GIZ is implementing the technical cooperation project ProCircular between 2025 and 2027 and will launch the ProEficiencia project in 2026 in Peru. ProCircular aims to enhance the adoption of resource-efficient and climate-friendly circular economy practices among companies in the manufacturing and commerce sectors across selected value chains. In parallel, ProEficiencia focuses on promoting the integrated use of carbon-neutral technologies in the same sectors, in support of Peru"s Nationally Determined Contributions (NDCs). Both projects target groups: - Companies with a significant environmental footprint and potential for circular and low-emission innovation; - Technical and managerial staff from public institutions (e.g., PRODUCE, MVCS, MINAM, regional governments); - Business support entities such as Centres for Productive Innovation and Technology Transfer (CITEs), Chambers of Commerce, and specialised technical service providers; - Women-led enterprises and stakeholders, particularly in underrepresented value chains and regions. The contractor will support the implementation of the following working packages: For ProCircular, the working package and main activities are: Work Package 1: Scaling up good practices in circular economy business models with a value chain and gender approach. This package aims to strengthen the enabling conditions so that successful circular economy practices can be adopted, replicated and scaled up at territorial and business levels. There is a particular focus on encouraging the participation of women and regional stakeholders. 1.1 Awareness campaign on circular business models and gender equality. 1.2 Partnerships for knowledge transfer on circular economy and gender equality. 1.3 Strengthening CITEs, chambers of commerce, and regional actors in circular economy implementation 1.4 Organising exchange visits and study tours on circular economy For ProEficiencia, the working packages and main activities are: Work Package 2: Strengthening inter-institutional and intergovernmental coordination mechanisms. This package aims to strengthen the coordination mechanisms between institutions and governments to promote carbon-neutral technologies and practices within the manufacturing sector's value chains and domestic trade. 2.1 Strengthening national and regional coordination mechanisms to promote the use of carbon-neutral technologies throughout value chains 2.2 Creating and harmonising regulatory, technical, and promotional instruments that support the adoption of carbon-neutral technologies, with a focus on gender and territorial inclusion Work Package 3: Strengthening the knowledge of key actors in the productive ecosystem and promoting experience exchange. 2. Tasks and services Overall objective of the consultancy The consultancy strengthens the enabling environment for circular economy in the Caribbean by building institutional and technical capacity, guiding strategy and governance development, facilitating stakeholder collaboration and supporting the implementation of national roadmaps. It ensures public and private circular economy stakeholders are equipped to adopt climate-sensitive circular practices. The consultancy will provide high-quality advisory and training services, contributing primarily to Outputs 2, 3, and 4 of the project. Expected outcomes - Improved enabling conditions through institutional and technical capacity development at national and regional levels. - Strengthened technical, operational and managerial skills of public officials for planning, implementation and monitoring of circular economy measures. - Awareness and behavioural change among decision-makers, businesses, communities and end-consumers. - Enhanced regional learning, replication and exchange of best practices across Caribbean countries. Work Packages and tasks to be delivered Work Package 1: Capacity building for national actors The consultancy will strengthen the capacities of national stakeholders to design and implement circular economy approaches. This includes preparing a comprehensive situational analysis and a scoping report that identifies five strategic approaches across Dominica, Grenada, Guyana, Jamaica, and Saint Vincent and the Grenadines. The experts will provide technical input for an awareness programme targeting policymakers, highlighting the importance of circular and climate-sensitive waste management solutions. In addition, five national two-day workshops will be designed and delivered, one in each country, bringing together at least 100 participants, of whom at least 30 will be women. These workshops will initiate the drafting of country-specific roadmaps for selected strategic approaches. The consultancy will further support national stakeholders in reviewing and finalizing the five roadmaps, ensuring that they address governance, financing, risk management, monitoring and sustainability. Work Package 2: Advisory and capacity building for national waste management authorities Through this work package, institutional, technical, strategic and operational capacities of national waste authorities are strengthened. The consultancy will design and implement six three-day workshops, one in each project country, to support the development of concepts and incentive systems for a climate-sensitive circular economy. Each workshop will include seven structured sessions covering awareness-raising, capacity and competence development, technical implementation, financial feasibility, incentive design, monitoring and sustainability. Participation will include at least 40 staff members from national waste authorities, of which a minimum of 12 will be women. To promote regional peer learning, the consultancy will also organize two online sequential exchange sessions that facilitate the sharing of experiences and lessons learned among the six countries. Building on these efforts, the consultants will provide technical advice to finalize six national roadmaps and establish a monitoring mechanism to ensure effective and adaptive implementation. Work Package 3: Dissemination and communication support The