JuniHadsel municipality dep. technical operations, also named as the contracting authority, is responsible for the operation and maintenance of the municipal road network in Hadsel municipality. Hadsel municipality invites tenderers to an open tender contest for a framework agreement for the procurement of winter maintenance services for selected areas. Winter maintenance is in this connection considered to be snow clearing/planing, clearing and gritting. A contract will be signed for each individual lot. It is for one tenderer possible to submit a price offer on one or several routes. Tenderers who have submitted tender offers on several routes can in principle win tender offers on one area and lose to others. If a tenderer submits tender offers on several routes, a prioritisation between the routes must be presented in the tender offer.Framework agreement for winter maintenance
OFA IKSGJERSTADGjerstad municipality shall enter into framework agreements for winter maintenance on municipal roads. The framework agreement is for the hire of tractors and possibly other machines with drivers for snow clearing and clearing municipal roads/open spaces. Winter operations mainly comprise routine operational assignments, stand-by assignments and reports to the contracting authority. The term operational assignments includes snow clearing and gritting of roads, car parks and foot paths/pavements etc. It is the tenderer ́s responsibility to ensure that winter maintenance is carried out in accordance with the current service level (self-call-out) in accordance with the current requirements. The contracting authority has the right to call out the tenderer to perform services under the contract when he sees a need for this or finds this appropriate. For further information on the contents of the procurement, please refer to part 2 Annex 1 with sub-annex. The procurement is divided into two lots. ForsvarsbyggOSLOThe contract includes scheduled services such as planing and salting roads in spring and autumn, and additional services as ordered for snow clearing, other planing, gritting, taking up roads after winter, and trenching as needed. The assignment is further described in the tender documentation part III.The contract will be valid for 2 years from 01.09.2026, or from the signing date if this occurs later. The contract can be extended by the contracting authority for 1+1+1 year. The agreement has a maximum duration of five years from the start date, including extensions. The area for winter maintenance is approx. 22,000 m2. The estimated annual cost is between $50,000 and $150,000. The contracting authority reserves the right to cancel the competition if there is a justifiable reason, e.g. if planned financing is withdrawn or lacks approval from political or military quarters.
