Intention notice - Norkart e-Tax and e-Fees
The contracting authority intends to procure a comprehensive, digital system for the management of property taxes and municipal fees. The procurement is for the systems Comtek eSkatt and Komtek eGebyr. Komtek eSkatt is a trade system that supports the entire process for property taxes, including valuation, case handling, committee processing, publication of decisions and communication with residents. The system automates central work processes and updates the ongoing valuation basis based on, among other things, changes in the land register and retrieval of the wealth basis from the Norwegian Tax Administration. Komtek eGebyr is a joint fee module that connects property, owner, trade data and fee regulates. The system automatically calculates and updates fees based on changes in the trade data, and produces the completed invoice basis for the municipality ́s finance system. This ensures correct fee calculations, better control and reduced need for post-inspections. The systems are closely integrated and together constitute a complete platform for handling property taxes and municipal property fees. Comtek eSkatt presupposes the use of Comtek eGebyr and the systems are designed to function together as one connected system for case handling, fee calculations and invoicing. If no objections are received within 10 days from the publication of this notice, the Contracting Authority will enter into a contract with the above mentioned tenderer, at the earliest, from 24.04.2026. If the projectMolde municipality invites landlords to submit input for an imminent procurement for the hire of sheltered accommodation flats in shared housing with a 24 hour staff personnel base at Lundavang-området.Vi would like dialogue with potential tenderers in order to get input on the requirement specifications and any innovative solutions that can meet our needs. This dialogue is not a formal tender process, but an important step in ensuring that our requirements and expectations are realistic and relevant in relation to what is offered on the market. The planned requirements and wishes for the sheltered accommodation flats, etc., are stated in the attached requirement specifications, which form the basis for the market dialogue. Practical information about the market dialogueWe invite all interested suppliers to register for the market dialogue by 5 August 2026 via the communication module in Mercell. ABOUT THE MARKET DIALOGUE The contracting authority, NORCE Research AS, is in its early phase mapping the market for Security Operations Center (SOC), with the intention of a possible procurement in 2026/27. The objective of this Request for Information (RFI) is to obtain insight into the market's tenders and development, including how SOC services are designed, provided and priced. The contracting authority would also like input on how appropriate requirements, award criteria, contract terms and commercial models can be designed in a future competition. The received information can be used as a decision basis and as a support in the further work on procurement strategy and design of the tender documentation. The contracting authority would like open and reflected input from the market. All questions are not expected to be answered in full, and tenderers are encouraged to respond to the topics they find most relevant. Supplementary inputs, experiences, considerations and proposals – also beyond the stated questions – will be received with interest. The contracting authority is particularly interested in identifying developments, solution alternatives, innovation and other conditions in the market that it can be challenging to uncover through traditional information acquisition. Oslo municipality would like to map market participants who have cloud based systems that can meet the municipality ́s need for a time registration and work planning system. Competition for the procurement of a case and archive system.
The Norwegian Directorate for Management and Financial Management (DFØ) invites tenderers to a negotiated procedure for a contract for the provision of services related to the case and archive system. DFØ is the government ́s trade body for financial management, good decision basis for government initiatives, organisation and management in the state, as well as procurements in the public sector and administration of the government ́s joint procurement agreements. The company also provides joint services within wages and accounts, as well as employer support to government entities. DFØ has overall responsibility for development within its disciplines. The objective of the procurement is to cover DFØ ́s need for a future orientated system for case handling and archiving. The current system is based on Acos WebSak as a locally installed (on-premise) system operated by DFØ. The system currently supports relatively simple case processing, whilst a significant part of the archiving occurs through integrations with other systems and national joint components. DFØ needs to procure a modern system delivered as a service (SaaS), where the tenderer is responsible for the operation, management and further development. The system shall support efficient and secure case processing and archiving, as well as be able to be integrated with relevant internal systems and national joint components. The procurement will be carried out as a negotiated procedure, cf. the current rules for public procurements. Tenderers shall first submit a request for participation, and then for those who are qualified , submit tender offers in accordance with the tender documentation. Qualification System for Tree Felling and Vegetation Removal
Iarnród Éireann (IÉ) is seeking expressions of interest from suitably qualified applicants to establish a Qualification System for Tree Felling and Vegetation Removal. IÉ invites applications to participate in the pre-qualification process to appoint suitably qualified companies to a qualification system for Tree Felling and Vegetation Removal that may arise on a planned or emergency ad-hoc basis. These requirements can often include the need for ancillary services in conjunction with the main works of Tree Felling and Vegetation Removal. This Qualification System will consist of different types of work, including the below: • “Planned Works” - will apply to planned routine Tree Surgeon works. These will be notified and planned in advance of the works taking place based on a survey or recommendation by Irish Rail and its representatives. Irish Rail will allow sufficient time for tenderers to tender for these services. • “Emergency Works” - will apply to emergency works based on critical safety situations due to circumstances such as weather events, sudden or unpredicted safety concerns etc. and all other reactive situations where safety of the railway is of a critical and time sensitive nature. Irish Rail may require tenderers to tender and carry out these safety critical services in a prompt manner. Those companies successfully appointed to the Qualification System will receive all future tender enquiries during the term of the Qualification System. Please note that the following requirements will also apply to contracts awarded under this Qualification System: • Safe Pass - each employee working on or near the railway line will have to have a valid Safe Pass. • PTS (Personal Track Safety) – If awarded a contract, each employee working on or near the railway line will be required to have a valid PTS. Training courses are run by IÉ. • Manual Handling - due to the nature of the work all employees are required to have undertaken and successfully completed manual handling training. Procurement of a cloud based system for overall performance management.
Hol municipality intends to procure a new cloud based system for general municipal entity management, budgeting, financial planning and reporting. The municipality intends to sign a contract with Framsikt AS (organisation number 913187512) after 10 working days. Hol municipality needs a system that shall be integrated with the ERP system Visma Enterprise. The system shall be used within the following main areas: analysis, preparation of the financial plan, budgeting, reporting and political interaction. The system shall facilitate simple production of an easy-to-use and informative action programme, budget and financial plan, as well as other ongoing reports. The most relevant modules are for analysis, economy plan, annual budget, reporting and politician module. Hol municipality has examined the extent of any alternative software available on the market. This has happened through searches on the internet and collecting information about procurements of equivalent systems in other municipalities. Hol municipality cannot see any alternative tools in the market than Framsikt AS ́s system, which covers the total need for general performance management at the municipality, in Norwegian, in one combined standard product. The procurement is outside the scope of the procurement regulations, as Framsikt AS is the only tenderer in the market for such a system as far as we have been able to uncover. Tenderers can deliver a comprehensive system for economy planning including production of documents and publication of the work. The system includes modules for analysis, review, plans, financial plan, annual budget, performance management and reporting. Hol municipality has not seen systems that can cover the need for overall performance management in the same way as the solution from Framsikt AS. The procurement will be seen as fulfilment of the Public Procurement Regulations (FOA) § 13-4 letter b no. 2 and no. 3: A contracting authority can hold a procurement without a competition if the procurement concerns "services that only a specific supplier can deliver" because "competition is impossible for technical reasons", cf. point 2, or "the tenderer has the sole right, including immaterial rights", cf. point 3.
