University of Galway invites tenders for the Supply, Delivery, Installation and Commissioning of a High-Resolution Research grade X-ray Fluorescence (XRF) Core Scanner The Discipline of Geography, within the School of Geography, Archaeology and Irish Studies at the University of Galway is actively engaged in research relating to sedimentary archives, including lake, marine, and peat cores, which are critical for reconstructing past environmental and climatic conditions. These research activities require high-resolution, non-destructive analytical techniques to characterise elemental composition and stratigraphy. The acquisition of an XRF core scanner will significantly enhance the Discipline’s analytical capabilities, supporting existing research programmes and enabling new avenues of investigation in environmental and archaeological sciences. The XRF core scanner system is required for the non-destructive analysis of drill cores and wet sediment cores, with elemental detection spanning magnesium (Mg) to uranium (U). The system will be used for advanced research applications in geoscience, environmental science, and related disciplines. The investment in this equipment aligns with the University of Galway’s strategic priorities in sustainability, climate action, and research excellence, and will contribute to strengthening interdisciplinary collaboration within the School and across the wider research community. Inter-institutional single framework contract to support the monitoring of LIFE projects, communication and other support services for the implementation of the LIFE programme
CINEA and DG ENV require substantial external support in the following areas: 1. Monitoring of LIFE projects, including action grants and operating grants: around 1 000 grants are to be monitored across a wide thematic and geographical coverage. There is a need for an external team of monitors covering the different thematic areas and possessing knowledge of the relevant national or local contexts and languages, in order to ensure proper monitoring of the projects and to provide support where issues arise. 2. Communication on the LIFE programme and project achievements, with a view to outreach and potential replication: this includes, for example, social media, Info Days, the LIFE Awards, other ad hoc events, participation in third-party events, project news, newsletters, and publications. It should be emphasised that LIFE grants support actions at local, regional, and national level that are close to citizens and generate tangible environmental, climate and health benefits. There is therefore a significant volume of material and strong potential to promote a positive image of the EU. 3. Other related activities include policy feedback events and studies or activities, whether online or in-person, upon request from the parent DGs, namely ENV, CLIMA and ENER; annual Welcome Meetings for new projects; and support to projects aimed at facilitating commercial success. Development of relevant planning tools for water security and climate resilience in Urban Areas in Tanzania (Output 2 and Output 3 of ProWaS)
GIZ has been commissioned to implement the project "Water Security and Climate Resilience for Urban Areas and their Catchments in Tanzania (ProWaS)" in Tanzania on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ). The Overall Objective of the project is the sustainable improvement of the population"s access to drinking water and sanitation services, as well as the management of water resources. GIZ"s political implementation partner is the Ministry of Water, and coordination subnational entities such as Basin Water Boards, Catchment Committees, Water Supply and Sanitation Authorities, and Local Government Authorities is also key to the project methodology. As part of the process to achieve universal access to water as envisioned in the Tanzania Development Vision 2025, water sector stakeholders, guided by the Ministry of Water, have introduced three instruments as part of the Water Sector Development Programme: (1) Joint Town-level Master Planning (JTPs): Assist Water Supply and Sanitation Authorities (WSSAs) and Local Government Authorities (LGAs) to coordinate joint planning and investment decisions to improve access to water and sanitation; (2) Water Safety Planning (WSPs): Guide WSSAs to identify risks (in particular climate-change) affecting water quality and quantity and develop mitigation measures to address these risks via a participatory approach; (3) Water Allocation Planning (WAPs): Guide Basin Water Boards (BWBs) to make equitable allocations of water resources for different water users and the environment. The JTPs and CR-WSPs are among the key performance indicators for Water Supply and Sanitation Authorities (WSSAs) in Tanzania and the WAPs are among the key performance indicators for BWBs in Tanzania. The Ministry of Water has requested the Federal German Government through ProWaS to upscale the JTPs and CR-WSPs to more urban areas and WSSAs as well as create new WAPs in Tanzania. The contractor will on behalf of the ProWaS project create 3 JTPs, and 3 WAPs in accordance with the respective guidelines prepared by the Ministry of Water. The CR-WSPs are not in the scope of this contract. This will require close coordination with the GIZ Project Team in Tanzania as well as National, Regional, and Local Tanzanian water authorities. The JTPs are defined by the municipality (i.e. town) in a particular region, while the WAPs are defined by the basin and the sub-catchment. A team of national and international experts shall be provided by the Contractor for this purpose. Through the completion of the three aforementioned Work Packages, the contractor is responsible for contributing to the Module Objective, Output 2, Output Indicator 2.2, and Output 3 and is responsible for achieving Module objective Indicator 3 and Output indicator 2.1 as described in this document. The Module Objective is, "The framework for improving water security in catchments of urban areas is adapted to the challenges of climate change." Output 2 is as follows: "Water and sanitation authorities, in collaboration with local consultants, have identified priority projects to improve access to climate-resilient water and sanitation services." It is accompanied by the following two indicators: Indicator 2.1: Fifteen JTPs have been drawn up by WSSA together with Local Government Authorities (base value of 5 JTPs exist, 7 others to be completed by project, three remaining to be completed by the contractor); Indicator 