Description of services to be provided for EU publication Technical assistance (including short-term expert pool) for Private Sector Development in Ethiopia This tender concerns the provision and management of expert services to support the implementation of the Private Sector Development in Ethiopia (PSD-E) programme implemented by GIZ. The PSD-E programme aims to strengthen the competitiveness and resilience of Ethiopia"s private sector in the transition towards a market-friendly economy. The programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-financed by the European Union (EU) and the Netherlands" Minister for Foreign Trade and Development Cooperation, and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It works with key public institutions, private sector stakeholders and sub-national actors to address structural constraints to enterprise growth and economic transformation. Services will be delivered through a national long-term expert and a pool of national and international short-term experts. They will provide technical and administrative support to the EU-cofinanced output "Modernise and Harmonise Ethiopia"s Tax Administration and Customs Management Systems for Private Sector Growth." - Specific Objective 1: Enhance transparent, proactive and accountable domestic tax administration systems in Ethiopia with better understanding and service to private sector operators in critical value chains. - Specific Objective 2: Enhance cross-border trade facilitation through optimized electronic customs management and valuation systems and efficient customs services that leverage digital means. The contractor will support project implementation across six output areas: 1. Modernisation of domestic tax audit systems - Support the introduction of digital tools, advanced analytics and risk-based methodologies (including AI-supported and computer-assisted audit techniques). - Deliver capacity development for tax officials (training, mentoring, peer learning, coaching). - Support tax administration reforms through assessments, alignment with TADAT priorities, and facilitation of international cooperation. 2. Harmonisation of domestic tax administration - Strengthen tax regulatory frameworks and promote harmonisation between federal and regional tax authorities. - Support tax reform agendas, including monitoring tools and alignment with international tax standards (e.g. BEPS, Pillar 1 and 2). - Support digital transformation of tax administration and improvements in service delivery, including roll-out of Integrated Company Creation Journey (ICCJ). 3. Strengthening tax dispute resolution - Improve procedures, coordination mechanisms and legal frameworks at federal and regional level. - Support the preparation of digital dispute management tools (e.g. case management, tracking, early dispute prevention mechanisms such as rulings and APAs). - Strengthen institutional capacity and taxpayer awareness through training and outreach. 4. Upgrading customs management and valuation systems - Support the preparation and introduction of digital customs tools such as the Electronic Customs Valuation System (e-ECVS), Electronic Single Window (e-SW) and trade portals. - Strengthen coordination and preconditions for interoperability and data exchange among customs and other trade regulatory bodies, including the once-only principle. - Provide technical assistance through process mapping, legal and procedural reviews, training and peer exchanges. 5. Strengthening human capacity in customs administration - Design and implement a national customs capacity development programme, including training needs assessments and standardised training modules. - Deliver training-of-trainers, nationwide training programmes and e-learning modules on selected customs procedures. - Facilitate structured dialogue and targeted training for traders, customs brokers and logistics operators. 6. Improving external trade statistics and market intelligence - Harmonise regulatory frameworks and upgrade procedures for trade data collection, management and analysis in line with international standards. - Strengthen institutional capacities through training, development of standard operating procedures and professionalisation of trade data management. - Support improved access to trade data and development of analytical tools and market intelligence services for key value chains. Cross-cutting activities - Support programme communication activities. Tasks of the pool manager - Manage two short-term expert pools (administration, finance, budgeting, reporting, monitoring and quality assurance). - Organise conferences, workshops, events and training activities. The tendered service is intended to ensure that the described outputs of the project can be implemented quickly, if needed, short-term, and based on scientifically sound analyses, experience and technical expertise. The Terms of Reference (ToR) is divided into five work packages. The specific tasks described under each work package are indicative, and their details will be determined as the project progresses and partner needs evolve. For flexible response, the future contractor must provide standing pools of short-term experts who can be deployed quickly in response to project demands. Work Package 1 is intended to provide flexible, rapid-response support to key