Die EUSPA schreibt Rahmenverträge für administrative Unterstützungsleistungen an ihrem Hauptsitz und weiteren Standorten aus. Die Vergabe erfolgt in zwei Losen: Los 1 für nicht eingestufte (unclassified) und Los 2 für eingestufte (EUCI) administrative Dienste. Es werden Rahmenverträge im Kaskadenmodell mit maximal zwei Auftragnehmern pro Los geschlossen, um eine kontinuierliche Dienstleistungserbringung und eine Backup-Lösung sicherzustellen. Die Umsetzung erfolgt über Einzelaufträge.
