Commission for Regulation of UtilitiesDublinThe Decarbonisation Division is seeking energy expert support in the area of Decarbonisation, largely consisting of economic support however some technical support will be required also. The CRU requires that the tenderer will manage all aspects of the contract or subcontract certain aspects if required. Although the teams cover different areas, there is significant complementarity in the work required to be carried out by the teams which require consultancy support. For example, connections workstream activity (policy, frameworks etc) applies to each of the electricity interconnection, connections, offshore, and emerging regulatory frameworks teams within the division. The contractor is responsible for the following tasks: - Overall management of the contract - Provision of experts Overall Management of the contract: The contractor provides a principal contact person (team leader), who deals with every assignment under this contract, and a secondary contact person (assistant) to support and substitute for them whenever needed. The team leader is responsible for the management of a pool of experts; the implementation safeguarding of the call down interventions carried out by these experts; and the coordination of pool experts, quality assurance and control of outputs, contract management system, travel and operation logistics. The (administrative) assistant supports the organisation of in-person and virtual events; and coordination for the logistical aspects of all activities on the ground such as accommodation, working locations, transport, security, equipment, interpretation, etc. Provision of experts: In case GIZ decides that the contractor shall implement an intervention, GIZ will send a request to the contractor. The contractor is responsible for providing GIZ with relevant experts that are suited to deliver the intervention and an estimated budget for the activities planned. Each call down intervention is adapted to fit its individual context, including on the domain(s) of expertise targeted, number of experts needed and activities that can cover but are not limited to organising workshops, facilitating dialogues, delivering trainings, conducting surveys, drafting studies or reports, providing technical advice, etc. The experts are expected to report progress and challenges to the GIZ intervention manager, to contribute as necessary to data collection for monitoring and evaluation tasks and to follow the GG ICR Facility communication guidelines. To this aim, the platform pools in three Short-Term Expert Pools (STEP) international and national expertise on the chapters and clusters of the acquis Communautaire most relevant to the rule of law. The relevant expertise which should be provided by the STEPs will focus on the following areas, but is not limited to: EU law as a distinct legal system and European integration in general; - Structure and functioning of Ukraine"s judiciary; - Fundamental rights in the EU and its Member States; - Law enforcement, particularly in relation to organised crime and illicit financial flows; - Anti-corruption measures, including asset recovery and management. Two additional STEPs with translators and interpreters support the work of the experts. The contractor will ensure the platform"s continued functioning and development with the aim to provide the requested expertise in a very short time. For each expert assignment, the contractor will develop Terms of Reference and expert profiles in line with the identified needs of Ukrainian partners as the basis for the identification of suitable experts. The contractor will be responsible for the continuous process of identification, pre-selection contracting, and mobilization of suitable experts with relevant expertise and experience to carry out these assignments. In addition, the service provider will maintain and manage the platform"s community management system, which facilitates cooperation between affiliated experts, including those engaged outside the five STEPs.