2.2 : In a survey, 16/30 stakeholders from Water Supply and Sanitation Authorities (WSSAs) and the MoW confirm the use of the gender-sensitive expert database in the development of JTPs, Water Safety Plans, and priority projects to improve access to climate-resilient water supply and sanitation services (16 positive responses). In addition, Module Objective Indicator 3 is as follows, "Water catchment authorities (3 total) have developed an evidence-based gender-sensitive Water Allocation Plan (WAP) in each selected sub-catchment (3 sub-catchments), based on current, climate-resilient hydrological data." Work Package 1 relates to Output 2 and the two corresponding indicators. The present tender will contribute to Output 1 of the project MoVe Senegal. Within this output a Steering Committee for Active Mobility will be supported, a strategy for walking and cycling will be prepared and action plans for the improvement of active mobility in the Dakar Metropolitan Region will be developed. The contractor is expected to conduct background research and collect data on Walking and Cycling in the Dakar Metropolitan Region to assess the current state of cycling & walking in Dakar and identify key challenges and opportunities. Based on a status quo analysis the contractor will develop a Walking and a Cycling Strategy for the Dakar Metropolitan Region. Both strategies shall be developed in an iterative process based on stakeholder consultation. The Walking and the Cycling Strategy are foreseen as separate strategies and actions for cycling and walking as they require different approaches and infrastructure. Nevertheless, the strategies shall be consistent and developed in a coordinated manner. Finally, the contractor will prepare 5 Action Plans to improve active mobility in the Dakar Metropolitan region. Legal, Financial and Economic Advisory Services in Latin America and the Caribbean in line with the EU Global Gateway Strategy
The main objective of this assignment is to provide legal, financial, and economic advisory services to selected initiatives in partner countries in LAC across Euroclima´s core thematic areas (Energy Transition, Sustainable Transport, Biodiversity and Nature Based Solution, Bioeconomy, Circular Economy). These services will be delivered ad-hoc through the rapid mobilization of advisory expertise and implemented via a combination of key experts and pools of short-term experts based in both Europe and the LAC region, in order to - Provision of legal, financial, and economic advisory inputs to structure innovative and inclusive business models, public-private partnerships, and de-risking mechanisms tailored to the local context. - Support to the development of bankable business cases in key Euroclima sectors, identifying viable entry points for private sector investment and blended finance. - Assessment of regulatory and institutional frameworks to identify barriers and enablers for private investment in Euroclima sectors and propose recommendations for improvement. - Preparation of legal and economic strategic support materials for Stakeholders and for B2B and B2G engagement opportunities between LAC and EU stakeholders. - Facilitation of the inclusion of SMEs, cooperatives, and community-based enterprises into scalable business models. Expert Pools for the Global Gateway (GG) Investment Climate Reform (ICR) Facility
Developing and emerging countries face major challenges in transforming their economies along sustainable paths. Investments are central to this transformation and to fostering sustainable economic growth, but attracting high-quality, long-term capital requires a supportive, business-friendly environment. To help close the global EUR13 trillion investment gap by 2040, the EU launched the Global Gateway (GG), aiming to mobilize up to EUR300 billion for sustainable, high-impact projects. The GG strategy includes large-scale infrastructure investments measures, as well as measures that address the investment climate and the general enabling environment for economic growth. The Global Gateway (GG) Investment Climate Reform (ICR) Facility is implemented by GIZ (lead), Expertise France, and SNV. It supports EU partner countries in implementing reforms that unlock private investment and foster sustainable growth. This way, the GG ICR Facility also creates opportunities for the EU Member States" private sector to invest and remain competitive. The GG ICR Facility builds on the successful "ICR Facility 2020-2025", by reinforcing programmatic engagement, boosting private sector involvement, and aligning more closely with GG and Team Europe strategies. Its overall objective is that the investment climate in partner countries is improved ensuring that GG projects generate sustainable growth and jobs. The specific objective is that supported stakeholders design or implement investment climate actions that leverage the impact of GG projects to the general business environment. The Facility targets 50-60% of interventions to contribute directly to gender equality, including reforms to remove barriers for women entrepreneurs and improve their access to markets and finance. The Facility supports partner countries with targeted interventions to implement investment climate reforms and related measures that enable private sector development and sustainable investment, especially in the context of GG projects. Complementing the financing aspects of GG projects, the Facility focuses on improving the business environment and investment climate with public and private stakeholders at local, national, regional, and international levels engaged in trade, regional integration, private sector development, and investment climate reforms. It supports reforms, helping to reduce cross-border trade costs, attract investments, promote inclusive local development, developing and strengthening international value chains as well as improve long-term financing through stronger and more pro-active local financial systems. Ultimate goal is to enhance overall investment so that local economic development and job development take place. Special emphasis is placed on economically empowering women to ensure inclusive growth. Thereby, the Facility delivers demand-driven, reform-oriented technical assistance in cooperation with EU Delegations and local stakeholders. Its targeted approach enables engagement with multiple actors around specific GG projects, increasing the effectiveness of reform efforts. The Facility complements other EU initiatives in economic governance and regional integration.
