The Global Education Monitoring (GEM) Report is an editorially independent, evidence-based annual report hosted and published by UNESCO. Established in 2002, its current mandate derives from the 2015 World Education Forum and focuses on monitoring education in the Sustainable Development Goals (SDGs) and the implementation of the strategies outlined in the Education 2030 Framework for Action. The upcoming three reports (2026, 2027 and 2028/9) will form a mini-series, Countdown to 2030, which will be based on a review of progress on selected SDG 4 indicators, with emphasis on SDG 4 benchmark indicators, focusing on countries that have improved faster than their peers over the course of the past 15-20 years and countries that have stagnated or reversed. The purpose of these reports will be to assess the reasons for this improvement (or stagnation and reversal) and extract potential policy lessons. These lessons should help inform the debate on how to set the education agenda priorities beyond 2030. The three reports are expected to focus on, respectively: Access and equity (2026) Quality and learning (2027) Relevance (2028) Complementing the 2027 Global Education Monitoring (GEM) Report on quality and learning, and as part of the Countdown to 20230 global report series, two regional editions are planned on selected topics of particular interest to individual regions: rural schools in Southeast Asia; teacher shortage in the Pacific. These regional editions will be built upon case studies demonstrating efforts to overcome the respective challenges and leading to tailored messages and recommendations. The GEM Report team is inviting proposals from companies to produce a case study on the development of rural education in China, documenting the country’s vast experience in implementing policies and programmes aimed at closing the rural-urban gap in education quality over the past 25 years, which would be highly relevant for Southeastern Asian countries. The contractor will develop a country case study exploring the socio-cultural, economic, demographic and institutional contexts in which rural schools have operated, analysing factors that facilitated or hindered progress in quality and learning in those schools compared to urban schools, and identifying key policy and interventions that served as drivers of change.

The EUDA is committed to giving support to the international coordination of the project and actively participating in its coordination. This report identified important changes over the past 25 years in the competitive environment (rising concentration, markups and profits, declining business dynamism). It also identified a number of likely structural and institutional drivers of those changes (rise of intangible investments, globalisation, regulation and M&A). The 2024 report did however not explore whether changes in management practices (strategies and tactics) may also have contributed to some of the detected trends. The present study seeks to address this gap by exploring whether the rise of modern pricing and revenue management strategies and tactics may have partly contributed to some of the observed changes in the competitive environment, inter alia by increasing the risk of collusion.EU-Africa School on Competition Policy
European Commission, DG GROW - Internal Market, Industry, Entrepreneurship and SMEsBrusselsThe contractor shall organise for the European Commission the EU-Africa School on Competition Policy in Brussels. All associated costs with the activity shall be covered by the contractor, including, among other, the transport, accommodation and logistics for invited guests, the provision of fully equipped meeting rooms, interpretation services, catering, in-person teaching materials, promotional materials, and fees/costs for speakers (where appropriate). The contractor shall be responsible for managing all aspects of the event organisation. The Competition Policy School shall offer workshops and lectures on competition law and policy (procedures, restrictive agreements, abuse of dominance, merger control State aid control, information on enforcement in the digital sector, including Digital Markets Act). Next to general principles of competition law and policy, a special emphasis shall be placed on sharing practical expertise and case studies highlighting investigative techniques, agency building and the benefits of convergence between competition laws (including procedures) and how to facilitate cooperation amongst competition authorities. The Competition Policy School shall take place in person for a full week, i.e., 5 working days for the Competition Policy School plus any necessary travel time, either in the third or fourth quarter of 2026 or, if not possible, in the first quarter of 2027. One out of the five course days shall be organised on the premises of the Contracting Authority (DG COMP, Madou square, 1210 Sint-Joost ten Node, Brussels). The Competition Policy School shall be organised for between 40 and 60 participants. The contractor shall identify a list of partner countries’ institutions in Africa i.e., competition authorities, ministries or other relevant agencies including institutions at regional level, and actively liaise with them, to identify two staff members per institution to invite and encourage their attendance.
