This service contract will provide a flexible mechanism for rapid mobilisation of EU expertise to support Montenegro's overall EU accession process, with a primary focus on the EU acquis clusters Internal Market and Competitiveness and Inclusive Growth. The support shall address chapter-specific closing benchmarks and wider accession obligations, while ensuring that private-sector impacts are analysed and integrated through structured cooperation with private sector organisations (e.g. CEM, MEF) and other stakeholders. The contractor is expected to bring an institutional approach and a strong EU network: mobilising experienced practitioners and specialised experts from Germany and other EU Member States, as well as facilitating peer-to-peer cooperation with relevant institutions and organisa-tions. The approach shall ensure rapid response to identified needs, high-quality outputs, and systematic knowledge transfer to Montenegrin counterparts. Overall objective: To provide rapid, needs-driven mobilisation of high-quality EU expertise to support Montenegro in meeting EU accession requirements, closing benchmarks and preparing institutions for the obligations of EU membership, with a primary focus on the EU acquis clusters Internal Market and Competitiveness and Inclusive Growth and on private-sector impacts. Specific objectives: - Support the EU Empower implementation and thus assist the Ministry of European Affairs (MEA) as the key partner institution and line ministries/agencies in addressing closing benchmarks and key EC findings in priority chapters, including through targeted analyses, drafting inputs and implementation support. - Support Montenegro's preparedness for EU membership obligations (transposition, im-plementation and enforcement; administrative capacity; participation in EU institutions and Single Market-related processes) through practical, hands-on expert support and knowledge transfer. - Ensure that private-sector impacts are systematically assessed and reflected in reforms in the focus clusters, including by strengthening evidence-based contri-butions from PSOs and structured public-private dialogue. - Mobilise peer practitioners and specialised experts from Germany and other EU Member States to deliver short-term and targeted support packages aligned with the Action's Outputs. - Ensure rapid response, quality assurance and effective coordination of expert deployments and deliverables based on the list of identified needs shared by the EU-EMPOWER-ME project and MEA. 10003421-Early-stage infrastructure project preparation via the AUDA-NEPAD Service Delivery Mechanism
Description of the scope of works Targeted technical advisory shall be provided, particularly in the upstream phases of infrastructure project development. This includes the design and deployment of tailored sectoral infrastructure packages that address project-specific needs in close collaboration with the responsible AUDA-NEPAD and GIZ technical teams. Infrastructure project preparation To be provided is early-stage project technical advisory to advance selected energy and non-energy projects with the aim of readying projects for full feasibility studies. For energy, the focus is on sustainable energy projects including (variable) renewable energy and transmission. For other sectors, the focus sub-sectors for these projects are ICT, industrialisation (e.g., industrial parks), transboundary water and/or transportation projects as selected by institutions responsible for regional corridor management (in the Central Corridor and North-South Corridor). Tasks include: - Conduct rapid assessments and document review, prepare project profile, readiness diagnostics and confirm that the projects are at a stage for further TA. - Define tailored SDM support packages for each project. - Develop SDM deployment workplans with milestones and roles. - Review enabling policy and regulatory frameworks - Conduct pre-feasibility assessments (technical, land, permitting, market review, commercial viability, financial modelling, etc.) - Supporting engagement with national institutions, regional economic communities (RECs), power pools, and utilities - Identify gaps in projects and propose early-stage interventions. - Undertaking technical studies, as required, e.g., technology selection assessment, grid integration and evacuation concept, preliminary energy yield and deliverability, constructability and CAPEX, and early permitting and land status. - Identify potential institutions that have an interest in the project(s) and align project preparation efforts with their requirements. These institutions should primarily be African or European actors To enhance the effectiveness, efficiency, and credibility of the SDM mechanism in advancing energy projects, an SDM-level review of the applicable processes will be conducted, for energy projects. Based on a sample of energy projects, the review includes: - Review the SDM energy project portfolio by development stage, technology types, geography, and SOPs - Assess project progression rates - Identify common points of delay, redesign, or attrition. - Assess alignment of SDM outputs with: DFI requirement, investor expectations, and regional and continental energy priorities. - Identify gaps affecting investor confidence and bankability: - Collate proposed updates/refinements to the SDM SOPs as proposed by these actors for implementation by AUDA-NEPAD. Market sounding and financing sector engagements Structured, targeted engagements between project sponsors and financing institutions - multilateral, bilateral, commercial, and development finance actors - shall be facilitated to improve alignment between early-stage project design and funder expectations, and to accelerate project bankability under AUDA-NEPAD"s SDM framework. Tasks include: - Developing a structured marketing sounding framework tailored to the