Framework Agreement for the Delivery of Control Systems (IEC104) and the Provision of related services TenneT is a leading European transmission system operator responsible for the safe and reliable transmission of electrical energy over long distances. TenneT’s core tasks include the expansion and maintenance of the transmission grid, the integration of renewable energy sources, and the assurance of grid stability. TenneT’s grid area covers large parts of Germany and the Netherlands and includes both onshore and offshore connections. As an operator of critical infrastructure, the security and reliability of the systems in use are of particular importance. The aim of this tender is the establishment of two framework agreements for the procurement of substation Control Systems, in particular Intelligent Electronic Devices (IEDs) and field control units, for use in TenneT TSO GmbH’s (TTG) high‑voltage and extra‑high‑voltage substations. The systems to be procured are intended for control, monitoring, signalling and automation purposes within substations and are a key element of secure and reliable grid operation. Within the scope of this tender, TTG intends to procure Control System components including, but not limited to, bay control units, station control units, interface devices, and related auxiliary equipment. A central focus of the procurement is the use of the communication protocol IEC 60870‑5‑104 (IEC 104) for the exchange of control, status and measurement data between the substation level and higher‑level control systems. The devices shall support typical substation automation functions, reliable IEC 104 communication, and seamless integration into existing station control concepts in accordance with applicable technical standards. The subject of this tender is the supply of Control Systems hardware, including IEDs and associated components, as well as related documentation and services necessary for commissioning and integration into TTG’s substations. The framework agreement shall enable TTG to call off devices on demand over the contract term for new installations, refurbishments, and replacement purposes. Parallel to the hardware framework agreement, TTG intends to conclude a separate service contract covering the maintenance of the devices and the maintenance of embedded software, including corrective and preventive measures as well as software updates and upgrades, in accordance with the contractual provisions.
