WHO is seeking a qualified, eligible and competent Implementing Agency to provide the financial, administrative, logistical and documentation support required for the 2026 subnational roll-out of Quality of Care (QoC) improvement for antenatal, intrapartum, postpartum and essential newborn care in Papua New Guinea. The National Quality of Care Technical Team provides national leadership and coordinated technical support to help Provincial Health Authorities (PHAs) and health facilities assess quality of care, identify priority gaps, develop and implement improvement actions, strengthen clinical competencies through coaching and mentoring, monitor progress and establish a continuous quality improvement cycle. The national QoC arrangement has three core technical pillars: the National Department of Health (NDoH), the World Health Organization (WHO), and the Professional Societies comprising the PNG Obstetrics & Gynaecology Society, PNG Paediatric Society and PNG Midwifery Society. PHAs and participating health facilities are the subnational owners and implementers of QoC improvement. The selected Implementing Agency is an implementation support mechanism that enables the agreed roll-out through fund management, logistics, administration and documentation. Instructions for Submission of Proposals Proposals must be submitted no later than 16 September 2026, 12 midnight, UTC +10.
