Clúid Housing is seeking to establish a multi-party framework agreement with suitably competent and experienced work contractors for residential developments nationwide in excess of €50million. Clúid Housing’s objective is to create a great place to live for our residents and in doing so we strive to build high quality homes ‘that don’t cost the earth’. The Framework will be established for 4no. years. Contracts awarded within the Framework period may extend beyond the 4-year lifetime of the framework. The estimated value of the framework over the lifetime is €950million, however it is important to note that this is not a guaranteed spend. Clúid intend to invite the top 6 scoring applicants from the prequalification stage (Stage 1) to Stage 2 (Invitation to Tender), assuming that number meet the minimum qualification requirements. The framework will be established with the top 4no. scoring tenders following the competition for the initial contract. The Most Economically Advantageous Tender arising from the competition will be awarded the initial contract (further details on the initial contract will be available at Stage 2). In the event of a tie for fourth position, Clúid reserve the right to include the top 5 scoring tenderers in the framework. The successful framework members will be invited to tender for development opportunities via mini-tender. To promote early contractor engagement, competitive dialogue with negotiation will be used (with successive reduction of candidates). It is anticipated that contracts arising from this Framework will be concluded using PWCF2 Contractor Design and Build. Please refer to the Pre-Qualification documents published for the minimum mandatory technical, financial and economic capabilities required.

It is the Contracting Authorities intention to enter into a Shortlist Agreement with Shortlist Members in a Multi-Party Shortlist for Design, Supply, Installation, Commissioning, Certification and Subsequent Operation and Maintenance of Electric Vehicle Chargers and associated infrastructure under the Department of Transport’s Regional and Local EV Charging Network Plan. This plan is being implemented by Zero Emission Vehicles Ireland (ZEVI) section of the Department of Transport and Local Authorities. The country has been divided up into regions for this implementation. Cork County Council and Kerry County Council areas form Region 6. Cork County Council is the lead authority for Region 6 and is managing this procurement. The supply and associated works and services for installation and commissioning will be funded through the Department of Transport – ZEVI. This is the first stage of this competitive procedure whereby any interested party may submit a response to the Request for Tender in order to be considered for inclusion on the next stage. Following evaluation, the top five (5) scoring applicants will be invited to tender at stage 2, should that number qualify. Modern Methods of Construction (MMC) Specialist(s) - including but not limited to Volumetric Housing Units; Panelised (Timber Frame, Light Gauge Steel Frame, Precast Concrete Panels and Structurally-Insulated Panels); Insulated Concrete formwork. The framework will have an overall estimated value of €250 million, and it is intended that seven contractors will be appointed. The framework is for Contractor-Designed projects, with PW-CF2 to be used as the form of public works contract. The following consultancy services will also be required as part of the Contractor’s Design Team: • Designer – Architectural Services (Contractor Design Specialist), including PSDP • Designer – Civil and Structural Engineering Services (Contractor Design Specialist) • Designer – Mechanical and Electrical Services (Contractor Design Specialist) The initial project comprises the construction of 45 No. social housing units on a Design and Build basis using Modern Methods of Construction (MMC) at Broomfield West (Phase B), Midleton, Co. Cork. The accommodation comprises: • 10 No. 1-bed apartments • 8 No. 2-bed apartments • 3 No. two-storey 4-bed semi-detached houses • 8 No. 2-bed terrace houses • 16 No. 3-bed terrace houses The works will also include associated mechanical and electrical services installations, together with associated site development and external works. A set of Part 8 Planning Drawings accompanies this Suitability Assessment Questionnaire for illustration purposes. There is no guarantee of any subsequent contracts under the framework. Part of this effort concerns the simplification of the procurement process of key consultancy services relating to development cooperation. Consultancy contracts are currently procured individually by the case worker responsible for the programme or project. Case workers are MFA staff from MFA services at home in Copenhagen and abroad. In the procurement of individual contracts, they are responsible for the choice of procurement modality, the planning, preparation and management of the tender and contracting process. This process is often lengthy, and can have implications on programme and project timelines. Moreover, the fragmentation of the process makes it difficult to use the feedback from case workers on the fulfilment of the assignments. This makes it challenging to harvest learning from past performance and ensure a sustained quality of services. It is in this context that the MFA wishes to consolidate the procurement of consultancy services through a framework agreement with multiple contractors. The streamlining of the management of Danish development cooperation entailed a revision of the Danida – Aid Management Guidelines (https://amg.um.dk/). This foresees a delegation of key tasks to external consultants, primarily appraisals, and thereby an expected rise in the number of consultancy services to be requested. It is therefore an opportune time to seek a more streamlined procurement process of consultancy services. AMGs contain the policies, guidelines, and tools for the MFA’s development cooperation assistance. They cover different forms of Danish development cooperation modalities. The AMG’s Bilateral Guidelines (https://amg.um.dk/bilateral-cooperation/guidelines-for-programmes-projects-country-strategic-frameworks-and-hard-earmarked-multilat-support) and Financial Management Guidelines (https://amg.um.dk/bilateral-cooperation/financial-management) constitute the basic set of procedures for all Danish bilateral development cooperation. The guidelines outline the processes and requirements for the preparation, formulation, quality assurance, approval, implementation, completion and closure of Danish bilateral programmes and projects. The framework agreement is expected to solely cover bilateral development cooperation programmes and projects designed and implemented by Denmark. Therefore, the expected scope of work of consultancy services solely pertains to Official Development Aid (ODA) funds. The framework agreement is also expected to be divided into two lots. Under each lot, the MFA expects to conclude a framework agreement with between three to seven contractor to establish the terms governing contracts to be awarded during the term of the framework agreement, specifically the terms for award of contracts with/without reopening of competition amongst the contractors on the framework agreement. The expected lots reflect the thematic areas and priorities of Denmark’s Strategy for Development Cooperation: Lot 1: Climate change, environment, private sector development, enabling environment and financing. Lot 2: Governance, response to conflicts, forced displacement, irregular migration, health and education. Each lot is expected to require the provision of the following services pertaining to the design and implementation phases of bilateral development cooperation programmes, namely: Formulation of bilateral programmes and projects. This may include preparatory work in the formulation process if and as needed. Appraisal of the design of bilateral programmes and projects as a quality assurance milestone prior to approval. This includes external appraisals and early appraisals of larger or high-risk programmes/projects. Review of bilateral programmes and projects under implementation. This can span inception, midterm and technical reviews as part of the MFA unit’s monitoring and reporting cycle.
