There is a requirement to award a contract for a Licence for the operation of a Retail Shop Unit and Café Service at Louth County Hospital. The Health Service Executive (HSE), acting on behalf of LCH, is now intending to go to market to invite tender proposals to renew this contract. As part of their tender response, Tenderers are required to submit a Licence Fee Proposal which is a percentage share of the gross profit generated by the Retail Shop Unit and Café Service payable to LCH. The operation of the Retail Shop Unit and Café Service at LCH will provide a variety of products to members of the public, patients, staff and other persons attending at LVH. The service will also include the ongoing cleaning, maintenance and general environmental and hygiene management of the Retail Shop Unit.

Aug.In summary, the concession agreement comprises the development and operation of (i) an existing Patient Shop, (ii) an existing Patient Coffee Shop and (iii) a new Retail Pharmacy on the Contracting Authority’s premises. For the avoidance of doubt, the Contracting Authority will award a single concession agreement for the operation of all retail premises. This competition is not divided into lots and only one successful concessionaire shall be appointed. On this basis, it is acknowledged that it may be necessary for tenderers to form partnerships, consortia or temporary groupings to ensure that the tendering organisation has sufficient experience to operate both food service and pharmacy outlets. The Contracting Authority offers no guarantee, express or implied, regarding the profitability or economic viability of the concession agreement. Tenderers are required to make their own investigations and to rely upon their professional judgement when assessing the potential profitability of the concession agreement.
