The charter flights are to be flown in accordance with customer-specific destinations and customer-specific timetables. Flights may be regular or non-recurring. This procurement does not cover air transport services provided with helicopters. Charter flight services shall fulfill the regulations of the European Union’s mandatory legislation and of mandatory Finnish laws and decrees as well as regulations issued by the Finnish authorities. Hansel plans to require the chosen supplier to have Finnish-speaking customer service. The term of the agreement shall be approximately three (3) years. GENERAL Please note that this is a prior information notice (hereinafter "notice") and that this notice is not yet a call for tenders. The information provided in this notice is preliminary and may change during the preparation. Okt.The United Nations intends to establish a global Standby Air Charter Arrangement (SACA) for the provision of Narrow-Body and Wide-Body Fixed-Wing Jet Aircraft services in support of United Nations Peacekeeping Missions and Special Political Missions. Services will be required on an ad hoc basis for the worldwide transportation of passengers, cargo, or a combination thereof. The arrangement is expected to commence on or about 1 January 2027, or soon thereafter, for an initial period of one (1) year, with an option to extend for one (1) additional year. Anticipated utilization is up to 240 flight hours during the initial year and up to 480 flight hours if the option is excercised. Requirement comprises the following aircraft categories: 1. Narrow-Body Fixed-Wing Jet Aircraft with an approved passenger seating capacity of 100 to 200 seats, inclusive. 2. Wide-Body Fixed-Wing Jet Aircraft with an approved passenger seating capacity of 201 seats or more. 3. One or multple aircraft types and tail numbers may be proposed under either or both categories, provided each aircraft is certified for passenger operations and passenger and/or cargo configurations in accordance with the Operator's approved Air Operator Certificate. Operators shall maintain sufficient aircraft, qualified personnel and operational resources to respond to task requirement with seventy-two (72) hours or less advance notice and, where feasible, urgent requirements within twenty-four (24) hours. Operations may be required in austere, high/hot, limited-infrastructure or otherwise challenging environments worldwide. The Operator shall remain responsible for operational control and shall be self-sufficient in securing permits, flight planning, fuel, ground and passenger handling, crew support, maintenance, communications, reporting and other arrangements necessary to perform each task. Interested companies must demonstrate: A. Valid Air Operator Certificate and Operations Specifications, Certificates of Registration and Airworthiness, applicable insurance, aircraft ownership or lease documentation, and a satisfactory safety record for the preceding five (5) years, with no open or active ICAO Significant Safety Concerns applicable to the Operator or relevant authorities. B. Compliance with applicable ICAO Standards and Recommended Practices, including Annexes 1, 6 and 8, and aircraft capability for IFR/IMC and authorized night operations, RVSM, ACAS II, EGPWS, weather radar, appropriate communications and navigation systems, emergency and survival equipment, and Stage 3 compliant engines. C. Qualified and current flight, cabin and maintenance personnel, including at least two pilots per flight, ICAO English language proficiency Level 4 or higher for personnel involved in radio communications, international and high/hot operating experience, and a focal point available on a 24/7 basis. The consultation is intended to inform potential future procurement decisions. 50Hertz is interested in practical market solutions, indicative commercial logic and the main assumptions underlying such information. No offers, binding prices, detailed cost breakdowns or internal calculation models are requested. As an indicative size reference, a concept with approximately 30–50 persons on board (POB), DP2 capability, suitable W2W access to OSS interfaces, platform supply capability and Baltic Sea operability is being considered. Services will be provided under a Standby Air Charter Arrangement on an ad hoc basis for the transportation of passengers, cargo, or mixed passenger and cargo loads worldwide. The anticipated contract period is one (1) year with an option for a one (1) year extension. Interested operators may propose one or more Medium Fixed-Wing Jet aircraft with a passenger capacity of 30 to 50 seats. Aircraft must be capable of operating in challenging environments, including locations with limited infrastructure, high temperatures, and austere operating conditions. Operators should have sufficient aircraft, personnel, and logistical resources to respond to tasking requirements with notice periods as short as 72 hours and, in exceptional circumstances, within 24 hours. Services will be required on an ad hoc basis worldwide, including in Africa, the Middle East, Asia, the Americas and Oceania/Australia, and may involve austere locations with limited infrastructure, high temperatures, dusty conditions and operational or security constraints. No aircraft is required to remain exclusively dedicated to the United Nations; however, the Operator must maintain sufficient aircraft, crew and operational resources to respond normally within seventy-two (72) hours and, when feasible, to urgent requests within twenty-four (24) hours. The anticipated arrangement will be for one (1) year, with one (1) optional one-year extension, or two (2) term with one (1) optional year extension at the sole discretion of the United Nations. Estimated utilization is up to 600 flight hours during the initial year and up to 1,200 cumulative flight hours if the extension is exercised. These estimates do not constitute a minimum-volume commitment. Air Operators who have the interest and capacity to provide such services are requested to express their interest accordingly. SUMMARY OF THE SCOPE OF SERVICES: 1. Aircraft capability. Interested Operators may offer one or more multi-engine, Jet A-1-powered heavy cargo fixed-wing aircraft with payload capacity exceeding 21,000 kg. Aircraft must be certified airworthy by the State of Registry in accordance with ICAO requirements, capable of IFR/IMC and high/hot operations, field self-start, worldwide deployment and cargo or approved combi configuration. RVSM compliance is required where applicable; unpaved-runway capability is desirable. 2. Cargo configuration. Preference will be given to aircraft with a rear loading ramp and the capability to carry 20-foot ISO containers, trucks and utility vehicles, engineering or armored vehicles up to approximately 19 metric tons, palletized or crated cargo, and dangerous goods where authorized. Operators should clearly identify whether the offered aircraft has self-loading capability, rear-ramp capability without self-loading, or another heavy-cargo configuration. 3. Operational support. The Operator will retain full operational control and must be self-sufficient in flight planning, permits, ground handling, fuel, crew accommodation and transport, maintenance support, communications and other costs necessary to perform each task. A focal point available on a 24/7 basis must be designated. Replacement aircraft of comparable or superior capability may be proposed, subject to United Nations review and submission of all required documentation. 4. Safety, equipment and personnel. Aircraft and operations must comply with applicable ICAO Standards and Recommended Practices, the Operator's valid Air Operator Certificate and Operations Specifications, and all relevant civil aviation requirements. Required capabilities include appropriate navigation and communications equipment, weather radar, radar altimeter, 406 MHz ELT, ACAS II, EGPWS, FDR/CVR where applicable, emergency and survival equipment, and suitable cargo restraint equipment. Each flight shall include at least two qualified pilots and the loadmasters, engineers, cabin crew or other personnel required for the aircraft and task. Operational personnel using radio communications must meet at least ICAO English Level 4.
