The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), seeks Expression of Interest (EOI) from duly registered companies for the Provision of Limonite/Laterite in Beni, DRC. The following will be the requirement: i) a) Availability of Limonite/Laterite Quarry: The interested vendor shall demonstrate legally valid ownership, lease, operating rights, or other legally valid access to a proposed limonite/laterite quarry or source located in the Beni area. The UN reserves the right to conduct a site visit to verify the existence, legal access to, capacity and suitability of the proposed source. b) Evidence of at least two (2) years of relevant experience in the supply and delivery of limonite/laterite or similar materials. c) UNGM Registration: Interested vendors must be registered with the United Nations Global Marketplace (UNGM) at the Basic Level. The successful vendor will be required to have Level 1 registration prior to contract award, in accordance with the applicable UN requirements. ii) Please note that this request for EOI is not an invitation for submission of bid. iii) MONUSCO reserves the right in selecting the invitees for the competitive bidding based on substantial and proven records of performance in the subject field of activities. The initial contract term will be three (3) years, with the possibility of two (2) optional extensions of two (2) years each, for a maximum duration of seven (7) years. A detailed Scope of Work will be provided under the Request for Proposal (RFP) document to the vendors that meet the pre-qualification requirements stated below. Specific Requirements/Information Interested firms must meet the following prequalification criteria in order to be considered for participation in the RFP: 1. Vendor must have at least five (5) years of relevant experience, e.g. technical expertise with Cargo/Marine Cargo insurance policy lines. The experience must be documented and pertain to activities and services directly related to the insurance requirement outlined. 2. Vendor must have at least three organizational clients with over US$100 million of annual international cargo movement and freight operations involving the movement of various Cargo across multiple countries and regions. 3. Sept.The United Nations (UN) intends to establish a standby air charter arrangement with one or more qualified Air Operators for the global movement of heavy cargo in support of United Nations peacekeeping missions and special political missions. Services will be required on an ad hoc basis worldwide, including in Africa, the Middle East, Asia, the Americas and Oceania/Australia, and may involve austere locations with limited infrastructure, high temperatures, dusty conditions and operational or security constraints. No aircraft is required to remain exclusively dedicated to the United Nations; however, the Operator must maintain sufficient aircraft, crew and operational resources to respond normally within seventy-two (72) hours and, when feasible, to urgent requests within twenty-four (24) hours. The anticipated arrangement will be for one (1) year, with one (1) optional one-year extension, or two (2) term with one (1) optional year extension at the sole discretion of the United Nations. Estimated utilization is up to 600 flight hours during the initial year and up to 1,200 cumulative flight hours if the extension is exercised. These estimates do not constitute a minimum-volume commitment. Air Operators who have the interest and capacity to provide such services are requested to express their interest accordingly. SUMMARY OF THE SCOPE OF SERVICES: 1. Aircraft capability. Interested Operators may offer one or more multi-engine, Jet A-1-powered heavy cargo fixed-wing aircraft with payload capacity exceeding 21,000 kg. Aircraft must be certified airworthy by the State of Registry in accordance with ICAO requirements, capable of IFR/IMC and high/hot operations, field self-start, worldwide deployment and cargo or approved combi configuration. RVSM compliance is required where applicable; unpaved-runway capability is desirable. 2. Cargo configuration. Preference will be given to aircraft with a rear loading ramp and the capability to carry 20-foot ISO containers, trucks and utility vehicles, engineering or armored vehicles up to approximately 19 metric tons, palletized or crated cargo, and dangerous goods where authorized. Operators should clearly identify whether the offered aircraft has self-loading capability, rear-ramp capability without self-loading, or another heavy-cargo configuration. 3. Operational support. The Operator will retain full operational control and must be self-sufficient in flight planning, permits, ground handling, fuel, crew accommodation and transport, maintenance support, communications and other costs necessary to perform each task. A focal point available on a 24/7 basis must be designated. Replacement aircraft of comparable or superior capability may be proposed, subject to United Nations review and submission of all required documentation. 4. Safety, equipment and personnel. Aircraft and operations must comply with applicable ICAO Standards and Recommended Practices, the Operator's valid Air Operator Certificate and Operations Specifications, and all relevant civil aviation requirements. Required capabilities include appropriate navigation and communications equipment, weather radar, radar altimeter, 406 MHz ELT, ACAS II, EGPWS, FDR/CVR where applicable, emergency and survival equipment, and suitable cargo restraint equipment. Each flight shall include at least two qualified pilots and the loadmasters, engineers, cabin crew or other personnel required for the aircraft and task. Operational personnel using radio communications must meet at least ICAO English Level 4. The anticipated contract period is one (1) year with an option for a one (1) year extension. Interested operators may propose one or more Medium Fixed-Wing Jet aircraft with a passenger capacity of 30 to 50 seats. Aircraft must be capable of operating in challenging environments, including locations with limited infrastructure, high temperatures, and austere operating conditions. Operators should have sufficient aircraft, personnel, and logistical resources to respond to tasking requirements with notice periods as short as 72 hours and, in exceptional circumstances, within 24 hours. The scope of services includes, but is not limited to: 1. Provision of air transportation services for passengers, cargo, and humanitarian or mission-critical movements in support of UN operations worldwide. 2. Availability of Medium Fixed-Wing Jet aircraft powered by multi-engine turbofan engines using Jet A-1 fuel, operated in accordance with ICAO standards and applicable national aviation regulations. 3. Compliance with all UN aviation safety, security, operational, maintenance, and reporting requirements, including RVSM capability where applicable and IFR operations. 4. Provision of qualified flight and maintenance personnel, including pilots meeting ICAO licensing, currency, medical, and English language proficiency requirements. 5. Capability to provide self-sufficient operations, including flight clearances, ground handling, fuel, crew accommodations, permits, communications, and mission support services.
