The aircraft shall also be interpreted as including missiles. The framework agreement shall ensure access to products used for maintenance and repairs, in accordance with the requirements of military airworthiness regulation. See part II General Contract Terms, Annex B (Requirement Specifications) and Annex D (Price Form and Product Form) for further details on the extent of the procurement. The estimated value of the framework agreement is NOK 50-75 million excluding VAT over the maximum duration of the framework agreement. The estimate is made based on historical figures and/or expected future use according to the contracting authority ́s best judgement. The forecast documentation is uncertain due to large product breadth, phasing out/phasing in air systems and a lack of history for new platforms. Furthermore, global development, political guidelines, stand-by and changes in the composition of aircraft at the contracting authority can lead to changes in future consumption. VEAS SELVKOST ASSlemmestadDeadline: Oct 01Veas has a continual and critical need for prescription chemicals for the operation of the treatment plant. The objective of the procurement is to enter into a contract for the procurement and delivery of preeminent chemicals that ensure stable and predictable supply to Veas in the next eight years. The chemicals included in this procurement are: · Iron coagulant (Fe), with an estimated volume of 2,000- 3,000 tons product per annum. · High-basal polyaluminium chloride (Al), with an estimated volume of 7,000- 9,000 tons product per annum. Altering Veas sludge treatment will probably require increased doses, but actual consumption is uncertain. The combination of iron and aluminium based precipitation chemicals is to be continued as it functions well for both further water treatment and sludge treatment. Reference products are Kemira PIX 318 and Kemira PAX XL61. Equivalent or better products can be offered. The procurement will be divided into sub-contracts for iron coaggulants and high-basal polyaluminium chloride (PAC). Tenderers can submit tenders for one product or both combined. The same requirements and award criteria apply for both products, except where otherwise specified. The contract ́s total value is estimated to NOK 350-400 million, of which the aluminium product makes up approx. 75% of the value and the iron coagulant amounts to 25% of the value. A combined goods and service contract will be signed for 8 years (four years with an option for an extension for 2+2). A negotiated procedure has been chosen in order to clarify product properties, delivery security and contract terms before the award of contract. The contracting authority intends to conduct negotiations with one or several tenderers. The contracting authority reserves the right, however, to reduce the number of rounds of negotiations or to award a contract on the basis of the initial tenders without negotiations if deemed appropriate. As a part of the competition, applicants shall deliver product samples (100 ml) by the application deadline. The product test is not included in the qualification evaluation and will not be used when assessing whether the applicant is qualified to participate in the competition. The aim of the hearing is to quality assure central competition and contract elements and contribute to the competition providing real competition, predictability and appropriate solutions. The competition is planned to be published in Q4 2026, but it can tentatively be published in medio/ultimo Q3 as needed for previous contract coverage. The objective of the procurement is to ensure stable, safe and predictable access to chemicals that are necessary for the production of drinking water and treatment of sewage water. The procurement shall contribute to an efficient, robust and regulatory operation of the water and sewage installations, with high security of delivery and reduced risk of interruption to operations in socially critical functions. Tenderers shall deliver documented suitable products and assist with the necessary professional competence and advice throughout the entire contract period. The framework agreement includes chemicals for i.a.: Precipitants and post-precipitation for sewage purification. Sludge treatment, including packing, thickening and dewatering. Drinking water treatment, including removal of colour, turbidity and particles. The agreement includes i.a. chemicals, polymers and other chemicals used in water and sewage treatment. Tenderers shall be able to ensure safe, flexible and reliable delivery to systems with different technical systems, capacity needs and operational prerequisites. Delivery security, product quality and professional follow-up will be key elements in the agreement. Based on previous market surveys and further work on the procurement, OFA has revised the requirement specifications, the award criteria, the price and product form as well as the price and payment terms. Prior to the competition being announced, we would like input on the revised documents and any problems that ought to be assessed further. We therefore invite relevant tenderers to an oral market dialogue. The aim of the dialogue is to obtain updated knowledge on the market ́s systems, products and delivery models, so that the competition can be designed in an appropriate way and facilitates good competition. We particularly want input on: qualification requirements requirement specifications award criteria price, product form as well as price and payment terms (See annex). OFA does not have a complete overview of the delivery intervals at all delivery locations. Tenderers can, however, get access to an overview of facilities, delivery locations, chemicals and other relevant information.
