Dynamic purchasing system for the procurement of vehicles under 3.5 tons
Vennesla municipality invites tenderers to participate in a competition for the establishment of a dynamic purchasing system (DIO) for the procurement of vehicles under 3.5 tons. The objective of the procurement The aim of the procurement is to establish a dynamic purchasing system that shall ensure effective, flexible and future orientated procurement of vehicles for the municipality ́s entities. The scheme shall contribute to covering the ongoing need for the procurement of new vehicles, and at the same time support the municipality ́s climate and environmental targets. As a main rule, zero emission vehicles shall be procured. Deviations can occur if it is necessary due to stand-by or special needs. About Dynamic Purchasing System The dynamic purchasing system will be established in accordance with the Public Procurement Regulations (FOA) part I and part III and it will be held as a restricted tender contest (cf. the Public Procurement Regulations § 26-5). The scheme is a two-stage procedure: Stage 1: Qualification phase where tenderers apply for admission to the scheme. Stage 2: Implementation of mini competitions where qualified suppliers are invited to submit tender offers A contract will not be signed for admission to the scheme. The contract will only be signed after a completed competition for each procurement. The scheme is fully electronic, and all communication and tender deliveries shall occur via the contracting authority ́s KGV system. Scope and estimated value The contract is for the procurement of: Passenger cars Goods vans Other vehicles under 3.5 tons The estimated total value of the procurements under the scheme is approx. NOK 32 million excluding VAT over a period of up to 5 years. The maximum value is nok 52 million excluding VAT. Emphasis is put on the fact that: The stated volume is an estimate and is not binding. The contracting authority does not have any purchasing obligation. Need and extent will vary throughout the contract period. Background Harstad municipality with collaboration municipalities needs to renew and supplement furniture for offices, meeting rooms and common areas in several locations. The need includes replacing older furniture, establishing new work and meeting places as well as upgrading meeting rooms to improve functionality and use quality. The procurement shall cover the municipality ́s need for uniform work and meeting environments that support different forms of work. The municipality requests furniture solutions with good ergonomics, comfort, flexibility and quality, which tolerate daily use over time. The systems shall function across different zones and premises and shall be easy to clean and maintain. The furniture shall be used in open office landscapes, cell offices, meeting rooms of various sizes as well as reception, lounge and interaction zones. The procurement therefore comprises a broad range of furniture types and it shall cover the municipality ́s need for functional and connected furnishing systems across locations. Description of the assignment The assignment is for the delivery of office and meeting room furniture. The delivery includes, among other things, desks, height adjustable work tables, ergonomic office chairs, meeting tables, meeting chairs, storage systems, screen walls as well as lounge, reception and interaction furniture. The furniture shall cover needs in open office landscapes, cell offices, small, medium sized and large meeting rooms as well as reception, lounge and interaction areas. The procurement includes both replacement of existing furniture and fixtures for new work places and meeting places. The delivery shall be completed and it shall include support, assembly, placement and function testing. Furniture of good quality, comfort and ergonomic design are requested, as well as durable and cleaning-friendly surfaces. The furniture shall have an overall expression and it shall be suitable for flexible use and simple re-furnishing for changed needs. In order to reduce the risk of strategic pricing, the offered products and prices should be representative of the actual assortment, variation in size and the expected need in the contract period. Invitation to market dialogue - Collection of textiles for reuse and material recovery from municipalities in Østfold.
Sarpsborg municipality, Hvaler municipality, Fredrikstad municipality (FREVAR), Rakkestad municipality and MOVAR (hereafter called the contracting authority) are considering a joint procurement for the collection, sorting and further handling of textile waste for preparation for reuse and material recovery, cf. the requirements in the waste regulation § 10 a-4 letter f. As a part of this process, the contracting authority would like to hold one-to-one market dialogues before any competition. The market dialogue will be used as a basis for the development of requirement specifications and procurement strategy. The contracting authority would like input and updated knowledge on available systems and business models. The assignment can include the establishment and/or operation of solutions for separate collection of textile waste from households, as well as further handling for preparation for re-use and/or material recovery. The systems can, for example, include bringing schemes, collection schemes or a combination of them. Scope: The total annual amount of textiles included in the procurement is estimated to be approx. 135 tonnes. These are textiles that are part of the municipality ́s statutory obligation that are currently collected for material recovery and are delivered in textile towers marked "damaged textiles" at the recycling stations. The 135 tonnes are currently distributed over an average of 38 per cent reuse quality, 25 per cent for recycling materials and 37 per cent for energy recovery. The final scope will depend on which municipalities and intermunicipal companies choose to participate in the competition. Some municipalities have existing systems or agreements that can affect both participation and volume. Market dialogue: Before the market dialogue, the contracting authority asks that tenderers prepare to present a system aimed at: • The contracting authority ́s need for effective and user friendly collection, with a focus on the degree of collection and quality. • Sorting textiles for preparation for reuse and recycling of materials, including the expected distribution between reuse and recycling. • Organisation of the value chain, including logistics, reception and further treatment. • Expected costs connected to collection, sorting and processing (per activity) • Need for infrastructure, including collection points and containers • Traceability, reporting and documentation of material currents • When at the latest a scheme can be up and running in relevant municipalities. • Other conditions that the tenderer believes are relevant for the assignment. The individual supplier dialogues are planned to be carried out during weeks 26 and 27 2026. The dialogues will last for approx. 1 hour and will be conducted digitally (Teams).
