This contract is for the collection and transport of waste from private residences in Hasvik and Loppa municipalities, a total of approx. 1,150 subscribers and 635 tonnes of waste. Waste shall be collected from bins at each subscriber's home, as well as common containers for leisure sanitation and glass and metal packaging located at different locations in the municipality. The assignment also includes the operation of an environmental station in each municipality. Waste collected in the municipality shall be transported to the contracting authority ́s sorting facility at Stengelsmoen outside Alta.

The municipalities have several locations with different types of activity and waste flow. This sets requirements for a system that provides better control, more enjoyable practice and simple operation across addresses and devices. There is also a need for safe systematic handling of hazardous waste and other waste fractions that require special follow-up. The aim of the procurement is to establish a uniform and operational friendly system for the collection, transport and treatment of business waste. The system shall contribute to better compliance with regulations, a higher degree of sorting, more predictable logistics and better documentation of waste management in the municipality. Description of the assignment The assignment includes collection, transportation and treatment of business waste from several locations and different addresses in the municipalities. The procurement shall cover the municipalities ́ continuous need for waste management through a combined and uniform service. The delivery shall include handling mixed commercial waste and relevant waste fractions, including food waste, glass and metal, cardboard, plastic, residue waste, hazardous waste, EE-waste, confidential waste and infected waste. The assignment also includes the necessary handling and follow-up of fractions that require special documentation and traceability. A flexible collection scheme is requested that safeguards both planned emptying and the need for extra emptying and urgent orders. The system shall support predictable logistics and equal practice across the municipality ́s locations. Furthermore, tenderers shall offer relevant follow-up and general documentation connected to the execution of the assignment. This includes, among other things, digital traceability and deviation reporting per location, as well as environmental documentation and statistics divided between fractions. Scope The estimated value per annum and for the entire contract period including an option for each municipality: Harstad municipality: NOK 5,200,000,000 per annum - NOK 50,000,000 for the contract period. Kvæfjord municipality: NOK 720,000 per annum - NOK 7,000,000 for the contract period. Tjeldsund municipality: NOK 830,000 per annum - NOK 8,000,000 for the contract period. The need is a more general, efficient and predictable ad process. The municipalities need a system that combines a high degree of self-service with access to professional consultancy as needed. This particularly applies to recruitment advertisements, but the municipalities can also use the system for more complex or statutory announcements, where correct channel choices, targeting and documentation are important. Harstad municipality is the contracting authority for the procurement on behalf of the municipalities included in the contract. Each participating municipality will be responsible for its own obligations under the framework agreement. Other municipal entities, including public law bodies and organisations established by Harstad municipality, shall have the right, but are not obliged, to join the contract. Description of the assignment: Framework agreement for the procurement, production and publication of job advertisements, announcements and equivalent announcements on relevant channels. The contract ́s system shall facilitate simple and effective orders, follow-up and documentation of announcements. A service with self-service functionality is requested, combined with access to consultancy and assistance in the cases required by the municipalities. The contract shall contribute to better traceability and internal control throughout the entire process, from ordering and production to publication, reporting and archivable documentation. It is also a central objective that the system shall support the municipality ́s work flow and interact with the recruitment and HR systems that are used. The delivery shall cover publication in relevant digital and printed channels, including, among other things, newspapers, trade and trade media, job portals, social media and public registers where publication is required. Furthermore, the tenderer ́s system shall allow advertisements prepared in the municipalities ́ own recruitment and HR systems to be imported or uploaded to the tenderer ́s platform in an easy and appropriate manner. System integrations or automated data exchange are not required.
