During the implementation period, GIZ staff in the form of a Component Lead (based in Kosovo*), a Regional Advisor (based in North Macedonia) and a Technical Advisor for Private Sector Development (based in Germany), will complement the services where needed. The contractor will have regular coordination meetings with the project and ensure communication and approach to the partners with GIZ project support. Once regular communication channels are established and trust and cooperation are developed, the Contractor may undertake direct contact with partners, but always informing the project. Also, the contractor will align with the consulting company already engaged for supporting EDIH and NCP in capacity building, as well as coordination with RCC and other relevant donors. GIZ will provide all relevant contacts and information needed as preparatory for this task.

The contractor and AfDB will identify small-scale high-impact highly replicable climate change adaptation demonstration projects, that are suitable for AfDB"s Adaptation Benefits Mechanism (ABM), seeking to mobilize higher amounts of funding than available through the PACO small grants from Output 3. The specific objective is to establish and implement four new and fully validated ABM-Projects, developed according to the ABM Activity Cycle, that will catalyse up to four million Euro of public or private money via the issuance of Certified Adaptation Benefits (CAB). The basis for the four ABM Projects to develop are the identified projects from Output 3 suitable for an ABM Activity. To obtain the CABs, issued by the AfDB and the goal of the activity, the contractor must in collaboration with AfDB, guide the ABM Activity Participants during the ABM Activity Cycle. Both the small-scale adaptation project, implemented by the project developer under Output 3 and financed by GIZ (responsibility of GIZ), and the demonstration of the ABM must be fully implemented within the project duration (responsibility of the contractor). Reverse linkages are a mechanism developed by the Islamic Development Bank to establish partnerships between institutions in countries in the global South. In each partnership an institution with proven knowledge, expertise, technology, and resources is the provider of knowledge; the recipient of knowledge can be a public, private, or third-sector organization. The institutions involved must be IsDB members; this limits PACO participation to Benin, Ivory Coast and Senegal, and to the CCRS , since the Republic of Congo is not a member of the IsDB. The contractor will support IsDB to conduct a stakeholder assessment in each of the three member countries to identify interest and needs among institutions in the three target countries in being the recipient organization in a reverse linkage relationship. Where this offers a good opportunity, the contractor will, with help and consent of the IsDB, identify knowledge-providing institutions (the "Resources-Centre") to work with the concerned institutions and will facilitate planning and establishing the partnerships. The resulting partnerships may offer a range of services to recipient countries, including training, coaching, advisory services, technology transfer, demo sites, and others. Once set up, the partnerships usually last for a period of three years, so the process will be carried out during the life of the PACO project. Stockholms universitetStockholmDeadline: Jul 13The Department of Computer and Systems Sciences (DSV) at Stockholm University, through SPIDER, is coordinating iPRIS (ICT Policy Regulation Institutional Strengthening), an initiative co-financed by the European Union, Sida and Luxembourg Development Cooperation. iPRIS is a Team Europe Initiative aimed at strengthening telecommunications regulatory capacity in Sub-Saharan Africa. The project provides enhanced opportunities for knowledge exchange and capacity-building activities within the telecommunications sector between Europe and Africa, as well as among African countries. This contributes to improved inclusive access to and use of meaningful connectivity, thereby creating digital opportunities and supporting Agenda 2030 and the Sustainable Development Goals through enhanced socio-economic opportunities for all. iPRIS involves National Regulatory Authorities (NRAs) in 43 Sub-Saharan African countries and four Regional Regulatory Organisations (RROs), as well as NRAs in EU Member States. In addition, the initiative involves a broad range of stakeholders, with Stockholm University (SPIDER/DSV) acting as the coordinating institution. iPRIS consists of two workstreams. Workstream 1 focuses on capacity building for the NRAs, while Workstream 2 focuses on capacity building for the RROs. The consultancy services will focus on strengthening the implementation and institutional capacity for EnMS in close cooperation with partner municipal organisations and relevant national and provincial government agencies and departments. These consultancy services will be delivered from the start of the contract until 29.02.2028. The assignment comprises of hands-on technical assistance and continuous advisory support to enable municipal management and energy teams of up to 6 partner municipal organisations to establish, operate, and continuously improve EnMS processes aligned with ISO 50001 principles. This includes support for establishing energy baselines of each partner organisation, regular monitoring and review of the established energy performance indicators (EnPI), corrective action planning, and systematic energy performance improvement. In addition, the consultancy will support partner organisations in the identification, prioritisation, and implementation