The project will develop a coherent framework for understanding how territorial cohesion and resilience operate under conditions of persistent low growth, demographic contraction and structural decline. Based on European-wide territorial mapping, it will elaborate typologies of territories facing persistent low growth and demographic contraction, and produce territorial maps of vulnerability, adaptive capacity and resilience. Through comparative qualitative case studies across different territorial contexts, it will document adaptive territorial practices and governance innovations. Finally, the project will offer practical policy guidance suggesting how cohesion policy, territorial governance and resilience planning frameworks may need to evolve in response to persistent low growth and structural territorial contraction.

Positioning, Navigation and Timing (PNT) functions, delivered principally by Global Navigation Satellite Systems (GNSS) such as the EU owned Galileo, underpin sectors ranging from transport and finance to energy and telecommunications. Several studies attribute roughly 10 % of EU GDP to PNT related activities, while a single day without GNSS could have a financial impact up to €1 billion. The Commission proposal for the European Competitiveness Fund (ECF), includes for the 2028‑2034 Multi‑annual Financial Framework, a contribution to complementary PNT services, which shall increase the resilience in case of disruptions to the services provided by the PNT component (Article 59). The project shall assess how best can the Commission contribute to complementary PNT services in the next MFF. Agentur für Innovation in der Cybersicherheit GmbH / Innovation for CybersecurityHalle (Saale)Deadline: Oct 28Das größte Risiko für die Cybersicherheit auf dem Gefechtsfeld besteht in der Bedrohung der eigenen drahtlosen Funkkommunikation durch gegnerische elektronische Kampfführung (EloKa). Neben der Sicherstellung von Integrität und Sicherheit gegen Abhören der übertragenen Information durch moderne kryptographische Verfahren, sowie der Verfügbarkeit der Informationsverbindungen auch unter Störmaßnahmen, ist der Schutz der eigenen elektromagnetischen Signatur gegen Ortungsverfahren des Gegners ein häufig übersehener aber operativ kritischer Bestandteil von Communications Security (COMSEC). Gerade bei der direkten Kommunikation zwischen zwei Sendestationen besteht die Gefahr, dass die eigene Übertragung von gegnerischen Kräften abgefangen und dekodiert bzw. der eigene Standort mit Hilfe von Maßnahmen der EloKa gestört oder lokalisiert wird. Aktuell reagieren Truppenverbände im Feld mit technischen Maßnahmen (Direct Sequence Spread Spectrum/Frequency Hopping Verfahren, Burst Übertragungen, Richtfunk) oder taktischen Maßnahmen (kurze Sendezyklen, Funkdisziplin, hohe Mobilität), was die Nutzung drahtloser Kommunikation und ihrer Vorteile im Einsatz einschränkt. Auf der anderen Seite spielt die unterbrechungsfreie Verfügbarkeit des Informationsflusses im „Military Internet of Things“ auf dem Gefechtsfeld z.B. zur Erstellung hochpräziser und kontinuierlich aktualisierbarer Lagebilder eine immer größere Rolle und erfordert die Nutzung taktischer Datenlinks mit hoher Datenrate. Dies erfordert beispielsweise neuartige adaptive Wellenformen im VHF-Bereich und höher, welche aktuell auf Basis von Software Defined Radio (SDR) z.B. im Rahmen des ESSOR-Projekts entwickelt werden. Durch flexible Modulationsverfahren, integrierte Verschlüsselung und hohe Resilienz lassen sich sichere Funkverbindungen realisieren. Gleichzeitig ermöglichen solche Wellenformen auch die gleichzeitige Kommunikation und Aufklärung (Integrated Communication and Sensing, ISAC) und sind somit für die militärische Anwendung besonders interessant. Im Rahmen des Forschungsprogramms InSuReCS soll eine adaptiv steuerbare Sende- und Empfangstechnologie basierend auf Metaoberflächen (z.B. Reconfigurable Intelligent Surfaces (RIS)) entwickelt werden, die eine indirekte Kommunikation und Aufklärung (aktiv und passiv) ermöglicht und so die Gefahr der Aufklärung der eigenen Position durch einen sich kontinuierlich anpassbaren Übertragungsweg weiter minimiert. Die indirekte Kommunikation und Aufklärung soll durch eine Zwischen- bzw. Relaisstation realisiert werden, die in der Lage ist, ankommende und stark fokussierte Übertragungen gezielt zwischen Quelle und Senke weiterzuleiten. Die zu entwickelnde Sende- und Empfangstechnologie kann sowohl zur Ergänzung bestehender Funktechnik eingesetzt werden und deren Fähigkeiten (z.B. mit Bezug zu Bandbreite, verwendeten Frequenzbändern, Richtcharakteristik) erweitern aber auch zukünftige militärisch relevante Funkanwendungen in den Blick nehmen. Ziel ist die Entwicklung einer Sende- und Empfangstechnologie, die mobilen Einsatzteams im Feld eine hochverfügbare, breitbandige und sichere Kommunikation und Fernaufklärung mit hoher Richtwirkung ermöglicht. Hierfür sollen intelligente Metaoberflächen, die z.B. für den Gebrauch im kommenden 6G-Mobilfunkstandard vorgesehen sind, für den hochflexiblen Einsatz im Rahmen von Konflikt- und Krisenbewältigungsszenarien adaptiert werden.
