This tender presents a substantial opportunity for prospective contractors to bid for the M5 Transportation System South package (TSS), a critical component of the Copenhagen metro system's expansion. This project is of significant strategic importance, as the M5 line is a fully automated driverless metro system that will not only enhance passenger service on existing metro corridors but is also planned to extend connectivity to emerging urban development areas, including Kløverparken, Refshaleøen, and Lynetteholm in the East Harbour. The M5 is to operate as an independent system, ensuring that its construction and subsequent operation do not disrupt the existing M1-M4 metro lines. The current tender, Phase 1, encompasses the southern section of the line, from København H to north of v/Prags Boulevard, with an anticipated operational commencement in 2036. The broader vision includes the northern section with an anticipated operatonal commencement of the last part of the northern section in 2045 (included in the transportation system contract (TSS-contract) as options) and a potential future extension to form a ring line, signifying a long-term commitment to urban mobility. The procurement comprises the following, together constituting a mixed procurement within the meaning of Article 5 (2) of the Utilities Directive: 1) A TRANSPORTATION SYSTEM for M5 south encompassing the subsystems rolling stock (passenger vehicles, service vehicles and rescue trolleys), railway infrastructure (signaling system and other subsystems, excluding permanent way and power supply "on the line"), and a CMC (control and maintenance center). Furthermore, O&M supplies (supplies related to the O&M providers operation and maintenance activities such as maintenance plans and training). “On the line” refers to deliveries outside the CMC (as the Transportation System Contractor (TSC) is itself responsible for power supply and permanent way within the CMC). Engineer/Supervision of the Design and Build Works Contracts for Section 3 – Paraćin–Trupale–Medjurovo within the framework of the Belgrade–Niš Railway Modernization Project
The Belgrade–Niš Railway Modernization Project encompasses the comprehensive modernization, reconstruction, and upgrading of the railway line connecting Belgrade and Niš, as part of Main Railway Line: Belgrade Center – Rasputnica “G” – Rakovica – Mladenovac – Lapovo – Niš – Preševo – state border – (Tabanovce). The subject of this Contract is the provision of Engineer/Supervision services for the design for the building permit, the design for construction, the as-built design and the Works under the Works Contracts for Section 3. The Works for Section 3 are implemented through two Design and Build Works Contracts: the first covering Subsections 3.1(Paracin-Stalac) 3.3 (Djunis-Trupale) and 3.4. (Trupale-Medjurovo) and the second covering Subsection 3.2. (Stalac-Djunis) The Works Contract for Subsection 3.2 has been signed as Lot 2; following the termination of the Lot 1 Works Contract, the remaining Lot 1 works are planned to be incorporated into the Lot 2 Works Contract through an amendment. The installation of ERTMS is planned under a third Works Contract; ERTMS is excluded from the scope of this Contract and will be subject to a separate procurement procedure for supervision services. The temporary signaling and telecommunication system required during the execution of the works is included in the Works Contracts and within the scope of this Contract financed project shall not violate or have violated any intellectual property rights. Rolling stock, railway Infrastructure and the CMC are further described in M5-2-TSS-SW (Scope of Work) of the tender documents. 2) MAINTENANCE SERVICES following hand over of the Transportation System related to the continued maintenance of the Transportation System (hereinafter Maintenance Services). The TSS-contract covers both the Transportation System and the Maintenance Services. The Maintenance Services are governed by a separate maintenance contract forming an attachment to the TSS-contract (hereinafter Maintenance Contract) The purchase of the Transportation System and the Maintenance Services should therefore be seen as a whole and only one Tenderer will be awarded the contracts. The expected scope and characteristics of the two contracts are described in the tender documents. 3) OPTIONS Three (3) options are included in the TSS-contract: Option 1: The purchase of up to 5 additional passenger vehicles. Option 2: The extension of the transportation system from Prags Boulevard to Refshaleøen. Option 3: The extension of the transportation system from Refshaleøen to Lynetteholm. Metroselskabet’s requirements relating to the Transportation System are set out in the tender documents, including the draft TSS-contract and the Scope of Works document (M5-2-TSS-SW). Requirements may be developed and changed during the competitive dialogue. As regards the Maintenance Contract, no draft contract or draft specifications are included in the tender documents at this stage. This reflects the fact that a central element of the competitive dialogue will be to explore the scope and structure of the Maintenance Contract, including the distribution of maintenance tasks between the TSCand the future operator of the Transportation System (hereinafter the OAMC). As a central element of the dialogue phase, Metroselskabet wishes to explore the advantages and implications of possible distributions of maintenance tasks between the TSC and the OAMC and the technical, commercial and legal terms that will be relevant depending on the maintenance