stakeholders, primarily within ministries and associated institutions. Services include ongoing analytical support, economic and climate scenario development, briefings, brief assessments, etc. related to carbon or environmental taxes, emission trading, green recovery, EU alignment, just energy transition, electricity market design, CBAM, energy efficiency, and NDC processes. Work Package 2 focuses on supporting the EP facilitating the modernization of Ukraine's energy sector with emphasis on renewable energy. The contractor is expected to contribute new knowledge and policy insights, including but not limited to electricity tariff reforms, compensation mechanisms for vulnerable customers, governance of state-owned energy enterprises, renewable energy auction mechanisms, debt solutions, energy sector recovery options, CBAM, and municipal utility models. Work Package 3 supports MEPR in updating Ukraine's LTS, ensuring it reflects the latest developments, Ukraine"s recovery plan, and aligns with the NDC. The contractor will provide data collection and analysis, modelling, scenario development, and alignment support, in response to changes in context, policy, and technology. The contractor will also support capacity building in MEPR and stakeholder engagement processes. Work Package 4 addresses the challenges industrial emitters face in meeting EU environmental directives, including CBAM and IED. The contractor is expected to support companies to understand the impacts of these policies and implement decarbonization pathways. This WP includes economic modelling, cost-benefit analysis, development of sector-specific GHG reduction roadmaps, roadmaps on Best Available Techniques (BAT), Transposition of BAT Reference Documents (BREFs) into Ukrainian context, conducting training for environmental and energy managers, and awareness raising initiatives. Work Package 5 focuses on the facilitation of the involvement of stakeholders-private and public companies, civil society, think tanks-in policy discussions early in the legislative process. 10012414 - Development of Local Land Use and Sustainable Development Plans (LLUSDP) in four target municipalities in Cameroon
The objective of the consultancy service covered by the call for tenders is the complete, successful and autonomous implementation of output 4 of the module by the contractor. The contractor is therefore responsible for achieving the objectives of output 4. The contractor is responsible for achieving the output indicators and corresponding results. The contractor thus contributes to the achievement of specific module and output indicators. The relevant module and output indicators according to the module proposal and results matrix are presented in section 2.2 of the ToR. The implementation of Output 4 includes supporting the preparation and initial implementation of Local Land-Use and Sustainable Development Plans (LLUSDP - Plan local d'Aménagement et de Développement Durable du Térritoire, PLADDT) in four pilot municipalities. The LLUSDP represents an innovative municipal land-use planning instrument already supported by GIZ, providing a structured framework for improving local land-use planning and strengthening participatory decision-making processes at the municipal level. Through this approach, municipalities are supported in defining sustainable land-use priorities and coordinating competing land-use interests. The planning process will be implemented in the four municipalities Ngambe-Tikar, Melong, Akom II and Mfou, leading to the validation of the LLUSDP by the respective municipal councils. Following the validation of the plans, support plans for their initial implementation will be developed in order to facilitate the operationalisation of priority measures. The contractor will ensure that the official methodological guide for the development of LLUSDP is applied throughout the process. In this context, the contractor will provide technical and methodological support to municipalities during both the development and the early implementation phase of their LLUSDP. Particular attention will be given to the conservation of natural resources (forests, biodiversity and soils), climate-resilient land-use planning, and the inclusion of the rights and needs of women, youth and indigenous populations. Women's organisations will also be supported in strengthening their advocacy for improved access to land and participation in land-use planning processes. The International Power-to-X Hub supports the transition to climate-neutral industries and economies by advancing sustainable Power-to-X solutions in sectors where direct electrification is not yet feasible, especially aviation, maritime transport and energy-intensive industries. The project is implemented by Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN). It is financed through the International Climate Initiative as part of Germany"s hydrogen and Power-to-X policy framework. Power-to-X enables the production of fuels and chemical feedstocks from renewable electricity and sustainable carbon or nitrogen sources and therefore helps replace fossil-based inputs while supporting climate protection, industrial transformation and sustainable economic development. The subject of this tender is providing technical support for the development of up to three Power-to-Liquid