The OSCE Secretariat plans to develop and implement a national awareness-raising campaign on SALW in Ukraine. The upcoming campaign will be developed based on the findings and data of a previously conducted sociological research. The specific objectives of the campaign are to: • Increase public awareness of the risks and consequences associated with illegal possession and misuse of WAE; • Promote safe, lawful, and responsible behaviour, including compliance with national legislation and applicable regulatory frameworks; • Encourage cooperation with law enforcement authorities, including reporting of suspicious activities and discovered weapons or explosives; • Support the gradual adoption of European (EU-aligned) standards and practices in weapons possession, storage, and circulation; • Strengthen evidence-based public discourse among civil society, media, and policymakers; • Foster multi-stakeholder engagement and coordination in addressing WAE-related risks. The assignment shall include, but not be limited to, the following components: • Development of a comprehensive communication strategy and campaign concept; • Design and production of media materials tailored to identified target audiences; • Development and execution of a media placement and dissemination plan; • Establishment of strategic partnerships with media outlets and communication platforms; • Organization of stakeholder engagement activities, including expert discussions and round tables; • Implementation of monitoring and evaluation mechanisms to assess Campaign performance and impact. The implementation of the campaign will be carried out in close consultation and coordination with the Working Group, comprising representatives of the Communication Departments of the MIA and the NPU.
