Landsnet, the Icelandic transmission system operator, conducted a preliminary market consultation to identify available solutions for replacing its existing balancing software. The consultation was intended to provide Landsnet with a clear understanding of the technical capabilities, maturity, implementation requirements, and indicative pricing of solutions currently available on the market. The need to replace the existing software has become increasingly urgent. Support for the current solution is limited and has continued to decline, creating growing operational and technical risks. Consequently, time is of the essence, and Landsnet must ensure that a suitable replacement can be implemented without unnecessary delay. Companies offering relevant software were invited to submit information and present their solutions in online meetings. Landsnet subsequently met with the companies that responded and evaluated the information provided, including technical functionality, system compatibility, implementation readiness, and pricing. Particular attention was given to each solution’s ability to support the collection, calculation, activation, and reporting of balancing reserves, as well as its compatibility with Landsnet’s GE e-terraplatform EMS/SCADA system. The consultation indicated that two suppliers were able to offer solutions that were substantially ready for implementation and capable of meeting Landsnet’s requirements. However, there was a significant difference between the prices offered. One supplier presented an exceptionally favourable commercial offer that was considerably below the price level observed for comparable solutions during the consultation, while still providing a solution that was well suited to Landsnet’s operational and technical needs. Based on the information obtained, Landsnet concluded that conducting a full competitive tender would be unlikely to produce a commercially better outcome and would require a disproportionate investment of tim

The contract can be extended (options) for up to a total of three and a half (3½) months at the Contracting Entity’s discretion. The scope of each lot comprises the supply of a Walk-to-Work Vessel each with the following provisions: • The Walk-to-Work accommodation vessel and its crew shall take on the responsibility to act as an integrated part of the construction and daily operation of the windfarm, including taking on tasks to assist the Contracting Entity and other personnel. • Dynamic positioning system of no less than DP2. • Offshore accommodation and catering for at least 80 of Contracting Entity’s personnel (PAX) in preferable single cabin configuration. Temporary living quarters (TLQ) are acceptable. • Storage area for six (6) ea. 20’ containers, parts, and equipment • Motion Compensated Gangway (MCG) for safe access to offshore substation at 20,3m (EVRF2007) and wind turbine external platform at 12,4m (EVRF2007). The framework agreement is envisaged to last for a period of 8 years with a scope of services to include but not be limited to the following : • all necessary mobilisation activities to prepare for the performance of the Services; • development and maintenance of asset registers; • development and maintenance of a computer-aided facilities management system; • development of annual maintenance plans; • planned preventative maintenance (including cleaning and pest control) of buildings, facilities, plant and equipment, landscaping, and winterisation activities in accordance with the annual maintenance plan; • corrective maintenance (including cleaning and repair of vandalism damage) of buildings, facilities, plant and equipment as required to ensure continued operation of the facility at the property; • planned and corrective maintenance of bus stops, including platforms, shelters and bus poles and flags (including cleaning and repair of vandalism damage); • maintenance of records and reports; • all necessary demobilisation activities to prepare for the handover of the Services to a subsequent supplier.
