The contracting authority needs a new system for administering mobile units in the health and welfare service. This includes approx. 1200 Samsung tablets and mobile telephones that are used by employees in different service areas. The system shall make it easier to set up, update and secure the units, as well as give a central overview and control. The system shall contribute to safe handling of information, reduce manual follow-up and ensure effective use in accordance with the municipality ́s requirements for privacy, information security and operational efficiency. All employees in Bodø municipality, including associated associated companies and underlying entities, on Bodø municipality ́s ICT platform, shall be able to use the system.

The contracting authority shall revise the seriousness requirements in 2026, which can lead to changes in the municipality ́s follow-up need. The system shall therefore be flexible and scaleable for the municipality. This implies, among other things, that the Customer: * Can apply the solution to contract areas that are particularly vulnerable in relation to working life crime and social dumping, both now and in the future. * May cooperate with other public authorities in following-up work crime and social dumping. * Can see to other needs closely related to this type of follow-up. The system shall be built for high accessibility, safeguarding privacy as well as supporting automated data processing in real time where possible, so that the Customer can safeguard their responsibility in an efficient and secure manner. At the same time, the system should be user friendly with a low response time, simple navigation and work flow, limited risk for error registrations, as well as flexible for comparing and visualising relevant data. The system support is central for operating uniform target and result management based on targets and requirements from the general authority. The system support must support performance management in a high rate of change, with restructuring ability and quick adaptations to changed priorities and framework terms. Furthermore, there is an increased need for a system support with flexibility to control value chains across the organisation, while maintaining strategic, tactical and operational management at the different organisation levels.Procurement of a cloud based system for overall performance management.
Hol kommuneHolHol municipality intends to procure a new cloud based system for general municipal entity management, budgeting, financial planning and reporting. The municipality intends to sign a contract with Framsikt AS (organisation number 913187512) after 10 working days. Hol municipality needs a system that shall be integrated with the ERP system Visma Enterprise. The system shall be used within the following main areas: analysis, preparation of the financial plan, budgeting, reporting and political interaction. The system shall facilitate simple production of an easy-to-use and informative action programme, budget and financial plan, as well as other ongoing reports. The most relevant modules are for analysis, economy plan, annual budget, reporting and politician module. Hol municipality has examined the extent of any alternative software available on the market. This has happened through searches on the internet and collecting information about procurements of equivalent systems in other municipalities. Hol municipality cannot see any alternative tools in the market than Framsikt AS ́s system, which covers the total need for general performance management at the municipality, in Norwegian, in one combined standard product. The procurement is outside the scope of the procurement regulations, as Framsikt AS is the only tenderer in the market for such a system as far as we have been able to uncover. Tenderers can deliver a comprehensive system for economy planning including production of documents and publication of the work. The system includes modules for analysis, review, plans, financial plan, annual budget, performance management and reporting. Hol municipality has not seen systems that can cover the need for overall performance management in the same way as the solution from Framsikt AS. The procurement will be seen as fulfilment of the Public Procurement Regulations (FOA) § 13-4 letter b no. 2 and no. 3: A contracting authority can hold a procurement without a competition if the procurement concerns "services that only a specific supplier can deliver" because "competition is impossible for technical reasons", cf. point 2, or "the tenderer has the sole right, including immaterial rights", cf. point 3.Procurement of an IAM system

Direktoratet for samfunnssikkerhet og beredskap (DSB)TØNSBERGDSB shall procure a new digital system for competition implementation and contract administration (KGV and KAV). The Ministry is the Basic Service + a customer of DFØ ́s wages and accounting services.