AUDA-NEPAD SDM. - Segmenting financiers by mandate, geographic focus, and risk appetite. - Preparing targeted outreach lists and engagement protocols. - Organising structured market sounding sessions/ "deal rooms" (virtual or in-person). - Facilitating thematic panels, bilateral exchanges, and matchmaking sessions. - Coordinate a market sounding event to be held in Europe, working closely with the Africa-EU Energy Partnership (AEEP), AUDA-NEPAD and/or GIZ, as relevant. - Support project sponsors in preparing funder-aligned pitch decks. - Develop feedback templates to capture funder insights on project readiness, gaps, and interest. - Coordinate post-event follow-ups with interested financiers. - Develop guidance notes and toolkits for future SDM engagements. Capacity development Capacity development support on technical advisory for infrastructure projects is to be provided. Capacity development is targeted at technical advisors of AUDA-NEPAD, and CCTTFA/ SADC/ Member State representatives responsible for corridors development. Tasks include: - Conduct technical needs assessment and propose capacity building interventions for technical advisors and/or projects owners - Plan and conduct 2x capacity building measures (e.g. trainings, workshops) with the relevant Client and/or Member States. - Establish shadowing between AUDA-NEPAD"s SDM team and contractor"s STE for TA coaching and guidance - Formulate lessons learnt, best practices and principles throughout SDM ESP TA as a basis for strategic decision making and policy making by the Client. - Ad-hoc advisory on a variety of topics related to the project development as requested by the Client. - Contribute to the harmonisation of SDM process and guidelines. - Developing and delivering toolkits, guidelines, training materials and formats to encourage knowledge transfer - Supporting the digitalisation of the updated SOPs and their integration into the newly developed digital SDM platform. Context Following over a decade of conflict, Syria is undergoing a critical transition after the fall of the Assad regime in late 2024 and the formation of a transitional government, raising cautious hope for peace and inclusive state-building. Regional actors like the UAE and Qatar are supporting stabilization, including repayment of Syria"s World Bank debt, while lifted U.S. sanctions and partial EU sanction relief are enabling economic recovery and reconstruction. Despite these positive developments, humanitarian needs remain immense. Over 16.7 million people require aid, with 90% of the population living below the poverty line, 7.2 million internally displaced, and public services overstretched. Hospitals lack capacity, supplies are scarce, and many communities remain without safe shelter, clean water, or reliable health services. In this context, BMZ continues its commitment to Syria"s recovery. Since 2020, GIZ has implemented a Mental Health and Psychosocial Support (MHPSS) project to improve services for IDPs and host communities, addressing rising psychosocial distress worsened by the 2023 earthquakes. The program builds local health and social sector capacity through training in interventions such as CBT, psychodrama, and emergency pedagogy, alongside mentoring and supervision to tackle the shortage of qualified professionals. Operating mainly in North Syria while expanding nationwide, the project works with over 15 local partners to strengthen service coordination and referral systems. Managed remotely from Türkiye and Iraq, the program integrates Third Party Monitoring (TPM) to enhance accountability, transparency, and effective steering of its activities until its current term ends in June 2026. Tasks to be performed by the Contractor This is a tendering procedure for Third Party Monitoring services to strengthen the MHPSS program"s steering capacity, transparency, compliance, risk mitigation, and accountability. Overall Goals 1. Increase accountability of implementing partners to the MHPSS program. 2. Strengthen the MHPSS program"s accountability to its commissioning party (BMZ). Focus Areas 1) Formative Evaluation Purpose: - Assess the effectiveness of cross-border and remotely managed projects carried out by Syrian partners with GIZ support. - Provide actionable feedback to enhance implementation. - Track program responsiveness to challenges in Syria"s volatile context. - Evaluate which design and implementation factors contributed to successes or unexpected results. 2) Summative Evaluation Purpose: - Determine the overall success of remotely managed projects under the MHPSS program. - Apply OECD DAC evaluation criteria to assess relevance, effectiveness, efficiency, impact, and sustainability against program goals and objectives. Work Packages Work Package 1: Ad-hoc Monitoring / Verification of Projects ("Spot Checks") - Formative Evaluation Objectives: - Assess performance of project activities and progress towards targets. - Verify the plausibility of baseline data collected by local partners. - Verify information provided in partners" progress reports. To fulfil the objective of this tender, there are four work packages (WP) that are structured according to the different instruments and tools that should be supported in the financial sector in Senegal. WP1 aims to support the readiness for a green bond issuance of up to two financial institutions (FTs). It includes supporting the FIs based on their demands and capacities, reviewing Senegal"s 2023 Sustainable Finance Framework, leading sensitization workshops, setting up work plans, ensure alignment with the regional and national green bond framework and taxonomy, identifying eligible projects, developing investor engagement strategies, and implementing capacity-building measures. The second WP aims to develop financial models for specific sectors and economic activities that are relevant in FI"s portfolio. It