Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHEschbornDeadline: Sep 15Micro, small and medium-sized enterprises (MSMEs) constitute the overwhelming majority of economic activity in Jordan. MSMEs account for over 99% of all enterprises, employ around 60% of the formal private-sector workforce, and contribute 40% of Jordan Gross Domestic Product (GDP), making them crucial for economic growth, resilience, and job creation. Despite this importance, MSMEs still face obstacles in accessing appropriate and diversified financial products. Access to formal credit remains limited for many MSMEs. According to the Central Bank of Jordan (CBJ) National Financial Inclusion Strategy (NFIS) 2023-2028, only 28.3% of formal MSMEs had a loan or line of credit from a financial institution, highlighting a significant financing gap for smaller firms in Jordan. Financial exclusion is especially pronounced for underserved segments such as informal and women-led enterprises, which often face higher collateral requirements, limited credit histories, and lower formal borrowing rates. Financial inclusion, defined as access to and use of appropriate, affordable, and sustainable financial products and services, remains a priority in Jordan. The CBJ is pursuing ambitious targets to increase overall financial inclusion, reduce gender gaps, and enhance MSME access to finance, including through digital channels and tailored products. The NFIS aims, for example, to increase MSMEs access to formal lending at an average annual rate of 4% for four years. In a similar vein, Jordan"s Green Finance Strategy 2023-2028 aims to mobilize green investments and position the financial sector as a regional leader in sustainable finance. The strategy highlights that a 92.5% of the Jordan National Determined Contribution (NDC) target cost is to be financed by international support and mobilized private capital. As Jordan advances its Green Finance Strategy, a central priority was establishing clear and credible standards for what qualifies as "green" across the financial system. The Jordan National Green Taxonomy, published in February 2026, provides this clarity by offering a common language for the financial system to classify sustainable economic activities in a transparent and consistent way. By anchoring investment decisions to science-based criteria, the taxonomy helps ensure that future capital flows genuinely support Jordan"s low-carbon, climate-resilient transition. Against this backdrop, the Deutsche Gesellschaft für Internationale Zusammenarbeit GIZ-implemented project, Innovative Approaches for the Financial Inclusion of MSMEs in Jordan (I-FIN), takes a holistic, market-driven approach to strengthening inclusive green finance in the country. The project operates across the policy, institutional, and market levels, helping to improve the broader enabling environment, upgrade the technical and operational capacities of financial service providers, and ensure that enterprises can confidently access and benefit from green finance solutions. The financial sector is one of the most crucial reform areas, and this contract focuses on strengthening the technical, institutional, and operational capacity of the National Bank of Ukraine (NBU), financial sector associations (AUB, NABU, NASU), and financial institutions throughout the country. Within the above-described context, the contractor is responsible for contributing expert support to achieve targets related to Outputs 1, 2, and 4 in the financial sector. The contractor shall offer comprehensive expert support, technical capacity building, facilitating dialogue and communication with relevant stakeholders in view of EU/international standards and regulation required related to the Ukraine"s EU integration process, and the gradual implementation of respective laws and directives. The support to be provided is primarely on technical level. The main objective is to reinforce institutional and technical readiness for EU integration - especially under Chapter 9 (Financial Services) - by strengthening supervisory capacities, deepening an industry-wide understanding of EU regulatory frameworks, and improving MSME financing ecosystems. Ministry of Foreign AffairsCopenhagenDeadline: Oct 02The Ministry of Foreign Affairs of Denmark (MFA) is in the process of streamlining the management of its development cooperation. Part of this effort concerns the simplification of the procurement process of key consultancy services relating to development cooperation. Consultancy contracts are currently procured individually by the case worker responsible for the programme or project. Case workers are MFA staff from MFA services at home in Copenhagen and abroad. In the procurement of individual contracts, they are responsible for the choice of procurement modality, the planning, preparation and management of the tender and contracting process. This process is often lengthy, and can have implications on programme and project timelines. Moreover, the fragmentation of the process makes it difficult to use the feedback from case workers on the fulfilment of the assignments. This makes it challenging to harvest learning from past performance and ensure a sustained quality of services. It is in this context that the MFA wishes to consolidate the procurement of consultancy services through a framework agreement with multiple contractors. The streamlining of the management of Danish development cooperation entailed a revision of the Danida – Aid Management Guidelines (https://amg.um.dk/). This foresees a delegation of key tasks to external consultants, primarily appraisals, and thereby an expected rise in the number of consultancy services to be requested. It is therefore an opportune time to seek a more streamlined procurement process of consultancy services. AMGs contain the policies, guidelines, and tools for the MFA’s development cooperation assistance. They cover different forms of Danish development cooperation modalities. The AMG’s Bilateral Guidelines (https://amg.um.dk/bilateral-cooperation/guidelines-for-programmes-projects-country-strategic-frameworks-and-hard-earmarked-multilat-support) and Financial Management Guidelines (https://amg.um.dk/bilateral-cooperation/financial-management) constitute the basic set of procedures for all Danish bilateral development cooperation. The guidelines outline the processes and requirements for the preparation, formulation, quality assurance, approval, implementation, completion and closure of Danish bilateral programmes and projects. The framework agreement is expected to solely cover bilateral development cooperation programmes and projects designed and implemented by Denmark. Therefore, the expected scope of work of consultancy services solely pertains to Official Development Aid (ODA) funds. The framework agreement is also expected to be divided into two lots. Under each lot, the MFA expects to conclude a framework agreement with between three to seven contractor to establish the terms governing contracts to be awarded during the term of the framework agreement, specifically the terms for award of contracts with/without reopening of competition amongst the contractors on the framework agreement. The expected lots reflect the thematic areas and priorities of Denmark’s Strategy for Development Cooperation: Lot 1: Climate change, environment, private sector development, enabling environment and financing. Lot 2: Governance, response to conflicts, forced displacement, irregular migration, health and education. Each lot is expected to require the provision of the following services pertaining to the design and implementation phases of bilateral development cooperation programmes, namely: Formulation of bilateral programmes and projects. This may include preparatory work in the formulation process if and as needed. Appraisal of the design of bilateral programmes and projects as a quality assurance milestone prior to approval. The contractor will provide flexible, demand-driven and results-oriented consultancy and implementation support services aimed at strengthening the capacities of national and local actors involved in Moldova's EU accession process. The services will combine technical advisory support, institutional and organisational capacity development, international experience exchange, stakeholder engagement and support for local initiatives. The contractor will ensure process-oriented and implementation-oriented delivery of services, including quality assurance, operational coordination, backstopping and effective mobilisation of expertise throughout the contract period. Particular emphasis will be placed on ensuring the practical applicability of delivered support, strengthening institutional ownership and supporting sustainable implementation of EU-related reforms at both national and local level. Services will be implemented in close coordination with GIZ and relevant Moldovan partner institutions, including the Bureau for European Integration within the State Chancellery, line ministries, local public authorities, civil society organisations and other relevant stakeholders. Given the dynamic nature of the EU accession process, the assignment requires a high degree of flexibility and responsiveness in order to address evolving priorities, reform needs and operational requirements related to Moldova's EU accession and alignment process.