consultancy will actively contribute to raising awareness and visibility of circular economy approaches in the Caribbean. Experts will participate as speakers or panellists in four regional or international events to present project experiences, lessons learned and recommendations. They will also contribute to the planning of four national, regional, or international conferences by proposing relevant topics, identifying suitable speakers and ensuring technical relevance of the programmes. In addition, the consultancy will provide expert input for three cross-country digital awareness campaigns targeting businesses and households. These campaigns will promote action options for climate-sensitive circular economy and the consultants ensure that materials are technically accurate, contextually adapted, and aligned with the project"s objectives and regional sector context. The tendered services concern Axis 1 of the PADSAD-M project, which focuses on innovations along the rice and vegetable value chains through the systematic strengthening of agroecological approaches, with particular attention to gender equality and nutrition-sensitive agriculture. The measures under Axis 1 aim to (i) increase income and contribution margins from agroecological rice production (Result 1) and (ii) diversify the income sources of family farms through agroecological production, processing and marketing systems (Result 2). The intervention area comprises two zones of the Office du Niger in the Ségou region, namely M'Béwani and Molodo. Axis 1 builds on the achievements of the former PARIZON project and continues its successful approaches at 42 new sites, while strengthening the integration of agroecology, gender and nutrition as cross-cutting priorities. The contractor will be responsible for the operational implementation of Axis 1 and for contributing to the achievement of Results 1 and 2. To this end, the contractor shall plan and implement a coherent package of activities in close coordination with GIZ and relevant public and private stakeholders, and in line with current agroecological principles and good practices. With regard to rice value chains, the contractor will support producers and rice processing actors in improving yields and product quality (paddy rice, parboiled rice and milled rice) through agroecological production methods, as well as in strengthening the marketing of rice products in terms of volumes, quality standards and prices. Particular emphasis shall be placed on reducing post-harvest losses and improving processing efficiency and product quality. With regard to market gardening and diversification, the contractor will support producers and processing units in improving productivity, profitability and market access of agroecologically produced vegetables and complementary crops. Special attention shall be paid to nutrition-relevant crops, in particular legumes and fodder crops, which contribute both to income diversification and to improved household nutrition and resilience. Across rice production and horticulture, the contractor's services shall cover all stages of the value chains, from production and post-harvest handling to processing and marketing. This includes the provision of selected inputs and small agricultural equipment, transport solutions to markets, and processing equipment, as well as capacity development measures at individual and organisational level using appropriate formats. The services to be provided under this contract are designed to support the consolidation of sustainable urban mobility in Ecuador through the development of bankable projects, the creation of innovative financing instruments, and the strengthening of institutional capacities at both national and local levels. The contractor will be responsible for guiding the process that takes selected mobility initiatives in intermediate cities from the conceptual stage toward bankability, ensuring their technical, financial, institutional, social, and environmental feasibility so that they can be presented to financial institutions for funding. This work will be undertaken in close coordination with GIZ, the Ministry of Infrastructure and Transport (MIT), the Banco de Desarrollo del Ecuador (BDE), municipalities, private financial institutions, and civil society actors. The first stream of work focuses on transforming five urban mobility concept projects into bankable initiatives, based on the Avoid-Shift-Improve (E-C-M) framework promoted by the project. These projects, drawn from the current portfolio in cities such as Ambato, Ibarra, Loja, Riobamba, and Rumiñahui, may include electrification of public transport routes, integrated cycling networks, low-emission zones, and multimodal platforms, among others. The contractor will refine and complete all pre-feasibility components, including technical design, demand modeling, cost-benefit and financial structuring, legal and regulatory analysis, risk assessment, environmental and social safeguards, and institutional arrangements. Each project must be matured to the level where it can enter the evaluation pipelines of national or international financiers. In parallel, the contractor will identify and develop a pipeline of additional projects under private sector initiative, such as the electrification of logistics fleets, sustainable mobility plans for enterprises, or last-mile e-mobility solutions, thereby broadening the scope of investment opportunities. To ensure financing readiness, the contractor will prepare a comprehensive guide to funding opportunities for sustainable urban mobility projects in Ecuador, mapping public and private instruments, identifying incentives and constraints, and analyzing the alignment of national policies such as the PNMUS with financial sector practices. Based on this analysis, the contractor will design two sets of technical guidelines to integrate national mobility and climate policies into the financing offers of banks and development institutions. In addition, three innovative financial instruments will be developed in collaboration with stakeholders, potentially