Die Lizenzen sollen bei Bedarf auch von Bernischen Gemeinden und weiteren Trägern öffentlicher Aufgaben des Kantons Bern wie Bildungseinrichtungen zu den mit dem Kanton vereinbarten Konditionen genutzt werden können.
