PRELIMINARY SCOPE OF THE PROCUREMENT The subject of the procurement is described in the Annex "Subject of the procurement". GENERAL This notice is not a procurement announcement or a Call for Tenders, nor does its publication initiate a tendering procedure. The purpose of this Prior Information Notice is to identify potential suppliers operating in the market and their offerings. Responding or not responding to this Prior Information Notice does not prevent participation in a possible future procurement process. This Prior Information notice is supported by the KIEHKURA Public Procurement as a Driver for Sustainable Product Development and Circular Economy project which develops circular economy procurement criteria for devices. Project will utilize the anonymized answers in the development work of the circular economy criteria. Kiehkura is co-financed by the EU and is part of The Nationwide Coordination Project for the Green Transition. MARKET DIALOGUE Turun Ammattikorkeakoulu Oy (Turku University of Applied Sciences) and the University of Turku (together, the “Contracting Authority”) are carrying out a joint procurement of the devices to be acquired. The Contracting Authority reserves the right to conduct potential market dialogue in the form of written comments on draft tender documents. At this stage, no company-specific meetings are planned. However, the Contracting Authority reserves the right to arrange company-specific meetings (via Microsoft Teams) if deemed necessary. The opportunity to comment on the draft tender documents is preliminarily planned to be arranged once before the publication of the final Call for Tenders, regardless of the format. Any market dialogue will be conducted in English or Finnish, and all related materials will be provided only in English. No compensation will be paid for participation in the market dialogue. Hansel Oy will act in a consultative role in the procurement process. REGISTRATION FOR THE MARKET DIALOGUE Companies interested in the procurement are requested to respond to the market survey by June 4, 2026, via the email [email protected]. In the subject line of the message, please include the reference “Market dialogue, Servo-Hydraulic Fatigue Testing Machine.” We kindly request registered companies to answer the questions presented in the annex "Questions for suppliers". Please note, however, that failure to respond to the questions does not prevent participation in the market dialogue.
