The agreement will be divided into three: 1) Provide strategic consultancy related to user friendliness, operation, development and improvement of web sites. The consultancy will primarily be on how we can make better digital services for the users, but can also deal with consultancy services for all of our channels, content production and other adjoining needs. 2) Operate and further develop the existing website. 3) Develop new websites - alternatively restructure the existing website , which in the long term shall. replace one or more of the existing websites. A new website shall then be operated and be further developed in the contract period. It is important for the Norwegian Consumer Protection Authority that the supplier takes an active role in the development and improvement of the websites and the accompanying strategic consulting. The tenderer shall function as a strategic cooperation partner and shall actively present suggestions for improvements to and further development of the website. The contractor is therefore responsible for achieving the objectives of output 4. The contractor is responsible for achieving the output indicators and corresponding results. The contractor thus contributes to the achievement of specific module and output indicators. The relevant module and output indicators according to the module proposal and results matrix are presented in section 2.2 of the ToR. The implementation of Output 4 includes supporting the preparation and initial implementation of Local Land-Use and Sustainable Development Plans (LLUSDP - Plan local d'Aménagement et de Développement Durable du Térritoire, PLADDT) in four pilot municipalities. The LLUSDP represents an innovative municipal land-use planning instrument already supported by GIZ, providing a structured framework for improving local land-use planning and strengthening participatory decision-making processes at the municipal level. Through this approach, municipalities are supported in defining sustainable land-use priorities and coordinating competing land-use interests. The planning process will be implemented in the four municipalities Ngambe-Tikar, Melong, Akom II and Mfou, leading to the validation of the LLUSDP by the respective municipal councils. Following the validation of the plans, support plans for their initial implementation will be developed in order to facilitate the operationalisation of priority measures. The contractor will ensure that the official methodological guide for the development of LLUSDP is applied throughout the process. In this context, the contractor will provide technical and methodological support to municipalities during both the development and the early implementation phase of their LLUSDP. Particular attention will be given to the conservation of natural resources (forests, biodiversity and soils), climate-resilient land-use planning, and the inclusion of the rights and needs of women, youth and indigenous populations. Women's organisations will also be supported in strengthening their advocacy for improved access to land and participation in land-use planning processes. The trade and craft test is decisive for trust in the certificate of apprenticeship as documentation of competence achieved. In order to maintain this trust, the test must be of high quality and considered relevant, and candidates must be assessed according to agreed professional standards that are used as consistently across disciplines, test committees and geographical areas as possible. The aim of the framework agreement is to ensure the necessary flexibility, professional breadth and capacity to follow-up the development of the test over time. The agreement also covers the competence test, which is a final assessment for training candidates. The work included in the framework agreement shall contribute to obtaining knowledge, further development of the test, increased quality and a more uniform assessment practice, so that trust in the certificate of apprenticeship and craft certificates as proof of competence is maintained. The work shall be carried out in close cooperation with the contracting authority and relevant actors in vocational and vocational training when necessary to understand problems and ensure professional anchoring, as well as develop implementing and evaluating measures. This can include dialogue with counties, the social work parties, professional advice, test committees and other relevant environments. Further clarifications will be in each call-off. The upcoming campaign will be developed based on the findings and data of a previously conducted sociological research. The specific objectives of the campaign are to: • Increase public awareness of the risks and consequences associated with illegal possession and misuse of WAE; • Promote safe, lawful, and responsible behaviour, including compliance with national legislation and applicable regulatory frameworks; • Encourage cooperation with law enforcement authorities, including reporting of suspicious activities and discovered weapons or explosives; • Support the gradual adoption of European (EU-aligned) standards and practices in weapons possession, storage, and circulation; • Strengthen evidence-based public discourse among civil society, media, and policymakers; • Foster multi-stakeholder engagement and coordination in addressing WAE-related risks. The assignment shall include, but not be limited to, the following components: • Development of a comprehensive communication strategy and campaign concept; • Design and production of media materials tailored to identified target audiences; • Development and execution of a media placement and dissemination plan; • Establishment of strategic partnerships with media outlets and communication platforms; • Organization of stakeholder engagement activities, including expert discussions and round tables; • Implementation of monitoring and evaluation mechanisms to assess Campaign performance and impact. The implementation of the campaign will be carried out in close consultation and coordination with the Working Group, comprising representatives of the Communication Departments of the MIA and the NPU.
