Under terms and conditions of the Framework Agreement for the purchase of crude oil and oil products No. COVA/2024/1 (hereafter referred to as: “Framework Agreement”) Stichting Centraal Orgaan Voorraadvorming Aardolieproducten (hereafter referred to as: “COVA”) herewith invites all parties that have concluded the Framework Agreement with COVA (hereafter referred to as “Selected Party“ or “Selected Parties”) without any commitment on the side of COVA to participate in tender R-31/2026 for the combined sale of Jet fuel at Evos Ghent and the purchase of Jet fuel at Sunoco Bantry Bay organized by COVA (hereafter referred to as: “Tender”). The Tender combines, as meant in article 4.3 of the Framework Agreement: (i) a Sale of Jet fuel as per appendix 1/2 (hereafter referred to as “Jet fuel”), delivered FOB as per Incoterms 2020 (or the latest version published). (ii) a Purchase of Jet fuel as per appendix 1/2 (hereafter referred to as: “Jet fuel”), delivered DPU as per Incoterms 2020 (or the latest version published) with A pro forma draft of the purchase contract (hereafter referred to as: “Purchase Contract”) and a pro forma draft of the sales contract (hereafter referred to as: “Sales Contract”) are attached to this tender invitation as appendix 7 and appendix 8. In view of the fact this concerns an overall total bid tender a financial Settlement agreement (“Settlement Agreement”) will be used (appendix 9). The Purchase-, Sales Contract and Settlement Agreement are hereafter jointly referred to as “Contracts”.

Okt.The United Nations intends to solicit qualified air operators for the provision of standby Medium Fixed-Wing Jet aircraft services in support of United Nations Peacekeeping and Special Political Missions, primarily for the Office of the Special Envoy of the Secretary-General for Yemen (OSESGY). Services will be provided under a Standby Air Charter Arrangement on an ad hoc basis for the transportation of passengers, cargo, or mixed passenger and cargo loads worldwide. The anticipated contract period is one (1) year with an option for a one (1) year extension. Interested operators may propose one or more Medium Fixed-Wing Jet aircraft with a passenger capacity of 30 to 50 seats. Aircraft must be capable of operating in challenging environments, including locations with limited infrastructure, high temperatures, and austere operating conditions. Operators should have sufficient aircraft, personnel, and logistical resources to respond to tasking requirements with notice periods as short as 72 hours and, in exceptional circumstances, within 24 hours. The scope of services includes, but is not limited to: 1. Provision of air transportation services for passengers, cargo, and humanitarian or mission-critical movements in support of UN operations worldwide. 2. Availability of Medium Fixed-Wing Jet aircraft powered by multi-engine turbofan engines using Jet A-1 fuel, operated in accordance with ICAO standards and applicable national aviation regulations. 3. Compliance with all UN aviation safety, security, operational, maintenance, and reporting requirements, including RVSM capability where applicable and IFR operations. 4. Provision of qualified flight and maintenance personnel, including pilots meeting ICAO licensing, currency, medical, and English language proficiency requirements. 5. Capability to provide self-sufficient operations, including flight clearances, ground handling, fuel, crew accommodations, permits, communications, and mission support services.
