Phase II: Detailplanung bis zu unterschriftsreifen Verträgen, Gründung der Entität, Vorbereitung Akkreditierung. Phase III: Implementierungsplanung, Personalaufbau, Vorbereitung Lehr- und Forschungsbetrieb, Marketing. Phase IV: Konkrete Vorbereitung des Studienbetriebs, Auswahlverfahren. Für Phasen II-IV sind Stunden-/Tageshonorarsätze anzubieten.
