8Support to implementation of trade facilitation projects in Asia, Africa and Eastern Europe

Sept.Background Many developing countries and emerging economies are negatively impacted by trade constraints resulting from red tape in the form of complicated customs documents, import surveillance and border procedures that lack transparency. High transaction costs make it difficult for them to tap into global value chains and make their businesses less competitive. Many enterprises are thereby denied opportunities to grow through trade. In 2017, the World Trade Organization"s (WTO) Trade Facilitation Agreement (TFA) entered into force with the objective to simplify, modernize and harmonize export and import processes in order to facilitate the cross-border movements of goods. It also establishes measures for effective cooperation between customs and other relevant authorities on trade facilitation and customs compliance. Additionally, it contains provisions for technical assistance and capacity building. Measures to facilitate trade play an important role across a variety of policy areas and sectors. They have a positive effect on food security, rural development, consumer protection, investment promotion and good governance among others. Project rationale The GIZ global program "Partnerships for Sustainable Trade" (PST) has been commissioned by the German Federal Ministry of Economic Cooperation and Development (BMZ) to establish measures that facilitate trade and support environment and climate protection. Its duration is from 07/2024 to 12/2027. The program focuses on implementing the Trade Facilitation Agreement of the World Trade Organization (WTO) and promotes cooperation between companies, business and trade associations as well as state institutions. As an implementation partner of the Global Alliance for Trade Facilitation (the Alliance), it aligns development objectives with economic interests. The Alliance supports low and middle-income countries in streamlining trade-related processes to move goods across their borders as quickly, safely, and cost-effectively as possible. The Alliance is an initiative that puts public private partnership at the heart of its approach to trade reform, believing that governments and businesses of all sizes working together represents the best way of delivering transformative, positive change. The Alliance is jointly hosted by the World Economic Forum, the International Chamber of Commerce and the Center for International Private Enterprise and works in cooperation with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It is currently funded by the governments of Canada, Germany, Sweden, and the European Union (EU). Program measures include: - Planning and implementing trade facilitation measures in various countries in Africa, the Balkans, and Asia; - Increasing efficiency and reducing customs clearance costs by digitising processes and commercial documents; - Simplifying import and export procedures in developing and least developed countries (LDCs) through digital solutions and public-private partnerships; - Supporting developing countries in representing their interests in the multilateral trading system and in the WTO. The program is co-funded by different donors. At the beginning of 2025, the EU joined the Alliance as a new donor through co-funding the GIZ program. The EU contribution to the Alliance focusses on strengthening trade facilitation in least developed countries. Further co-financing comes from the World Trade Organisation (WTO) for the implementation of projects of the WTO Trade Facilitation Assistance Facility and by the EU Delegation to Madagascar for the implementation of an Alliance project in the country. Structure of the PST program The overall objective of the project is: In countries of the Global South, government, private actors or non-governmental organizations are equipped with improved instruments and competencies for the further development of the multilateral trading system for a Just Transition. The program is structured in 4 different Outputs: Output 1: Selected countries of the Global South are equipped with options for action for an inclusive, economic, and ecologically sustainable development of the multilateral trading system. Output 2: Proven trade facilitation instruments are embedded in selected countries of the Global South. Output 3: Innovative, climate and environmentally friendly approaches to trade facilitation have been further developed. Output 4: Trade facilitation instruments are embedded in selected LDCs. Sept.The procurement concerns the establishment and operation of a comprehensive Short-Term Expert Pool (STEP) supporting the implementation of activities under the GIZ projects "EU Integration Support Project" (EUISP) and "Facilitating the EU Accession process through Coordination and Engagement in Moldova" (FACE), both contributing to the Republic of Moldova's EU accession and alignment process. The contractor will provide flexible, demand-driven and results-oriented consultancy and implementation support services aimed at strengthening the capacities of national and local actors involved in Moldova's EU accession process. The services will combine technical advisory support, institutional and organisational capacity development, international experience exchange, stakeholder engagement and support for local initiatives. The contractor will be responsible for identifying, mobilising, coordinating and managing national and international experts and support measures in close cooperation with GIZ and Moldovan partner institutions. The assignment may include the following services and activities: - technical, legal and methodological advisory services related to EU acquis alignment, policy development and implementation of EU-related reforms; - preparation and revision of draft laws, regulations, strategies, methodologies, guidelines and analytical documents; - institutional, legislative and implementation gap analyses, including assessment of institutional capacities and implementation readiness; - support for negotiation process, fulfilment of opening and closing benchmarks and related monitoring and reporting processes; - development and strengthening of strategic