The scope of works comprises the reconfiguration of three nose-in aircraft stands adjacent to the terminal building to improve apron safety, operational efficiency and passenger routing. The Works are anticipated to include, but are not limited to, the following elements: • Apron Reconfiguration and Geometry Reconfiguration of existing stand layout to provide three fully independent Code C stands, eliminating operational constraints associated with the existing arrangement and improving aircraft manoeuvrability. • Pavement and Civil Engineering Works Construction of new rigid pavement for aircraft stands, flexible pavement works for taxi lane and fillets, and localised rehabilitation and overlay works to existing apron areas. • Drainage and De-icing Infrastructure Provision of drainage infrastructure, including dedicated de-icing areas with appropriate collection and treatment systems. • Airfield Systems and Ancillary Infrastructure Integration of airfield ground lighting (AGL), markings, and associated electrical and ducting infrastructure required to support the revised apron layout. • Passenger Interface Improvements Provision of covered walkways and associated infrastructure to enhance passenger safety and segregation from aircraft and ground operations. The Works will be delivered within a live operational airport environment and will require careful planning, phasing and coordination to maintain ongoing operations, including aircraft movements, passenger flows and ground service activities. The Works will also be subject to airport security requirements, including Garda vetting, BSAT training, security clearance processes and compliance with all applicable airport access permit requirements. This strategic piece of infrastructure aims to provide a new enhanced connectivity link between Glencar and the Knocknamona Roundabout, reduce traffic congestion, support compact growth, and encourage modal shift. The scheme aims to provide a new road realignment of the existing L1152-1 Windyhall Road, include provision for segregated pedestrian and cyclist active travel facilities throughout the scheme, with reallocation of road space to accommodate this on existing sections of road. The works will involve carrying out a number of boreholes (rotary open-hole drilling and core holes), slit trenches, trial pits, pavement cores, dynamic cone penetrometer. The boreholes are provided to determine sufficient sub-ground conditions and depth to bedrock below proposed foundations. Trial pits are provided to obtain a geological description of the first meters of soils, to carry out in situ testing and to obtain soil samples. Pavement cores will provide information on the type of existing pavement at tie ins of the proposed road with the existing roads. Geophysical surveying can be used to aid in the detection of buried utilities. Slit trenches will provide information to establish the line, level, dimensions and type of services. Dynamic cone penetrometer will provide information about the soil strength and stiffness at areas of difficult access. Traffic Management will be required to provide a safe working environment for all works on or in the vicinity of the public roads. The Project is being jointly financed by the Asian Infrastructure Investment Bank, the Asian Development Bank, the European Bank for Reconstruction and Development, the Islamic Development Bank, and the OPEC Fund for International Development. The Project will finance the construction of a 127 km greenfield railway line designed to bypass the Istanbul Metropolitan Area and establish a high-capacity overland link across the Istanbul Strait (Bosphorus). The line will be double-tracked, electrified, fully signalized, and mixed-use, capable of carrying both passengers and freight, with a maximum freight carrying capacity of 50 million tons per year. The proposed railway line will originate at Çayrova station on the Asian side and terminate at Çatalca station on the European side, crossing the Istanbul Strait by utilizing the existing track space allocated on the Yavuz Sultan Selim Bridge (YSS Bridge), also known as the Third Bosphorus Bridge, located at the northern end of the Istanbul Strait. The Ministry intends to apply a portion of the loan proceeds toward payments under the contract(s) for the "Design and Construction of Infrastructure and Superstructure Works, including Electrification" subdivided into four Lots as listed below. The scope of works covered under this procurement package as a whole (all four lots together) encompasses the design and construction including electrification of 122.3 km of double-track main line and 4.7 km of single-track connection lines, 5 twin-tube Tunnel Boring Machine (TBM) tunnels totaling 36.2 km, 22 double-track New Austrian Tunneling Method (NATM) tunnels totaling 23.3 km, 17 cut-and-cover tunnels totaling 3.7 km, two viaducts and 40 bridges totaling 22.1 km, Stations, etc. The scope of works covered under each lot is specified in the RFP document.
