The purpose of this contract is to provide technical assistance for the implementation, coordination, monitoring and strategic support of two European Union funded regional maritime security programmes in SubSaharan Africa: one covering the Western Indian Ocean and one covering the Red Sea/Horn of Africa. The services shall support the effective, coherent and visible delivery of programme activities, reinforce coordination among implementing partners and stakeholders, and contribute to the sustainability of the regional maritime security architecture. It shall cover five interlinked objectives: 1. To ensure effective coordination, supervision and coherence of actions implemented at programme level, including complementarity and synergies among implementing partners. 2. To strengthen effective ownership of programme activities at country and regional level. 3. To strengthen coordination and cooperation between regional and national partners and the Regional Coordination Operations Centre (RCOC) and Regional Maritime Information Fusion Centre (RMIFC). 4. To ensure effective results-based management and reporting at programme level 5. To ensure coherence and coordination with other EU initiatives and policies. The expected outputs of this contract are as follows: 1.1 The supervision of implementation of activities and the coordination of the work between the different implementing partners is ensured at programme level. 1.2 The joint planning and information sharing practices to support coherent implementation at programme level and across the two programmes is strengthened. 1.3 The coherence, complementarity and strategic alignment between the two programmes and implementing partners is strengthened. 2.1 The engagement of national and regional stakeholders in the planning, implementation and follow-up of activities is ensured at programme level. 2.2 A mechanism to ensure follow-up, accountability and sustained engagement in programme implementation is established. 3.1

Tasks shall include support to planning, implementation, monitoring, reporting, communication, knowledge management and coordination with implementing partners, donors, regional organisations, national authorities and relevant international actors. The contractor shall among others support the preparation of agendas, discussion papers, progress reports, terms of reference, technical specifications and other operational documentation required for implementation of specific result areas. It shall also provide ad hoc advisory services and short term expertise. The contractor shall also ensure capitalisation and sharing of knowledge generated through implementation, including technical observations and lessons learnt of wider professional value, using the designated knowledge sharing platform. Aug.Since 1970, the Dutch entrepreneurial development bank FMO has supported job creation and income generation activities in order to improve people’s lives in the parts of the world where it can make the biggest difference. FMO’s role extends beyond financing, helping businesses to operate and grow in an environmentally and socially responsible manner. FMO contributes to the technical/institutional strengthening of its existing and prospective clients through the provision of Technical Assistance (TA). Since 2018, FMO is implementing a dedicated programme called NASIRA, to increase the financial inclusion of underserved groups, including women, youth and migrants. The Program achieves this through the provision of i) a risk sharing facility providing portfolio guarantees and ii) technical assistance. The Nasira+ Programme builds on the original Nasira initiative by expanding its geographic reach and sector coverage, while continuing to improve access to finance for underserved MSMEs. The objective of the Nasira+ Technical Assistance Facility (TAF), funded by the European Commission, is to enhance both financial institution (FI) capacity and development impact. This assignment concerns the establishment of a framework service contract for the Nasira+ TAF, under which selected Contractors will deliver tailored TA projects. Individual TA projects will be awarded through targeted requests among the up to 3 selected Contractors, each with its own defined scope, deliverables, and budget, aligned with the needs of partner FIs and linked to the pipeline/portfolio under the Nasira+ Risk Sharing Facility (RSF) managed by FMO. The programme forms part of Germany"s contribution to strengthening the global health architecture and supports the effective and sustainable use of funds from global health financing mechanisms, particularly the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). Many low- and middle-income countries remain dependent on international health financing to provide essential services. Declining global health budgets and fragmented funding structures place additional pressure on national systems to use available resources more efficiently and to integrate externally financed measures into domestic health and financing frameworks. BACKUP Health supports governments and key actors in addressing these challenges by improving the coordination between global and national processes and by strengthening systemic capacities for planning, governance and implementation. The programme aims to improve the efficiency of globally financed health services and products, particularly for HIV, Tuberculosis and Malaria (HTM), in selected partner countries. BACKUP Health works in close collaboration with ministries of health and finance, national coordination mechanisms, civil society organisations, and regional actors, particularly in countries in Africa and Central Asia.
