Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHEschbornTasks to be performed by the contractor Objectives, outputs and indicators: The contractor contributes to achieving the following objectives: - Overall: To contribute to the transition to inclusive, climate-neutral, resilient and sustainable agri-aquatic food systems - Specific: Support the nutrition- and gender-sensitive transformation of agri-food systems. Specific objective indicators: 1. Number of global/regional events where EC, Germany and other Team Europe+ present coherent positions on the nutrition-climate-gender nexus promoting healthy, sustainable diets. 2. Number of global policy processes in which EC, EUDs and Germany enhance nutrition integration (focus on the nutrition-climate-gender nexus) through TA or CD. The contractor mainly contributes to Output 1: Positioning - Coherent, evidence-based positions on the nutrition-climate-gender nexus developed to promote healthy, sustainable diets in a Team Europe+ approach. Indicator - 1.1: Number of briefing materials/policy documents for EC, Germany, and other EUMS+ based on data/evidence/indicators. Output 2: Advisory - Increased technical capacities of INTPA, EUDs and BMZ to scale effective, equitable, sustainable, and resilient nutrition policy responses and outreach at global, regional and national levels. Indicators: - 2.1 Average satisfaction score ?3/4 from INTPA and BMZ on technical advisory. - 2.2 Number of TA/CD measures to enhance INTPA/EUDs" capacities related to programmes (incl. Global Gateway investments and M&E) or policy processes in food and nutrition security. - 2.3 Six accountability-related reports produced. Implementation modality Demand-driven TA/CD (short- to medium-term), triggered by requests from EC DG INTPA and EUDs. The contractor provides Key Experts and an expert pool to implement activities under Outputs 1 and 2, supporting C4N 2.0 and commissioning partners (INTPA, EUDs). Mode of implementation: demand-driven technical assistance and capacity development (TA/DC), mostly of a short to medium-term nature, with assignments emanating from requests to KPCN/C4N 2.0 from the EC DG INTPA and EU delegations in partner countries. Contractors" main responsibility is the provision of key experts and an expert pool which will contribute to the implementation of the project"s activities across the outputs mentioned above.. Expert tasks (non-exhaustive) - Technical advice. - Human capacity development (e.g. design and delivery of trainings). - Desk research. - Knowledge products (case studies, situation analyses) and briefings. - Contributions to monitoring and reporting. - Support to internal team processes (e.g., workshops, planning). In addition, the consultancy services can be utilized for internal team processes such as workshops or planning sessions. Availability: Key Experts: available throughout the project on an ad-hoc, short-notice basis. Experts from the pool: available on demand; C4N 2.0 issues specific assignments; contractor identifies, deploys and ensures assignment quality. Assignments are demand-driven; tasks/deliverables may evolve within the overall scope. Examples of assignments: - Output 1: Drafting briefings; inputs to strategic documents on healthy and sustainable diets. - Output 2: Drafting accountability reports; support to INTPA"s engagement in international events/initiatives (e.g., N4G, SUN); technical/strategic advice to INTPA/EUDs on programme design. Personnel Six Key Experts (KE) will be mobilised to support INTPA and EUDs in nutrition and, more specifically, on the following topics support INTPA/EUDs in: - International governance (KE1). - Programme identification/formulation and nutrition integration across sectors and funding modalities (all KEs except KE4). - Accountability including financial resource tracking (KE4); M&E, nutrition surveys, data, evidence, epidemiology (KE3, KE2). - Investments/financing for nutrition under Global Gateway, including nutrition-sensitive value chains and healthy diets (KE5, KE6). Two expert pools complement Key Experts. Prior EU experience-ideally with EU nutrition advisory facilities-is essential. Prior experience with the EU, and ideally its nutrition advisory facilities, is of paramount importance for the experts to be mobilised by this contract. Expert assignment: - Contractor selects, prepares, steers experts; ensures accessibility for queries and effective information flow among GIZ, contractor staff and experts. - Ensures timely delivery and adherence to deadlines. - Ensures quality assurance of expert performance. - Manages adaptations to changing conditions. Expenditure management: - Manage costs/expenditures, accounting and invoicing per GIZ requirements. Monitoring and reporting: - Active role in results-based monitoring covering: implementation progress and financial monitoring. - Reports in English: Inception report (3 months after award); Annual interim reports; Final report at contract end. Aug.The contractor shall provide comprehensive technical, organizational, and advisory services to support the implementation of the project "Mitigation of Human-Wildlife Conflicts in Tanzania" in the Ruvuma landscape. The assignment is intend to strengthen the holistic implementation of Tanzania"s National Human-Wildlife Conflict Management Strategy through