This project involves the construction of Lot 4 which mainly entails 1.5kms of greenway in the Mountelliott townsland, north of New Ross. This is part of the South East Greenway and includes the following works; • Rehabilitation works to the Red Bridge, including removal of existing tracks and decking, repair works where specified, installation of new Greenway deck system, lighting, fencing and guarding etc. • Earthworks to the existing embankment between the Red Bridge and Mount Elliott Lane. • Rehabilitation works within Mount Elliott Tunnel. • Construction of a new bridge structure spanning Mount Elliott Lane with piled foundation supports. • Construction of ramped access to the North of the Mount Elliott tunnel from the Greenway corridor to the R700. • Construct the Greenway Lot 4 Section pavement in accordance with Works Requirements, along with all ancillary works including site clearance, landscaping, finishes, fixtures and fittings, drainage, fencing, lighting, adjacent landowner accommodation works, and all public pedestrian and cyclists infrastructure as specified.

Sept.The services tendered under these Terms of Reference will form part of the new portfolio of six projects, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the German Ministry for Economic Cooperation and Development (BMZ) with the Caribbean Community (CARICOM) and its 15 member, specifically the following project interventions: (1) Climate-sensitive Circular Economy in the Caribbean; (2) Climate Resilient and Sustainable Energy Supply in the Caribbean; (3) Promoting Regionally Harmonized Approaches to Conservation and Sustainable Use of Biodiversity; (4) Unlocking the Blue Economy Potential of Marine Protected Areas in Small Island Developing States in the Eastern Caribbean; (5) Combating Climate Change with a Specific Training Focus in the Caribbean / Skills for Blue and Green Jobs; and (6) Productive Use of Organic Waste and Sargassum in the Caribbean. All six regional projects started in late 2025 and will run until 2028/2029. The GIZ project office for all new projects is in St. Lucia. The contractor is responsible for providing the following work packages and for achieving the corresponding milestones: Work package 1: Communication strategy development and advice. The aim of work package is to take stock and develop a joint GIZ Caribbean communication strategy, its elements, roles and responsibilities and current planned activities, the existing GIZ project-specific communication strategy elements and plans, and the communication strategies and plans of relevant partners. Work package 2: Development and implementation of communication activities and products. This work package will accelerate the effective dissemination of high-quality project results, providing the internal team with the necessary flexible capacity to scale efforts rapidly while focusing on strategic priorities. Work package 3: Develop a Monitoring and Evaluation framework across the six projects. To strengthen the portfolio"s results-based management system and ensure evidence-based communication and decision-making, the contractor will deploy a Monitoring & Evaluation (M&E) expert to develop, coordinate, and operationalise a harmonised, results-oriented M&E framework across all six projects. Work package 4: Monitoring and evaluation of communication activities. This work package aims to optimise and manage existing and future digital communication activities and channels (developed under work package 2) with a view to have better alignment between the various formats GIZ Eastern Caribbean programmes and projects are using. Work package 5: Capacity development on communication and M&E. In order to integrate the formats developed under work package 2 and 3 into GIZ Eastern Caribbean´s communications and M&E routine and to ensure effective mainstreaming, the contractor shall develop suitable capacity building methods. Capacity building is to be provided for selected communicators and M&E personnel from GIZ Eastern Caribbean as well as other relevant staff and representatives from partner organisations. The contractor helps project developers and government agencies design, structure, and scale Digital Public Infrastructure (DPI) use cases to bring them to a "bankable" status ready for international financing. The AM delivers four distinct types of specialized support to project promoters: 1. Development Support: Providing technical guidance at any stage of project development. This includes pre-feasibility and feasibility studies covering technical assessments, architectural designs, specifications, environmental impact assessments, regulatory analysis, cybersecurity assessments, hosting/infrastructure needs, and capacity assessments. 2. Structuring Support: Advising on essential operation, business, and financing models to ensure proposals match the expectations of financiers. This involves evaluating Public-Private Partnership (PPP) models, revenue streams, potential African and European private sector operators, and bundling separate projects to de-risk investments. 3. Access to Finance Support: Identifying appropriate financing options and aligning project documentation with the specific requirements of European and international institutions, such as the EU Global Gateway instruments (grants, guarantees, and blended finance like EFSD+). 4. Contract Closing / Transaction Support: Assisting with contractual negotiations during project preparation, including drafting financing transaction terms, term sheets, specialized contractual agreements, or fulfilling conditions. Work Packages The detailed scope of each work package is tailored to each project depending on its scope and maturity. Sept.The HSE proposes to establish a multi-supplier framework agreement for the provision of general building and construction works across the Dublin North and North City Region. The Framework Agreement is divided into two Lots: • Lot 1: Works projects up to €250,000; and • Lot 2: Works projects over €250,000 and up to €1,000,000. For the avoidance of doubt, all Lot value bands, project values, annual framework values and turnover requirements referred to in the procurement documentation are exclusive of VAT unless expressly stated otherwise. Southern Regional AssemblyWaterfordThe three Regional Assemblies are seeking to appoint suitably qualified and experienced consultants to prepare: A report for each of the three Regions to establish and allocate local authority on-shore wind energy and solar energy targets. This report will be underpinned by a comprehensive geospatial and environmental analysis to help establish viable renewable energy targets for local authorities. The consultant will engage with relevant infrastructure stakeholders (namely EirGrid and ESB Networks) to identify grid capacity, constraints and any planned infrastructure projects. The consultant will take account of energy security needs for the Regions in order to meet regional (and national) targets for constituent local authorities in each Region, achieve compliance with all statutory requirements in legislation. Each report will be a bespoke document specific to each Regional Assembly territory based on an agreed methodology (further detail in the next paragraph). The consultants should co-ordinate and manage the overall process in conjunction with key staff from each Regional Assembly. The agreed methodology as appended provides for the identification of targets in the preparation of the RRES and has been developed by DCEE and SEAI in conjunction with the three Regional Assemblies. This methodology shall form the basis for undertaking the task. The Methodology is available as part of this RFT. The development of the RRES must integrate and align with the statutory environmental assessments being undertaken as part of the RSES process. The technical outputs from the RRES must fully align with, and directly feed into the statutory environmental processes being undertaken by the individual Regional Assemblies.
