RFQ/JURE/2609/51- Refurbishment of Mediation Centre at Bar Association of Sri Lanka (BASL) The Support to Justice Sector – JURE (Justice Reform) Project funded by the European Union, in partnership with Ministry of Justice and jointly implemented by the UNDP and UNICEF Sri Lanka contains a holistic package of support to the justice sector in Sri Lanka. As such, JURE project will be implemented in close consultation and partnership with key justice sector stakeholders including the Judicial Service Commission, Ministry of Justice, Attorney General’s Department and Legal Aid Commission of Sri Lanka, the academia, professional bodies and civil society organizations. Commercial Mediation offers a faster, cost-effective, and confidential alternative to court litigation, particularly for commercial disputes. Despite formal recognition in Sri Lanka’s legal system, mediation has remained underutilized due to inconsistent lawyer referrals and limited integration within the legal profession, contributing to court backlogs, higher transaction costs, and reduced business confidence. To address these challenges, the establishment of a Commercial Mediation Centre was identified as a key intervention, with the Bar Association of Sri Lanka (BASL) selected as the most suitable host institution. The scope of the contract is to refurbish and equip the existing space allocated at BASL to establish a Commercial Mediation Centre at the BASL to provide a safe, functional, and professionally branded environment for mediation services. The project comprises the retrofit of approximately 4,425m² of the original 1972 building and forms part of the Higher Education Authority (HEA) and Sustainable Energy Authority of Ireland (SEAI) funded Energy Efficiency and Decarbonisation Pathfinder Project (EEDPP2). The works include building fabric upgrades, roof and window replacement, ventilation improvements, lighting and controls upgrades, and the installation of a medium-temperature air-source heat pump, with existing gas boilers retained for peak demand and backup. The project aims to improve energy efficiency, reduce carbon emissions, extend the building's operational life, enhance occupant comfort, increase the use of renewable technologies, and achieve a minimum B1 BER rating. Brochsgate. There are 2 lanes from the Puddefjord Bridge, whilst there are 1 lanes from O.J. Brochs gate. These meet in the tunnel so that there are 3 lanes at the exit and entrance at Nygårdstangen. The annual daily traffic is approx. 45,000. The tunnel shall be upgraded in accordance with the tunnel safety regulations and equipment in and outside the tunnel shall be replaced and replaced with new equipment that meets the current requirements. This includes, among other things: • New ventilation system. • New lighting installations with both new lights in the tunnel roof and continuous evacuation lights. • Extinguishing water shall be set up for the fire brigade.
