The project in the context of which the tender is being held supports Ukraine's EU-alignment in the rule of law and in particular the alignment to the core chapters of the acquis communautaire regarding the fundamentals of the EU Membership compiled in the chapters 23 (Judiciary and Fundamentals) and 24 (Justice, Security and Freedom). To this end, the project aims to provide the necessary expertise and capacity building for relevant key stakeholders in the accession process with focus on the chapters mentioned above. The approach of the project refers to three action areas: "Expertise", "Experience" and "Exchange". The services which are put out to tender belong to the action area "Expertise". An Expert Platform as a flexible and adaptable structure will be established to mobilise the knowledge of EU and Ukrainian renowned legal experts and researchers for the benefit of the Ukrainian key stakeholders responsible for the preparation of an effective EU-alignment and the negotiation process. The subject of the tender represents the core of the Expert Platform: three pools of short-term experts are expected to be established and managed by the contractor. One short-term pool of experts with international experience (STEP) consists of 10-20 international legal short-term experts (350 working days), one STEP of experts with national experience also consists of 10-20 national legal short-term experts (350 working days) and the third STEP includes translators for English-Ukrainian-English (80 working days). As the legal short-term experts shall provide measures for capacity development as well as strategic and legal advice in the following thematic areas of the chapters 23 and 24 with regard to the rule of law, the contractor is committed to identify short-term experts with relevant expertise in anti-corruption, fundamental rights, criminal law and law enforcement with focus on organised crime as well as EU law as such. The experts shall be identified and contracted based on Terms of Reference (ToR) for each expert's assignment which are elaborated by the project with the support of the contractor, following the needs-oriented demand of the Ukrainian partners. The contracting of the appropriate short-term experts is expected to follow a defined number of working days after the submission of the ToR to the contractor. Depending on the concrete support the short-term experts should provide, the contractor is responsible for the creation of tandems, consisting of internationally and nationally experienced short-term experts working together with key stakeholders on defined reform projects incl. strategic documents. The contractor is also monitoring the work results of the expert"s tandems. In addition, the contractor is expected to organize hands-on trainings in different formats to improve the skills of Ukrainian officials, facilitating effective reform implementation with regards to specific topics of chapters 23 and 24. These trainings will be conducted by the short-term experts of the expert pools. Besides the management of the three short term expert pools, it is expected that the contractor facilitates an active exchange and networking among the experts of the STEPs. The information flow among the experts and to the responsible project staff shall be ensured and a smooth cooperation with the project staff as well. Capacity building measures will be organized by the contractor and carried out by the short-term experts of the STEPs. The contractor shall contract a Coordinator of the Expert Platform with responsibility for the overall management of the short-term expert pools (130 working days), supported by an administrative and technical backstopping structure. This service contract will provide a flexible mechanism for rapid mobilisation of EU expertise to support Montenegro's overall EU accession process, with a primary focus on the EU acquis clusters Internal Market and Competitiveness and Inclusive Growth. The support shall address chapter-specific closing benchmarks and wider accession obligations, while ensuring that private-sector impacts are analysed and integrated through structured cooperation with private sector organisations (e.g. CEM, MEF) and other stakeholders. The contractor is expected to bring an institutional approach and a strong EU network: mobilising experienced practitioners and specialised experts from Germany and other EU Member States, as well as facilitating peer-to-peer cooperation with relevant institutions and organisa-tions. The approach shall ensure rapid response to identified needs, high-quality outputs, and systematic knowledge transfer to Montenegrin counterparts. Overall objective: To provide rapid, needs-driven mobilisation of high-quality EU expertise to support Montenegro in meeting EU accession requirements, closing benchmarks and preparing institutions for the obligations of EU membership, with a primary focus on the EU acquis clusters Internal Market and Competitiveness and Inclusive Growth and on private-sector impacts. The project aims to demonstrate secure, cross-border digital interactions, aligned with EU standards, including eIDAS 2.0. The work is structured in three phases: Phase 1: Inception and Review - Establish a common understanding, review prior assessments, identify gaps, and prepare a detailed roadmap. This ensures all legal, technical, organizational and institutional preconditions are in place for co-development. Phase 2: Technical Design, Co-Development, and Deployment - This phase focuses on the co-creation, design, and development of the regional prototype for selected cross-border e-services, ensuring interoperability and alignment with EU frameworks such as eIDAS 2.0 and the European Digital Identity Wallet initiative. The contractor will facilitate technical collaboration in developing the prototype and test it under controlled and live conditions. Phase 3: Evaluation, Reporting, and Capacity Building - Capture lessons learned, document technical solutions, and provide training to WB6 institutions. A final evaluation and scalability roadmap will guide replication, extension to additional services, and integration into national digital strategies. The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) through its Skills and Market development component aims to strengthen state and private actors in their role as drivers of Market Development for Renewable Energy (RE)and Energy Efficiency (EE) in Uganda. The contractor is required to support players such as Energy Auditing Professionals, demand side energy consuming enterprises and energy managers. The support shall be in the form of training and technical assistance for access to finance as well as standardization for improving the quality of work. Through this tender, blended training shall be extended to demand side energy consuming enterprises to enable adopt energy management practices while ensuring business development growth. Operators and owners of SMEs will be trained on energy management practices and business development related aspects. The trainings are to be tailored from a baseline and needs assessment focusing on training needs and potential energy management practices that can be adopted in an SME cluster approach. Follow on support includes technical assistance inform energy audits to enable selected SMEs (through a criterion developed by GIZ PREEEP) access existing financing in the sector including PREEEP catalytic partial grant supporting implementation RE/EE measures. Further training shall be extended to energy managers from industry regarding Energy Management systems (EnMs) with reference to the ISO 50001 standard. The energy managers will be able to learn approaches for adopting EnMs to build capacity towards compliance towards any future regulatory requirements. To improve the standardization of energy audits, promote quality of audit reports in the sector, practical training shall be extended to energy auditing professionals to skill them towards developing investment grade energy audit reports. Technical assistance shall be provided in form of the development of a customized reporting framework that includes template(s) / structures and data analysis tool(s) to improve reporting and be able to develop comprehensive reports that can be used by demand side energy-consuming enterprises to seek for financing as well meet any regulatory requirements. 10000203 - Consultancy on Drainage Water Reuse