planning, coordination, monitoring and reporting mechanisms related to EU accession and EU-aligned reforms; - provision of thematic expertise related to rule of law, democratic governance, justice, internal security, public administration reform and local governance; - design and delivery of trainings, workshops, mentoring, coaching and institutional learning activities for representatives of public institutions and other stakeholders; - organisation and facilitation of international peer-to-peer exchange, study visits, policy dialogues, expert discussions and cooperation formats involving EU Member States, accession countries and international experts; - support for strengthening coordination, cooperation and communication mechanisms between national institutions, local public authorities and other stakeholders involved in the accession process; - support for participatory and stakeholder engagement processes involving civil society organisations, diaspora representatives, women"s organisations and organisations representing vulnerable groups; - support for strengthening local governance capacities and practical application of EU-related planning, implementation and monitoring approaches at local level; - support for the conceptualisation, management and implementation of small-scale support initiatives and local contributions linked to EU accession-related objectives; - facilitation of innovative cooperation, consultation and policy development formats, including policy labs, simulation exercises and practical learning approaches; - monitoring, reporting, documentation and knowledge management activities related to the implementation of the assignment. The contractor will ensure process-oriented and implementation-oriented delivery of services, including quality assurance, operational coordination, backstopping and effective mobilisation of expertise throughout the contract period. Okt.Under the framework of the bilateral technical cooperation project "Supporting a Just Transition in Mexico", GIZ intends to award a contract for consulting services to foster a just transition in the Mexican industrial sector. The assignment will provide technical advisory services to support the design and implementation of socially just decarbonisation processes in key industrial sectors, with a particular focus on industrial parks and their interaction with the energy sector. The contract is tendered through an international competitive procedure in line with GIZ rules and applicable EU public procurement regulations. In close coordination with GIZ, the contractor will support Mexican partner institutions and other stakeholders in translating just transition principles into concrete action in emissions-intensive industries. This includes promoting industrial decarbonisation, enabling the deployment of clean energy and circular economy solutions, and integrating social and gender considerations in industrial transformation processes. The assignment contributes directly to the achievement of the project's outcome and to four key result areas: strengthening governance frameworks for a just transition; improving enabling conditions for green technologies in industry and energy; advancing "just transition finance"; and piloting social and gender justice strategies at subnational level. A first core area of work is the provision of on-demand technical advice and specialised analysis on just transition in the industrial sector, including industrial parks. The contractor will support partners in assessing and designing regulatory and policy approaches to improve the business environment for low-carbon investments, and identifying opportunities where industrial decarbonisation can be aligned with energy transition planning, industrial policy, circular economy models and the use of green materials. All support is expected to systematically address social and gender dimensions, in line with the project's just transition approach. A second core area involves in-depth analytical work on mitigation potential and decarbonisation pathways for selected industrial parks and industrial clusters. This may include the development of emissions baselines and marginal abatement cost curves, scenario modelling for different technology and investment options, and the analysis of economic, social and environmental co-benefits under a just transition perspective. The contractor will work closely with GIZ and national partners to define the scope of these analyses and to translate findings into practical recommendations for policymakers, industrial park operators, companies and financial institutions. A third area of work is strategic communication and knowledge management. The contractor will support the development of narratives around just transition in the Mexican industrial sector and will produce communication and knowledge products such as policy briefs, reports, infographics, editorial and audiovisual materials. The services may also include conceptual and organisational support to events, dialogue formats and peer-learning activities, to disseminate lessons learned and good practices from pilot interventions in industrial parks and other industrial contexts. A fourth area focuses on capacity development. The contractor will design and implement training formats, workshops and other learning tools for key actors at national and subnational levels, including public institutions, industrial park operators, companies, financial institutions, academia and civil society. These activities aim to strengthen technical competencies and practical know-how on just transition, industrial decarbonisation, green and climate finance, circular economy and energy transition, with particular attention to the inclusion of women and groups in vulnerable situations. The contract is expected to run from February 2027 to August 2028. Primary target groups include key actors from the energy, industrial sectors and industrial park operators, as well as state-level economic and environmental authorities and relevant federal institutions. Secondary target groups comprise affected communities, labour representatives, civil society organisations and academic institutions. The assignment builds on and complements cooperation with national