of energy efficiency (EE) measures within water supply and sanitation infrastructure. This includes the development of technical EE recommendations and advisory support for their implementation. The consultancy will further assist in the preparation of bankable EE project proposals and business cases, including the technical and financial analyses required to mobilise financing for priority EE and EnM investments. To ensure long-term institutionalisation, the consultancy will develop recommendations for organisational development measures to mainstream EnMS within municipal structures. This includes strengthening internal roles and responsibilities, coordination mechanisms, and the integration of EnMS into planning, budgeting, and procurement processes. Advisory support will also be provided for the design and introduction of organisational EE incentive mechanisms to promote energy-efficient behaviour and align staff performance with energy and cost reduction objectives. Capacity development and knowledge exchange form a core component of the assignment. The aim is to ensure that, by the end of the project, municipal experts, managers, and decision-makers are equipped in terms of technical capacities to mainstream EnMS independently within Pakistan"s water supply and sanitation services. This objective remains central to all capacity development measures implemented under the assignment. Based on a structured capacity needs assessment and a corresponding capacity development strategy, the consultancy will develop relevant knowledge products and implement tailored capacity development activities, including trainings, workshops, and knowledge exchange activities, among others. These measures will strengthen competencies in EnMS implementation, energy data management and analysis, EnPI-based decision-making, EE intervention design, monitoring and verification, and the institutional embedding of EnM within municipal governance processes. To support scaling and dissemination of results and international and national best municipal EnM best practices, the consultancy will organise a national conference on municipal EnM as a platform for knowledge exchange and dialogue among sector stakeholders. Furthermore, advisory inputs will be provided to contribute to an enabling framework for EnMS, including recommendations for policy and institutional support measures at national and provincial levels. Lastly, the consultancy will implement a hands-on training programme for recently graduated women engineers in the field of EnM and EnMS to strengthen their technical competencies and promote their participation in Pakistan"s energy sector by enhancing their employability. The working packages listed are indicative and may be adapted in response to partner needs and evolving framework conditions. The contractor is expected to provide flexible, demand-driven advisory services within the defined scope of expertise and to ensure regular reporting and structured coordination with the project throughout contract implementation. In order to provide the service, the contractor should put together a sufficiently large, qualified, and experienced team of experts based on the required expertise, with a focus on ensuring adequate on-ground time to provide the necessary hand-holding and continued support for the implementation of project activities with the selected municipal partners. The team should also be able to engage with the selected political counterparts to be covered. The proposal for the tender should outline the strategy for task fulfilment, specifying personnel roles and the overarching internal management concept to be used as the basis for processing orders, including financial backstopping. Part of the fulfilment of the contract includes regular reporting to the project on progress made in achieving the objectives. The experts supplied by the contractor are expected to contribute to the objectives and indicators of the project. The support will be provided remotely as well as in-country. The contractor is expected to identify and manage pools of ETE and STE who contribute their expertise to the following intervention areas: 1) disability identification, 2) strengthening physical and digital referral mechanisms, 3) establishing inclusive independent living services in selected facilities of the Ministry of Social Development in Amman and potentially other governorates, 4) facilitating national consultations and the development of policy recommendations as well as 5) providing technical digitalisation inputs across the other interventions areas. In addition, experts will 6) strengthen external communication and visibility measures, support community engagement and outreach, strengthen SPIRIT"s monitoring systems, contribute to module and output indicator tracking, and implement the GIZ Capacity WORKS framework across the project cycle. The contractor is responsible for the implementation of selected activities under the GIZ work packages outlined above and specified in the Terms of Reference. The contractor implements all country-specific activities under the guidance of the GIZ team in-country. The contractor should be able to supply high-quality expertise in all of the intervention areas listed above. The complexity of the sectors being supported by the project and the dynamic nature of the working environment mean that, although GIZ can give an outline of the areas of activity based on the project"s results matrix, demands might vary and adjustments might be necessary. The project staff in country will determine the need for expert assignments based on the project"s operational plan, in cooperation with the implementing project partners.