The objective of this assignment is to support the Ministry of Water Resources in identifying and prioritising technically, environmentally, and economically feasible options for the reuse of drainage water in the Hillah River System and to prepare a concept for two pilot projects that can serve as a demonstration for future replication. The contractor is responsible for providing the following work packages and for achieving the corresponding milestones: Work package 1: Assessment of irrigation practices and drainage-water generation The contractor is responsible for conducting a comprehensive assessment of current irrigation systems and their relationship to drainage-water generation in the Hillah River System. This includes reviewing existing irrigation methods such as surface, sprinkler, and drip irrigation including the (efficient) use of fertilizer; quantifying irrigation efficiency and related drainage-water volumes and qualities; and analysing the institutional management of irrigation operations. The contractor shall perform a scenario analysis comparing current and improved irrigation and fertilizing practices and quantify how increased irrigation efficiency and better use of fertilizer would affect the volume and quality of drainage water. The analysis shall include different scenarios for climate adaptation measures. The results shall be visualised in maps and datasets to be included in the (designed) Information System with the Hillah River Information System (Outcome Indicator). Work package 2: Identification and prioritisation of reuse options and treatment technologies GIZ shall provide the contractor with a baseline assessment identifying feasible end-uses for treated drainage water, including agricultural reuse, aquaculture, industrial applications, landscape irrigation, and groundwater recharge. The baseline assessment will also include a review of relevant international and regional experiences (e.g. Jordan, Egypt, Iran, and FAO"s WaPOR programme) and initial lessons learned applicable to the Iraqi context. The contractor shall build upon and complete the baseline assessment provided by GIZ by validating and further developing the identified drainage water reuse options relevant to the Iraqi context. This includes assessing a range of conventional treatment technologies as well as nature-based solutions (NbS) suitable for high-salinity and contaminated drainage water in arid environments, using a multi-criteria approach that considers technical feasibility, operational requirements, costs, environmental risks, and institutional capacities. Different potential options (managerial, biological, physical, non-physical) should be discussed and presented in an "option report". The contractor shall ensure that MoWR and key institutions are engaged throughout the assessment process as part of a structured capacity development approach. As part of this process, the contractor shall facilitate targeted learning and exchange activities. These include the organisation of a study tour for MoWR to visit relevant international or regional good practices, as well as an international seminar or conference in Baghdad in which international and regional actors present their experiences and discuss their applicability to the Iraqi context. The contractor shall prepare a bilingual publication summarising these experiences and the insights obtained. In addition, the contractor shall design and deliver two training courses in close cooperation with the MoWR Training Center: (i) a foundational training course on treatment technologies for drainage water reuse, covering technical principles, performance, and operational aspects; and (ii) an advanced training course focusing specifically on drainage water reuse concepts and Nature-based Solutions (NbS), including design considerations, applicability in arid environments, and integration into water management planning. The consultant together with the GIZ team will support the MoWR in identifying 2 pilot projects to be implemented in the Hilla River area. Work package 3: Preparation of pilot project concepts Building on the findings of the previous work packages, the contractor shall support the development of a pre-fesibility (PFS) and a definitive feasibility study (DFS) for two pilot demonstration solutions. This task includes together with the GIZ team and the counterpart identifying suitable pilot locations based on hydrological, land-use, and environmental criteria; proposing a treatment and reuse scheme; and estimating costs and requirements, and potential financing options. The contractor shall analyze the financing criteria, eligibility requirements, and procedural steps of BMZ and EU co-financing instruments relevant to the implementation of pilot projects on drainage water reuse. Based on this analysis, the contractor shall develop and assess two distinct pilot project options: - a small-scale pilot project designed to comply with BMZ funding criteria, with an indicative financing volume of up to EUR 1 million (up to feasibility level); and - a larger-scale pilot project designed to comply with EU financing criteria, with an indicative financing volume of up to EUR 25 million (up to pre-feasibility level). SAVax conducted a landscape assessment of South Africa's biopharmaceutical industry, covering the pharmaceutical, biotechnological, and biomanufacturing sectors as well as a call for applica-tions for companies to self-identify their technical assistance needs. The objective of this assignment is to engage a service provider to provide tailored technical assistance for the selected companies in the biopharmaceutical sector. This technical assistance aims at enhancing the capacities of companies to gain market access with their products. The goal is to equip these companies with the knowledge and skills necessary to advance their products to market access. The selected companies will receive targeted, non-financial support addressing the technical, regulatory, organizational, and strategic challenges they face in advancing biopharmaceutical products to market. Support areas may include, but are not limited to, the following: 1. Structured mentorship plans with KPIs will be encouraged. 5. Human Capital and Collaboration o Strategies for Talent Development and Retention: Development of internal work-force strategies including upskilling plans, career progression models, and organisational culture interventions to reduce talent attrition in critical areas like QC, regulatory affairs, and bioprocessing. o Managing Strategic Partnerships: Support in structuring and managing public-private partnerships, consortia, and technology transfer agreements.