and international partners, including UNIDO, Mexican state-level associations such as AMSDE and ANAAE, and the Mexican Association of Private Industrial Parks (AMPIP). To deliver these services, the contractor is expected to provide a multidisciplinary expert team. This includes a team leader with strong experience in industrial decarbonisation and just transition, as well as experts in energy, industrial technologies and eco-industrial park developments, green and climate finance, social and gender impact analysis, strategic communication and capacity development. A pool of additional short-term specialists with national and international experience should be available to cover specific thematic and methodological needs. Bidders are expected to demonstrate substantial experience in climate change mitigation, industrial and energy transitions, and collaboration with public and private stakeholders, and previous work with international cooperation, preferably in Mexico or Latin America. The services will be delivered through a combination of on-demand support and the implementation of result-oriented activities and milestones agreed with GIZ. Im Netzwerk erarbeiten die Kommunen gemeinsam Maßnahmen für die Energie- und Wärmewende auf dem Weg zu klimaneutralen Kommunen bis 2045. Gegenstand der Ausschreibung ist die Beratung zu und Entwicklung von möglichen Förderszenarien zur Umsetzung der im KEEN Anhalt identifizierten Maßnahmen zur energetischen und treibhausgasneutralen Entwicklung der beteiligten Kommunen. Gemeinde GroßpösnaGroßpösnaFrist: 22. Sept.Die Kommunen Borsdorf, Brandis, Großpösna, Naunhof, Belgershain, Parthenstein und Machern, die zwischen den Mittelzentren Wurzen und Grimma im Landkreis Leipzig belegen sind, haben sich bereits im November 2018 zunächst im Rahmen eines Letter of Intent zusammengeschlossen um im Folgenden eine interkommunale Zusammenarbeit in diesem Verbund etablieren zu können. Hierauf aufbauend wurde dann im ersten Quartal 2025 eine Interkommunale Kooperationsvereinbarung mit den vorgenannten Kommunen abgeschlossen. Die Interkommunale Kooperationsvereinbarung liegt dieser Ausschreibung an. In der jüngsten Vergangenheit haben diese Kommunen bereits eine Vielzahl von kooperativen Maßnahmen und Projekten gemeinsam zur positiven Entwicklung der Region Partheland umgesetzt. Zu diesen Maßnahmen gehört auch die Schaffung von interkommunalen Strukturen unter den genannten sieben Kommunen zur Bewältigung des Strukturwandels. Dabei wurde wesentlich auf der Basis der Unterstützung durch das Förderprogramm STARK gearbeitet. Nun soll die bereits erfolgreich begonnene Kooperation in den Kommunen des Parthelandes im Zusammenhang mit dem braunkohlebedingten Strukturwandel im Mitteldeutschen Revier ausgebaut und verstetigt werden. Insofern wurde nun, nachdem bereits für den Zeitraum 2022-2026 ein gemeinsamer Erstantrag der Kommunen des Parthelandes mit der Stadt Brandis als Lead-Kommune erfolgreich gestellt wurde, ein erneuter Antrag eingereicht und am 30.07.2026 durch das BAFA (Bundesamt für Wirtschaft und Ausfuhrkontrolle) bewilligt und zwar für den Zeitraum 2026 bis 2030 und über die Summe von 396.900,00 EUR. Die Kommunen des Parthelandes sind überzeugt, dass die Folgen des vom Bund beschlossenen Ausstieges aus der Gewinnung, Verarbeitung und Verstromung der Braunkohle und die insofern zu erbringende Mehraufwände gemeinsam besser bewältigt werden können. Eine solche Kooperation und das damit gebildete Netzwerk im Partheland ist das geeignete Mittel, um die Region zu stärken, die Daseinsvorsorge zu realisieren und dem demografischen Wandel entgegenzuwirken. Vor allem sollen mit diesem Aktionsraum die Aktivitäten im Kontext des braunkohleausstiegsbedingten Strukturwandels gebündelt und die Region auf die Zeit nach dem Ende der Braunkohlenverstromung vorbereitet werden. Es soll zu einer auf Nachhaltigkeit ausgerichteten Transformation des im Bundesland Sachsen gelegenen Kerngebietes der Braunkohleförderung kommen. In diesem Zusammenhang hatte der Aktionsraum für die kontinuierliche Gesamtsteuerung der Vorbereitung, Umsetzung und Abrechnung von städtebaulichen Maßnahmen und Projekten zur proaktiven Bewältigung des Strukturwandels für den Zeitraum 2022 bis 2026 Fördermittel auf der Basis Förderrichtlinie STARK am 15.03.2021 beantragt und am 05.04.2022 bewilligt bekommen. Nun sollen die Aktivitäten und Projekte zur Stärkung der wirtschaftlichen und sozialen Infrastruktur, die bereits aus dieser Förderperiode resultieren bzw. dort initiiert wurden und als Strukturwandelprojekte identifiziert worden sind. Mit der nun erneut vorliegenden Ausschreibung soll die Vergabe an einen geeigneten sachkundigen Bieter erfolgen, der die nachfolgend näher beschriebenen Leistungen erfüllen kann. Die Gemeinde Großpösna ist nunmehr beauftragt, die hier gegenständliche Ausschreibung für die Kommunen Borsdorf, Brandis, Großpösna, Naunhof, Belgershain, Parthenstein und Machern auf der Basis der Kooperationsvereinbarung durchzuführen.Framework Agreement for Workplace Concept, Design and Management Advisory Services
Statnett SFOSLOFramework agreement for the purchase of services within workplace concept, design, and management. In recent years, an activity-based workplace concept has been developed and introduced, and implemented at several of Statnett's office and administration buildings through larger and smaller upgrades. There remains a portfolio of several larger upgrade projects, as well as an ongoing need for advisory services in connection with changes in the organisation's needs. This is mainly due to changes in staffing and organisation, the need for more flexible use of premises, new lease agreements, new office buildings, etc. The Supplier must be able to assist with services in step with this development. The agreement shall cover Statnett's need for services within the development of workplace concepts, user processes, needs assessment, space planning, interior architecture, architecture, change and process management, design of special solutions (related to, for example, acoustics, lighting, custom-made furniture, etc.), project management and support, as well as advisory services within workplace management technology throughout the entire contract period.
