The call for tenders aims to develop a modular, ‘off the shelf’ toolkit that local and regional authorities can use to design, fund and deliver credible social economy strategies and policies. This toolkit should include several elements, such as a strategy template with good-practice sidebars, a self-diagnostic tool with ‘maturity tracks’ and light KPIs, a stakeholder-ecosystem mapping and engagement kit, a funding navigator, communication toolkits in local languages, and starter packs for financing, State aid and procurement. The estimates will be published in the annual report to Innovasjon Norge ́s owners and contracting authorities. The procurement shall cover Innovation Norway ́s need to prepare annual estimates for specified effect indicators in Innovasjon Norge's target and performance management system (MRS), as well as further development of methods and use of the estimates. The MRS system ́s effect indicators were operationalised by Statistics Norway (SSB) in 2014-2015.[2] The cooperation with Statistics Norway was concluded in 2018. There is a need for assistance from an independent, competent professional environment with research competence. The aim of the effect analyses is to try to measure the socio-economic effect based on registry data and quasi-experimental design, in line with the Directorate for Management and Financial Management (DFØ) guidelines for performance management and performance management. Matched Difference-in-Differences (MDiD) has been used in the annual reports since 2015. SSB developed the analysis setup in STATA in 2015. Socio-economic analysis AS and Oslo Economics AS have used this set-up and the new supplier will get it from Oslo Economics AS. It will be possible to publish results from the project.