pilot plants in up to three countries. The assignment provides up to three industrial partner companies with customised engineering documents and advisory services to advance PtL pilot plant projects to FEED/EPC tendering stage. The requested services cover the full project development pathway from concept definition and selection through comparative techno-economic feasibility assessment and conceptual engineering to advice on procurement and tender strategy and, where required, support for the preparation of functional FEED/EPC tender documents. The contract is structured into four work packages in two implementation steps. In Work Packages A and B, the contractor shall review existing concepts and documentation, consult each partner, refine or propose PtL plant concepts, advise on feedstock and utility sourcing, process technologies, offtake markets, regulation and certification, conduct kick-off meetings and site visits, and prepare Concept and Site Analysis Reports with comparative assessments and recommendations. The contractor shall also deliver partner trainings and prepare comparative techno-economic feasibility studies for up to two plant concepts per partner, including a book of assumptions, process simulation, technical descriptions, preliminary process flow diagrams, equipment sizing, interface definitions, certification compliance assessment, CAPEX and OPEX estimates, economic modelling, risk analysis and concept recommendations. Preliminary results shall be discussed with each partner in an interactive workshop to validate assumptions, review trade-offs and support concept selection. Subject to confirmation by the partner and GIZ, Work Package C covers FEL-2 conceptual engineering for the selected concept and a refined Class 4 AACE cost estimate. This includes advisory support on site development, permitting and certification, preparation of an integrated project execution plan, partner trainings on PtL process simulation and plant engineering, and an FEL-2 engineering package comprising Basis of Design specifications, process descriptions, drawings, equipment lists, preliminary equipment specifications, interface and battery limit definitions, input and output specifications, and QA/QC and HSE requirements. The engineering work shall be carried out in close coordination with the partner and GIZ and shall include advice on technology and licensor options as well as updated CAPEX estimates, economic models and key project indicators. Where sustainable CO2 supply is not readily available, the services may also include, for one project, the screening of potential sustainable carbon sources and the design of a CCU system including FEL-1 engineering package and CAPEX assessment. In a subsequent stage, the contractor shall advise on FEED/EPC procurement and tender strategy and, where required, prepare the functional tender specifications, including design basis, technical and performance specifications, scope of supply and services, site and utility information, HSE and QA/QC requirements and project schedule elements in line with the partner"s procurement framework and international standards. The contractor shall also provide advice on commercial and legal terms during tender preparation. For one partner, the services may further include support during the FEED/EPC tendering process, including bidder communication, clarification support, qualification and bid evaluation assistance, preparation of evaluation notes and support during negotiations. The services include the development, adaptation and translation of questionnaires for household surveys, including a dedicated module on women of reproductive age. The questionnaires must follow a layered design with "must-have" questions for donor reporting and project steering, "should-have" questions to ensure context-specific adaptation of core themes, and "nice-to-have" questions that can be added according to regional or cohort-specific needs. All tools are to be translated into relevant local languages and pre-tested in the field to ensure clarity and feasibility, and must be designed in a conflict-sensitive and culturally appropriate manner. Sampling must ensure representativeness at state and cohort level with a margin of error of eight percent for both state-level and displacement-strata estimates. Each beneficiary sample shall be matched by a control group of non-beneficiaries in neighbouring Payams, representing half the sample size. The contractor will apply stratified random sampling and use a digital data collection tool, preferably Survey Solutions on GIZ servers, in order to guarantee secure and efficient handling of data. Comprehensive training of enumerators, field supervision and quality assurance measures are required throughout. The contractor will carry out household surveys for each cohort at the relevant survey stage. For ILiPS, this includes midline data collection in two states in 2026. For CDRD, this includes midterm and endline data collection for the 2024 and 2025 cohorts, as well as a final endline across all states in 2028. The surveys will gather information on sustainable food production capacity, income-generating activities and diversification, household consumption patterns and nutrition, as well as the adoption of sustainable farming practices following project-supported trainings.