including revolving funds, leasing schemes, guarantee mechanisms, pay-as-you-save models, blended finance structures, or green bonds. These instruments must be validated technically, legally, and operationally with the banking sector to ensure feasibility and relevance for the Ecuadorian market. The contractor will facilitate regular workshops with ministries, municipalities, financial institutions, and private actors to build consensus, obtain feedback, and promote adoption of the instruments and guidelines. A second stream of work will address the strengthening of institutional capacities in the design, structuring, and financing of bankable mobility projects. The contractor will establish a training plan targeting municipal government, public and private banks, transport companies, and private sector stakeholders. Capacity development will be delivered through a blended approach that combines online courses hosted on the knowledge management platform of the project, interactive workshops, mentoring, and peer-to-peer exchanges. Training materials will include manuals, guidelines, toolkits, case studies, videos, and infographics, all designed to ensure accessibility and pedagogical quality. Specific mentoring will be provided to three additional projects, beyond the five prioritized for bankability, to foster a wider culture of project preparation and financing readiness. The contractor will also facilitate exchanges between cities and financial institutions, document good practices, and systematize lessons learned to be integrated into a national platform for knowledge management. Throughout the implementation of the contract, the contractor will adhere to strict standards of coordination, reporting, and knowledge integration with GIZ. This includes preparing inception and progress reports, maintaining regular exchanges with advisors, organizing technical workshops, and ensuring that all deliverables follow good practices in document management, gender equality, environmental protection, and respect for human rights. Special emphasis will be placed on maintaining gender equality in both project preparation and training activities, reducing greenhouse gas emissions and environmental impacts in the execution of the contract, and ensuring inclusive participation of vulnerable groups. This work will be undertaken in close coordination with GIZ, the Ministry of Infrastructure and Transport (MIT), the Banco de Desarrollo del Ecuador (BDE), municipalities, private financial institutions, and civil society actors. The first stream of work focuses on transforming five urban mobility concept projects into bankable initiatives, based on the Avoid-Shift-Improve (E-C-M) framework promoted by the project. These projects, drawn from the current portfolio in cities such as Ambato, Ibarra, Loja, Riobamba, and Rumiñahui, may include electrification of public transport routes, integrated cycling networks, low-emission zones, and multimodal platforms, among others. The contractor will refine and complete all pre-feasibility components, including technical design, demand modeling, cost-benefit and financial structuring, legal and regulatory analysis, risk assessment, environmental and social safeguards, and institutional arrangements. Each project must be matured to the level where it can enter the evaluation pipelines of national or international financiers. In parallel, the contractor will identify and develop a pipeline of additional projects under private sector initiative, such as the electrification of logistics fleets, sustainable mobility plans for enterprises, or last-mile e-mobility solutions, thereby broadening the scope of investment opportunities. To ensure financing readiness, the contractor will prepare a comprehensive guide to funding opportunities for sustainable urban mobility projects in Ecuador, mapping public and private instruments, identifying incentives and constraints, and analyzing the alignment of national policies such as the PNMUS with financial sector practices. Based on this analysis, the contractor will design two sets of technical guidelines to integrate national mobility and climate policies into the financing offers of banks and development institutions. In addition, three innovative financial instruments will be developed in collaboration with stakeholders, potentially including revolving funds, leasing schemes, guarantee mechanisms, pay-as-you-save models, blended finance structures, or green bonds. These instruments must be validated technically, legally, and operationally with the banking sector to ensure feasibility and relevance for the Ecuadorian market. The contractor will facilitate regular workshops with ministries, municipalities, financial institutions, and private actors to build consensus, obtain feedback, and promote adoption of the instruments and guidelines. A second stream of work will address the strengthening of institutional capacities in the design, structuring, and financing of bankable mobility projects. The contractor will establish a training plan targeting municipal government, public and private banks, transport companies, and private sector stakeholders. Capacity development will be delivered through a blended approach that combines online courses hosted on the knowledge management platform of the project, interactive workshops, mentoring, and peer-to-peer exchanges. Training materials will include manuals, guidelines, toolkits, case studies, videos, and infographics, all designed to ensure accessibility and pedagogical quality. Specific mentoring will be provided to three additional projects, beyond the five prioritized for bankability, to foster a wider culture of project preparation and financing readiness. The contractor will also facilitate exchanges between cities and financial institutions, document good practices, and systematize lessons learned to be integrated into a national platform for knowledge management. Throughout the implementation of the contract, the contractor will adhere to strict standards of coordination, reporting, and knowledge integration with GIZ.