will support one bank in screening its project portfolio, selecting promising ideas, and developing financial models for three sectors such as eco-smart agriculture, energy efficiency, or improved water treatment. Tasks include setting up a work plan, defining eligibility criteria, conducting market research, adapting due diligence processes, designing loan products, and implementing capacity-building measures. WP3 focuses on strengthening the inclusion of ESG elements in the M&E System of the FIs. The scope of this work package will be to clarifying strategy, overall objectives and support with the drawing up of a model action plan for M&E system development and technical notes on Green Finance that can be applied to a multiplicity of Fis. Tasks include establishing a working group, designing ESG report structures, supporting the adaptation of action plans, overseeing input from member FIs, and implementing capacity-building activities. Lastly, WP4 addresses the lack of procedures to manage ESG portfolio risks in Senegal"s FIs. It involves selecting one advanced FI as a model case and developing a toolkit for assessing and managing environmental and climate-related portfolio risks. Tasks include setting up an in-house work group, analyzing the existing risk framework, developing a ESG risk model, supporting outline of compliance measures, and implementing capacity-building measures. All activities are tailored to the needs and demands for the financial sector partners. Thus, the tender also includes a potential extension of services on green and blue bonds and flexibility in the implementation is expected. All activities are to be conducted in close cooperation with the main implementing partners the financial institutions and the GIZ project team, as well as the political partner Ministry of Finance (MFB). TenneT TSO GmbH (hereinafter referred as TenneT) is the largest Transmission System Operator (TSO) in Germany (based on circuit length, installed capacity and size of operating zone as of 31 Decem-ber 2025). The company operates critical infrastructure that secures access to a reliable, sustainable and affordable electricity supply. TenneT is one of the largest investors in electricity grids on land and at sea in Germany. Located at the Northwest European energy crossroads, TenneT connects: North and South. Offshore and Onshore. Germany and Europe. With its approximately 5,000 employees the company builds, maintains and operates Germany's largest transmission grid with a length over 14,000 km connect-ing more than a third of the European Union’s total offshore wind capacity. Its growth is driven by a rapidly evolving electricity demand that requires a flexible and growing grid architecture. The scope of this prequalification procedure covers services and systems in the areas of protection and substation control technology within extra high-voltage & high-voltage substations and grids. These sys-tems are essential components of the secondary technology and play a key role in ensuring the safe, reli-able, and efficient operation of the transmission grid. The technical requirements are based on internationally recognized substation communication protocols commonly applied in the automation and operation of electrical power systems. The primary focus of the TQS is on IEC 61850, while other relevant protocols, such as IEC 60870 5 103 and IEC 60870 5 104, are also considered where applicable. This prequalification process aims to identify Economic Operators with proven expertise in the planning, production, implementation and integration of such technologies in accordance with applicable technical and regulatory requirements. Candidates receive qualification status for each of their own production sites and each technical lot. The successful completion of the qualification process depends on various factors beyond TenneT’s control. TenneT can only commit to the processing time for the individual gates. The contractor will design and implement a multi-annual mixed-methods survey and qualitative research for the ILiPS and CDRD projects in South Sudan. The services include the development, adaptation and translation of questionnaires for household surveys, including a dedicated module on women of reproductive age. The questionnaires must follow a layered design with "must-have" questions for donor reporting and project steering, "should-have" questions to ensure context-specific adaptation of core themes, and "nice-to-have" questions that can be added according to regional or cohort-specific needs. All tools are to be translated into relevant local languages and pre-tested in the field to ensure clarity and feasibility, and must be designed in a conflict-sensitive and culturally appropriate manner. Sampling must ensure representativeness at state and cohort level with a margin of error of eight percent for both state-level and displacement-strata estimates. Each beneficiary sample shall be matched by a control group of non-beneficiaries in neighbouring Payams, representing half the sample size. The contractor will apply stratified random sampling and use a digital data collection tool, preferably Survey Solutions on GIZ servers, in order to guarantee secure and efficient handling of data. Comprehensive training of enumerators, field supervision and quality assurance measures are required throughout. The contractor will carry out household surveys for each cohort at the relevant survey stage. For ILiPS, this includes midline data collection in two states in 2026. For CDRD, this includes midterm and endline data collection for the 2024 and 2025 cohorts, as well as a final endline across all states in 2028. The surveys will gather information on sustainable food production capacity, income-generating activities and diversification, household consumption patterns and nutrition, as well as the adoption of sustainable