The development and implementation of a Monitoring, Evaluation and Learning (MEL) Framework for the AU Data Policy Framework is the subject of this tender. Under the supervision of the ISD of the AU Commission"s Infrastructure and Energy Department, this framework is expected to support the AU Commission, RECs and AU Member States in tracking progress on the implementation of the DPF, evaluating achievements with regards to its goals and objectives, reviewing implementation strategies and following-up with policy recommendations and learning opportunities on national, regional, and continental levels. The development of the MEL framework includes the validation of appropriate indicators as well as the identification and implementation of suitable digital tools for tracking the performance and impact of the DPF. The assignment will be conducted in coordination with experts from ISD, the AU Data Governance Committee and GIZ's DataCipation team. Framework contract for scientific, technical and project-management support to ECDC for a multi-year, cross-sectional point prevalence survey (PPS) of healthcare-associated infections (HAIs), antimicrobial use and infection prevention and control / antimicrobial stewardship structure and process indicators in long-term care facilities (LTCFs) in EU/EEA countries. The services will build on the previous HALT/LTCF PPS approach including: preparation and organisation of the PPS; development/adaptation of training materials, case studies, feedback-report templates and data-collection questionnaires; support to national PPS preparation and training; helpdesk, methodological and technical support to national contact points; support to data collection and data-quality checks; production of validated national databases; country- and LTCF-level feedback reports; analysis plans; early and final European survey reports; presentations/minutes for meetings; and related dissemination outputs including open-access fees for manuscripts. The contract also includes validation and additional analytical work to assess whether HAIs reported in LTCFs are correctly reported according to agreed case definitions, whether infections can be assessed as associated with healthcare in the LTCF context, and the impact of potential misclassification on PPS estimates. This may include protocol development for validation sub-studies, training and standardisation of validators, review of source documentation where available, inter-rater agreement analyses, sensitivity analyses, and methodological recommendations for future European LTCF PPS. Provision of an Independent Impact and Evaluation Study for the NH-LEAD Initiative
Leading Healthcare Providers (LHP) Skillnet is seeking to partner with a suitably qualified organisation to undertake an independent longitudinal impact and evaluation study of the Nursing Home Leadership Education and Development (NH-LEAD) Initiative. Funded by the Department of Health, the NH-LEAD Initiative has been established to strengthen leadership, governance and management capability across Ireland's nursing home sector through the provision of accredited postgraduate education. The purpose of this procurement is to appoint an experienced research organisation to design and deliver a comprehensive mixed-methods evaluation of the initiative over its duration. The successful tenderer will be required to develop an evaluation framework and undertake a longitudinal study incorporating quantitative and qualitative research methods, including surveys, interviews, focus groups, stakeholder consultation, documentary review and other appropriate evaluation approaches. The evaluation should assess the implementation, effectiveness and impact of the initiative at learner, organisational and sectoral levels, providing robust evidence to inform future policy, programme development and investment in leadership education within the long-term residential care sector. Established in January 2008, Leading Healthcare Providers (LHP) Skillnet is a not-for-profit Learning Network co-funded by Skillnet Ireland and our member companies. Skillnet Ireland is funded through the National Training Fund by the Department of Further and Higher Education, Research, Innovation and Science. Of the 70+ Skillnet Ireland Learning Networks, LHP Skillnet is the only Network dedicated exclusively to supporting the private healthcare sector. We do this through the provision of high-quality, sector-led, subsidised training, education, research and workforce development. Skillnet Ireland, on behalf of LHP Skillnet, has been awarded a contract by the Department of Health to deliver the Nursing Home Leadership Education and Development (NH-LEAD) Initiative. The successful tenderer will be responsible for project mobilisation, baseline data collection, ongoing evaluation, interim reporting and a final impact evaluation. The study should examine the extent to which the initiative strengthens leadership capability, supports improvements in governance, quality improvement and regulatory preparedness, and contributes to improved organisational performance, workforce capability and resident outcomes within nursing homes. The evaluation should also identify barriers and enablers to successful implementation and provide practical recommendations to support the future development of the initiative.
