Dear Bidder, The International Labour Office (ILO) is pleased to invite your company to submit a proposal for the services described in the attached Terms of Reference (ToR). Please download all annexes related to this Request for Proposal (RFP) from the attachment area. This procurement may result in the award of multiple service Contracts, depending on the evaluation results, project needs, and the geographic and technical coverage proposed by the selected bidders. All services provided to the ILO will be subject to the ILO Terms and Conditions Applicable to Contracts and any additional conditions contained in this RFP. Proposals must be submitted through the ILO e-Sourcing Platform no later than the deadline indicated in the RFP. Requests for clarification must be submitted through the “Messages” tab in the e-Sourcing Platform. Responses to all questions received within the specified period will be published on the platform, and notifications will be sent to interested bidders. Please ensure that technical proposal documents are uploaded only to the Technical Envelope and financial proposals only to the Financial Envelope. The assignment will establish the RPL Unit’s structure, mandate, roles, governance, policies and procedures and integrate it within AQAC. It will operationalise RPL through SOPs, assessment and certification processes, end-to-end workflows and a standardised national model. The collaborator will support the transfer of the Self-Assessment Portal from MODEE to AQAC, ensure security and data protection, and support its upgrade into an integrated digital RPL system. The assignment will establish a national assessor registry, allocation system and code of conduct, while strengthening assessor and staff capacities through training, practical assessments, ToT, blended learning and continuous professional development. The services will combine technical advisory support, institutional and organisational capacity development, international experience exchange, stakeholder engagement and support for local initiatives. The contractor will be responsible for identifying, mobilising, coordinating and managing national and international experts and support measures in close cooperation with GIZ and Moldovan partner institutions. Sept.The project "Social Protection and Inclusion for Refugees and Host Communities in Jordan" (SPIRIT), is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (November 2025 - October 2028). SPIRIT"s objective is to improve access to high-quality social protection services in Jordan for refugees and members of host communities with disabilities and their families, respectively. The main political partner of the SPIRIT project is the Ministry of Social Development (MoSD) of Jordan; the Higher Council for Persons with Disabilities (HCD) of Jordan is a key implementing partner. The key target group of the project are refugees with disabilities and members of host communities with disabilities and their families in Jordan, respectively. Mediators are social workers and MoSD personnel at the local level as well as technical staff and managers of the MoSD, the HCD and Organizations of Persons with Disabilities (OPDs). The project will work on four output areas. Output 1 aims to improve procedural requirements for the recognition of disabilities for both refugees and members of host communities. This includes supporting a test phase of the reformed procedure as well as its digital integration. The aim of Output 2 is to strengthen physical and digital referral mechanisms for people with disabilities. This includes the training of relevant staff in the application of standardised referral mechanisms as well as the provision of disability-specific services. Output 3 aims to strengthen decentralised MoSD institutions in Amman Governorate so that they can independently and systematically offer social services to support a self-determined life for people with disabilities and their relatives; particular attention is given to the needs of women and girls.