farming practices following project-supported trainings. The mixed-method approach further includes qualitative research through Focus Group Discussions and Key Informant Interviews. These serve to provide deeper insights into community perceptions of project interventions, barriers to adoption of sustainable practices, and the roles of women and youth in income generation. The qualitative findings complement the quantitative survey data by explaining why certain changes occur, identifying structural and cultural factors influencing livelihoods, and highlighting lessons for future interventions. All collected data must be cleaned, validated and analysed. The contractor is responsible for preparing analytical reports for each round of data collection, integrating both quantitative and qualitative findings. Reports shall include descriptive results, trend analyses, and clear recommendations for project management and donor decision-making. The contractor must ensure ethical data handling, compliance with the "do no harm" principle, and avoidance of structural bias. Dissemination of findings to the partner system and local stakeholders is an integral part of the assignment, ensuring that results are accessible and contribute to learning beyond project boundaries. Finally, the contractor must establish a robust operational and security plan for data collection in the fragile context of South Sudan. This includes clear timelines, staffing, coordination with GIZ and implementing partners, risk assessments, contingency planning and adherence to humanitarian security protocols. The assignment therefore requires an experienced research organisation with proven expertise in large-scale data collection in fragile contexts, strong methodological capacities, effective field presence and security systems, and experience in agricultural and food security surveys. SAVax conducted a landscape assessment of South Africa's biopharmaceutical industry, covering the pharmaceutical, biotechnological, and biomanufacturing sectors as well as a call for applica-tions for companies to self-identify their technical assistance needs. The objective of this assignment is to engage a service provider to provide tailored technical assistance for the selected companies in the biopharmaceutical sector. This technical assistance aims at enhancing the capacities of companies to gain market access with their products. The goal is to equip these companies with the knowledge and skills necessary to advance their products to market access. The selected companies will receive targeted, non-financial support addressing the technical, regulatory, organizational, and strategic challenges they face in advancing biopharmaceutical products to market. Support areas may include, but are not limited to, the following: 1. Technology Platforms and Innovation Readiness o mRNA Technology Transfer Support: Assistance in understanding, adapting, or implementing mRNA-based platforms, including guidance on formulation, delivery systems, process design, cold-chain logistics, and regulatory considerations for mRNA therapeutics or vaccines. o Digitisation of cGMP Systems: Support in planning and implementing digital systems for Good Manufacturing Practice (GMP) compliance. Also includes strategic regulatory planning for biosimilars and advanced therapies. o Quality Management Process Strengthening: Support in designing, upgrading, or implementing fit-for-purpose Quality Management Systems (QMS) based on ICH Q10 principles. This includes standard operating procedures (SOPs), change control, deviation management, and risk-based approaches to quality oversight. o ISO Certification Readiness: Technical support to prepare for ISO 9001, 13485 or other relevant certifications, including gap assessments, internal audits, documentation guidance, and quality culture development. o GMP Training and Compliance Advisory: Provision of technical training in GMP principles, inspection readiness, and facility hygiene requirements, adapted to different staff levels (operators, QA/QC, management). Emphasis on protection in the context of part-nerships and technology transfer. o Optimising Commercialisation Pathways: Advisory services to develop and refine commercial strategies, including go-to-market models, pricing approaches, and health economic value propositions. May include support in understanding procurement systems (e.g. NHI, pooled African mechanisms). o Market Assessment and Market Access Support: Tailored market research to eval-uate demand, pricing, competition, and policy environments in local and regional markets. Organisational Resilience and Investment Readiness o Financial Restructuring and Strategy Advisory: Guidance on cost structures, business modelling, and capital allocation to improve organisational sustainability. Support may include preparing for audits, understanding grant or equity implications, or structuring financials for growth. o Managing Investor Relations: Capacity-building on investor engagement, including pitch deck refinement, term sheet review, investor reporting frameworks, and relationship management practices that align with sector expectations. o Mentorship Programmes: Pairing of companies with seasoned executives, technical experts, or entrepreneurs who can provide continuous coaching in technical, strategic, and commercial areas. Structured mentorship plans with KPIs will be encouraged. 5. Human Capital and Collaboration o Strategies for Talent Development and Retention: Development of internal work-force strategies including upskilling plans, career progression models, and organisational culture interventions to reduce talent attrition in critical areas like QC, regulatory affairs, and bioprocessing. o Managing Strategic Partnerships: Support in structuring and managing public-private partnerships, consortia, and technology transfer agreements.
