Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHN/ADeadline: Aug 10In order to support the "Sustainable Energy Programme in Senegal" (PED III) of the Senegalese Ministry of Energy and Oil (MEP), financed by BMZ and implemented by GIZ, a contractor will be hired to support the achievement of some project's objectives and indicators. The aim of PED III is "to support the effective implementation of the Just Energy Transition by the main players in Senegal's public and private sectors at both strategic and operational levels". The project contributes to achieving the objectives of the national energy policy linked to renewable energy (RE) and energy efficiency (EE) for the implementation of the 2030 Agenda SDGs, in particular SDG 7 (access to energy), 8 (decent work and economic growth), 9 (industrialisation) and 13 (combating climate change), as well as German support for achieving the objectives of the Just Energy Transition Partnership (JET-P) signed between Senegal and the G7 in June 2023. The expected results of the project are as follow: 1. The governance and coordination mechanisms for renewable energy and energy efficiency in the context of the JET-P are strengthened. 2. The framework conditions for the integration of renewable energy into the national grid and for private sector participation in RE and EE projects are improved. 3. Public and private stakeholders have strengthened capacities to design and implement inclusive energy transition projects. In order to achieve these results, the contractor will support the implementation of the project through the following activities: The contractor will provide and manage a core team of long-term experts. These experts will contribute directly to the achievement of the indicators and results defined above and will ensure the technical and strategic coherence of the activities implemented under the project. The contractor will also provide and manage a pool of short-term national and international experts who will be mobilised on a demand-driven basis to support specific technical assignments contributing to the achievement of the project"s objectives and indicators. The financial sector is one of the most crucial reform areas, and this contract focuses on strengthening the technical, institutional, and operational capacity of the National Bank of Ukraine (NBU), financial sector associations (AUB, NABU, NASU), and financial institutions throughout the country. Within the above-described context, the contractor is responsible for contributing expert support to achieve targets related to Outputs 1, 2, and 4 in the financial sector. The contractor shall offer comprehensive expert support, technical capacity building, facilitating dialogue and communication with relevant stakeholders in view of EU/international standards and regulation required related to the Ukraine"s EU integration process, and the gradual implementation of respective laws and directives. Output 5 Labour market demand-driven career advisory services have prepared technical education students, students interested in technical education, and parents with regard to employment potentials in a Green Economy. - Output Indicator 5.1 Pre-orientation services for prospective technical education students and parents that take into account the transformation of the world of work into a Green Economy were expanded to 17 schools in 8 governorates. The module is aimed at teenagers and young adults between the ages of 13 and 24, in particular female technical education students (15-19 years) who are completing an apprenticeship at a dual system school and in a company. Secondary school students from TSS (non-dual) as well as dual system students of the MoETE. Preparatory school students aged 13 to 14, who are about to decide whether and which technical education path they want to start, as well as their parents, are also addressed. The module aims to reach disadvantaged young people and promote gender equality. The two main activities, which shall be implemented with the tender are Work package 1: Expansion of pre-orientation services including environmental awareness and green economy career prospects. The objective of WP 1 is to improve the already existing pre-orientation services and to expand them to additional 12 schools in 6 different governorates in Egypt to achieve the overall indicator of 17 schools in 8 governorates. The pre-orientation service shall include awareness raising on environmental topics and guidance on career prospects in the green economy. The concept of the pre-orientation service shall focus especially on capacity development and on identifying viable financing mechanisms to ensure their future cost effectiveness and sustainability.
