements are based on internationally recognized substation communication protocols commonly applied in the automation and operation of electrical power systems. The primary focus of the TQS is on IEC 61850, while other relevant protocols, such as IEC 60870 5 103 and IEC 60870 5 104, are also considered where applicable. This prequalification process aims to identify Economic Operators with proven expertise in the planning, production, implementation and integration of such devices in accordance with applicable technical and regulatory requirements.
