This procurement is carried out as part of the H2Go Invest project, which aims to advance the hydrogen economy infrastructure in Northern Finland. The project and its investments are co-funded by the European Regional Development Fund (ERDF) by The Council of Oulu Region. The procured equipment will be used for research and piloting purposes to test hydrogen distribution, digital management systems, and material durability in cold climates. The investment framework operates in close cooperation with the H2Go Insight and H2Go Investigate research initiatives. Procurement of Relocatable filling and Hydrogen Production (electrolyser) device (designed for periodic relocation between sites, rather than a continuously mobile/wheeled vehicle) capable of operating reliably in demanding northern winter conditions with transportable hydrogen storage. It will be used to pilot hydrogen distribution in both rural and urban environments (such as Oulu and Utajärvi) for logistics companies, municipalities, and the Finnish Defence Forces. The container and its materials must be optimized and certified for structural durability in cold climates. The Contracting Authority has decided to suspend the procurement procedure. This is a contract award notice concerning the suspension of the procurement procedure. The Contracting Authority intends to re-launch the procurement through a new procurement procedure and a new call for tenders. Any amendments to the procurement requirements, procurement documents or other terms and conditions will be specified in the new call for tenders. Okt.The procurement entails the design, manufacturing, delivery, installation, and commissioning of a Proton Exchange Membrane (PEM) electrolysis system for hydrogen production at the JRC Ispra site. The core of the system is a 50 Nm3/h electrolyser (which must be upgradable to 100 Nm3/h) that delivers hydrogen at an outlet pressure of 30 barg. The main equipment will be delivered in a containerized/skid version divided into three specific areas: a control panel area with the AC/DC converter, a water purification unit, and an ATEXclassified area containing the stacks and gas purification treatment. In addition to the containerized unit, the scope of supply includes several external components: An MV/LV transformer A thermal management system (dry cooler) A lowpressure hydrogen storage system consisting of a cylinder rack at 30 bar with a total volume of 5 m3 A gas blender installed on the outlet piping after the storage Finally, the procurement includes a comprehensive service package covering the Factory Acceptance Test (FAT), Site Acceptance Test (SAT), ATEX verification, staff training, two years of spare parts, and a 3year maintenance contract. Reason for Purchasing The primary objective of this procurement is to produce green hydrogen by harnessing the renewable energy generated from the JRC Ispra site's internal photovoltaic (PV) plant. Currently, the site has a 1.35 MWp PV installation, which is planned to be expanded to 2 MWp and eventually 3 MWp in the future. Instead of using battery systems, the JRC intends to use the excess energy from this PV plant to power the electrolyser for selfconsumption. The hydrogen produced will then be blended into the natural gas pipeline (up to a 10% volume blend) to feed the site's cogenerators. The procurement will be carried out as a result of new requirements for division into a clean and dirty zone in the vehicles. The aim is to facilitate a safer and more appropriate work day, including reducing exposure to degassing, dust and other pollution from equipment and work clothes used in the service. The vehicles shall be used in daily operative operations and must support safe transport of personnel, tools, sweeping equipment and polluted equipment. Therefore there is a need for vehicles and fittings solutions that together provide good functionality, practical access, satisfactory ergonomics and reliable handling of equipment in accordance with the business ́s needs. Description of the assignment The contracting authority shall enter into a procurement contract for the delivery of 11 goods vans in large box van execution, ready fitted out with a 3-piece system for a clean and dirty zone. The delivery shall include complete vehicles with adapted fittings and the necessary equipment for the contracting authority ́s use. The budget limit for the procurement is estimated to be between NOK 6,300,000 excluding VAT and NOK 7,800,000 excluding VAT, depending on the sale of existing vehicles. The contracting authority reserves the right to reduce or increase the scope of the procurement within the framework of the procurement regulations, i.a. due to changed needs, unit prices (reduced number of vehicles), financial framework terms or organisational conditions. Aug.This prior information notice will be sent out to make the market aware of upcoming, planned competition for the procurement of a contract for the receipt of food waste, as well as give the market the opportunity to provide input for the procurement as it is being prepared. The competition is being planned and no details have been decided yet. However, it is planned for a contract that aims to receive what the contracting authority collects and manage it further. The expected volumes of waste are approx. 4,000 – 4,500 tonnes per annum. The waste is collected by the contracting authority itself with its own vehicles and crew, and thereafter it is currently driven to the contracting authority ́s own area at Trollmyra at Bergermoen in Jevnaker municipality, for unloading and receiving. The tenderer shall take over the waste there. The contracting authority could also be able to transport the waste a limited distance to the tenderer. This interface has not yet been clarified and input can be given on this. The assignment includes full responsibility and all the necessary assignments of processing the waste after the contracting authority has handed it over after the collection. The assignment with treatment thus includes reception, control, sorting, all transport, all the necessary pre-processing, all storage and interim storage and final treatment of biogas production. A contract is planned for one year, but can be extended by the contracting authority for one year at a time over several years. As a climate requirement, there will probably be a requirement that food waste is utilised for biogas production. There will probably also be limits on how far the waste can be transported to final treatment. Contractual requirements that give the contracting authority the right, but not an obligation, to demand a presented climate gas budget and accounts, with the accompanying daily fine in excesses, will also be considered. It may be relevant to soften or change these planned requirements, if there are well reasoned inputs before the announcement. Further climate and/or environmental requirements will probably also be included, but this has not yet been decided. The competition will follow the procurement regulations parts I and III, but it has not been decided which procurement procedure shall be used. H2CAST is an acronym and stands for H2 CAvern Storage Transition, i.e. the conversion of existing caverns and facilities. The H2CAST pilot project is intended to a). demonstrate the feasibility of large scale underground hydrogen storage (UHS) and to prove the suitability of the salt caverns in Etzel for hydrogen storage and b). to research the hydrogen storage operation including purification and compression.