model chosen. The potential models to be discussed and assessed during the dialogue phase are expected to span from a scope of the Maintenance Contract similar to TSSSA models (“Technical Support and Spares Supply Agreements”) to a scope similar to FSA models (“Full Service Agreements”) whereby the Metroselskabet would procure most goods, works and services needed for the maintenance and continued development of the Transportation System from the TSC. However, also models which are “in between” or a model where the scope will change over time may be chosen. Also the options to purchase additional passenger vehicles and options covering the extension of the line (northern section) are subject to dialogue. Both technical and commercial requirements are expected to be discussed including elements related to pricing. MEDITE Europe DAC is investing in new plant and equipment under the title Project Shine. Project Shine involves the installation of the following: • Wet fuel handling systems. • Dry Fuel handling systems. • 56MW Biomass Energy Plant. • MDF Core + face dryers. • Services + utilities to the above, mainly: o Electrical distribution MCC’s o Compressed air o Water treatment systems o Fire detection + suppression o Natural Gas o Steam Project Shine has commenced the construction phase of Project Shine and proposals are sought for the supply of Fire Protection and Suppression to the various plant, equipment and buildings. The scope involves designing the fire protection systems to deliver the required volumes and density in order to comply with relevant standards. Medite DAC complies with NFPA standards and all equipment/pipework/valves/fittings etc are all FM approved. Existing Setup MEDITE’S existing fire mains schematic can be seen in Appendix 3. The system is designed to and complies with NFPA standards. Dynamic purchasing system for the procurement of vehicles under 3.5 tons
Vennesla municipality invites tenderers to participate in a competition for the establishment of a dynamic purchasing system (DIO) for the procurement of vehicles under 3.5 tons. The objective of the procurement The aim of the procurement is to establish a dynamic purchasing system that shall ensure effective, flexible and future orientated procurement of vehicles for the municipality ́s entities. The scheme shall contribute to covering the ongoing need for the procurement of new vehicles, and at the same time support the municipality ́s climate and environmental targets. As a main rule, zero emission vehicles shall be procured. Deviations can occur if it is necessary due to stand-by or special needs. About Dynamic Purchasing System The dynamic purchasing system will be established in accordance with the Public Procurement Regulations (FOA) part I and part III and it will be held as a restricted tender contest (cf. the Public Procurement Regulations § 26-5). The scheme is a two-stage procedure: Stage 1: Qualification phase where tenderers apply for admission to the scheme. Stage 2: Implementation of mini competitions where qualified suppliers are invited to submit tender offers A contract will not be signed for admission to the scheme. The contract will only be signed after a completed competition for each procurement. The scheme is fully electronic, and all communication and tender deliveries shall occur via the contracting authority ́s KGV system. Scope and estimated value The contract is for the procurement of: Passenger cars Goods vans Other vehicles under 3.5 tons The estimated total value of the procurements under the scheme is approx. NOK 32 million excluding VAT over a period of up to 5 years. The maximum value is nok 52 million excluding VAT. Emphasis is put on the fact that: The stated volume is an estimate and is not binding. The contracting authority does not have any purchasing obligation. Need and extent will vary throughout the contract period. Participation in the scheme Tenderers can apply for admission to the scheme by submitting a qualification application (ESPD). The scheme is open for continuous admissions: New suppliers can apply for admission throughout the entire scheme period. Applications are processed continuously All tenderers who fulfil the qualification requirements will be included in the scheme. MAIN COMPONENTS OF THE M5 CIVIL WORK The M5 south consists of approx 6.5 km twin bored tunnels, 5 underground stations(incl. 3 transfer stations),2 underground crossovers,5 cross passages,1 ramp, approx 2.0 km viaduct,1 elevated station, 1 viaduct cross-over,1 elevated bifurcation, short embankment sections. CONTRACT SPLIT OF M5: The M5 project as a whole consists of several contracts: • M5 Civil Works South (this contract) • M5 Transportation System South contract (tendered out as a separate contract in parallel with M5 Civil Works South) • Operation and Maintenance South contract (will be tendered out at a later stage) • Enabling Works contracts, e.g. relocation of utilities, relocation works at Kh etc. (enabling works will be tendered out in separate contracts) • Station and Shaft areas (will be tendered out at a later stage) • Canopy contracts (will be tendered out at a later stage). CONTRACT The contract is structured as a design & build contract under ABT18 terms, placing comprehensive responsibility for both design and execution upon the Contractor. This two-phase approach—design followed by execution—is a standard framework for complex infrastructure projects. An extensive market dialogue has been carried out before issuing the tender. The purpose of the market dialogue was to learn from the market what would constitute an attractive contract.
