The objective of the procurement is to acquire one role as progress manager/scrum master. The consultant shall fill the role of progress manager/scrum master in product and enabling teams within design, development, testing and deployment of applications. The role will be responsible for supporting, advising and improving product and enabling teams' work methodology and ensuring that the teams have optimal delivery ability and progress. The role will be a part of "Team DRIVkraft" and will work closely with the professional manager for organisation development and work method and other progress managers/scrum masters, as well as have a broad contact area with the product management. The role could involve cooperation with other departments and/or projects for the Norwegian Armed Forces.

Tenders are wanted for a lorry with a container frame for changing containers for traffic training class C/CE. The vehicle must be approved in accordance with the current requirements, cf. regulations on traffic training and driving tests. NTNUTrondheimNTNU shall enter into a framework agreement for the inspection and maintenance of gas installations for NTNU ́s buildings in Trondheim. The delivery and place of work for the deliveries will be NTNU in Trondheim. The gas installations included in this agreement are located in a total of 15 different buildings in Trondheim. The buildings are mainly located at Gløshaugen in addition to a small number on Brattøra and Øya. The service contract is administered by the property department at NTNU, but the gas installations are owned by different institutes and the work shall be invoiced directly to each individual institute/site owner, total 23 units. The facilities currently include approx. 269 gas centrals with a total of 1,484 call-offs. The contracting authority is different departments and faculty at NTNU, Rise PFI AS and Sintef, each of which is the owner and orderer for their plants. Statskog SF HovedkontoretNAMSOSStatskog SF intends to sign a contract with Inatur Norway AS for the procurement of communication services for the sale and hire of outdoor products on inatur.no.The contract shall cover Statskog ́s need for the delivery of a total service for the sale, order and management of Statskog ́s tenders for hunting, fishing and cabin hire, including lottery-based hunt. Based on the contracting authority ́s surveys, knowledge of the market and assessments, only Inatur Norway AS can provide a comprehensive and total service that covers Statskog ́s needs. As there are no other actors who can offer such a combined service, the Public Procurement Regulations (FOA) § 13-4 (b) 2 apply. It will be technically impossible for another supplier to achieve an execution, and it is necessary to employ specific knowledge, specific tools or resources that only one specific supplier has at his disposal.Procurement of a cloud based system for overall performance management.
Hol kommuneHolHol municipality intends to procure a new cloud based system for general municipal entity management, budgeting, financial planning and reporting. The municipality intends to sign a contract with Framsikt AS (organisation number 913187512) after 10 working days. Hol municipality needs a system that shall be integrated with the ERP system Visma Enterprise. The system shall be used within the following main areas: analysis, preparation of the financial plan, budgeting, reporting and political interaction. The system shall facilitate simple production of an easy-to-use and informative action programme, budget and financial plan, as well as other ongoing reports. The most relevant modules are for analysis, economy plan, annual budget, reporting and politician module. Hol municipality has examined the extent of any alternative software available on the market. This has happened through searches on the internet and collecting information about procurements of equivalent systems in other municipalities. Hol municipality cannot see any alternative tools in the market than Framsikt AS ́s system, which covers the total need for general performance management at the municipality, in Norwegian, in one combined standard product. The procurement is outside the scope of the procurement regulations, as Framsikt AS is the only tenderer in the market for such a system as far as we have been able to uncover. Tenderers can deliver a comprehensive system for economy planning including production of documents and publication of the work. The system includes modules for analysis, review, plans, financial plan, annual budget, performance management and reporting. Hol municipality has not seen systems that can cover the need for overall performance management in the same way as the solution from Framsikt AS. The procurement will be seen as fulfilment of the Public Procurement Regulations (FOA) § 13-4 letter b no. 2 and no. 3: A contracting authority can hold a procurement without a competition if the procurement concerns "services that only a specific supplier can deliver" because "competition is impossible for technical reasons", cf. point 2, or "the tenderer has the sole right, including immaterial rights", cf. point 3.