coordinated action at national, district, and village levels. The contractor will contribute to improved governance, planning, and operational capacity for human-wildlife conflict management, with a strong emphasis on participatory approaches, gender sensitivity, and sustainability. A core task of the contractor will be to support land-use planning processes at district and village level. This includes facilitating the development of one district framework land-use plan and 15 village land-use plans, as well as the corresponding Community Action Plans. The contractor shall ensure that these planning processes integrate human-wildlife conflict considerations, local development priorities, gender-specific needs, climate-related risks, and relevant land-use aspects such as agriculture, grazing, settlement patterns, wildlife corridors, and protected areas. The contractor will organize and facilitate technical consultations, community meetings, field visits, mapping exercises, and validation workshops, and will support the formal approval and documentation of all planning outputs. The contractor shall provide capacity development and institutional support to key public actors responsible for human-wildlife conflict management. This includes technical advice for the Ministry of Natural Resources and Tourism and subordinate institutions, particularly on coordination mechanisms, strategy implementation, monitoring, and the use of data and spatial information for decision-making, especially on the land use planning aspects. The contractor is expected to contribute to the strengthening of intersectoral cooperation between wildlife authorities, district administrations, and other relevant sectors, and to support the development of more effective and sustainable organizational arrangements. The contractor shall also contribute to the documentation and analysis of activities and results, including inputs for monitoring and reporting. The contractor shall further support community-level resilience and conflict mitigation measures. This involves assisting village communities in the implementation of HWC-related measures identified through land-use and community action planning, including locally adapted preventive measures, livelihood-supporting activities, and measures that enhance the ability of communities to mitigate, and cope with damage and losses caused by wildlife. The contractor shall ensure that these measures are planned and implemented in a participatory and gender-sensitive manner. In addition, the contractor shall strengthen awareness-raising and environmental education activities. This includes the conceptual, organizational and operational support for the revitalization of environmental clubs (Malihai Clubs) in schools and colleges, the development of training materials and curricula, and the piloting of club activities in selected locations. The contractor shall also support the outreach programs of relevant institutions, including the development of communication concepts, training events, and materials for intermediaries such as teachers, farmers and local stakeholders. Throughout the assignment, the contractor shall ensure effective project management, coordination, reporting, and knowledge management. Deliverables shall include reports of workshops and training sessions, minutes of technical meetings, approved planning documents, CAP and LUP documentation, progress reports, and technical contributions to project monitoring. Aug.The report shall give a verifiable decision basis for whether – and if so how – Vestland county can organize bus operations in-house for one limited contract area. The aim is to look at • Better resource utilization • More diversity in the business segment/better competition • Flexibility in investment and operation The report should also highlight consequences for the county administration in its governance/administration and financial risk management for a model where in-house bus operations or a hybrid model (with public ownership of the buses and competitive tendering for operators) can run parallel to full contracting out in the other contract areas. The report shall give a verifiable decision basis considering a realistic time frame for political decisions and regime implementation (organization, recruitment and – if relevant – transfer of undertaking), before a conclusion is drawn about which contract area may be suitable and feasible as a pilot for in-house operations. The report is limited to bus operations. Boats, ferries and light rail are not to be considered. Contract areas/route packages in the geographical area of Vestland shall be considered as possible candidates, and the assignment shall be based on realistic timeframes for political decisions and implementation, so that recommended candidates have an operational feasibility within relevant contractual time windows. The assignment is divided into two phases: Phase 0 and Phase 1. Phase 0: Comprises two sub-deliveries (L0A and L0B) and a political steering point (SP0) inside the phase, where the contracting authority can adjust the scope and possibly limit additional work with alternative models to reduce complexity. The administration has estimated Phase 0 to be between 500 and 900 hours depending on data access, chosen case, and scope of organization and material management.
