Through this procurement, Frontex is seeking to acquire specialised Services based on the use of High Altitude Platform Systems (HAPS) to support its border surveillance and management activities. In particular, Frontex wants to conduct a Pilot Project to demonstrate the abilities, efficiency and effectiveness (primarily in terms of accuracy, reliability and cost-efficiency) of HAPS in providing persistent surveillance, data fusion, RFI monitoring, and wireless connectivity capabilities over the designated wide Area of Interest. For this purpose, the services requested by Frontex shall consist in the deployment of at least one HAPS over the Area of Interest for a period of 15 consecutive days of continuous operation during the Deployment and Operational Phase of this project.

Aug.Frontex is looking for EU Contractors to provide a fully-fledged service with manned fixed wing aircraft for aerial surveillance over sea which includes: a. aircraft; b. sufficient number of crew members (pilot, sensor operator, technician, etc.) in order to be able to deliver minimum 2 flight missions per day without any limitation; c. sufficient number of Liaison officer(s) in the assigned Operation Coordination Centre (Host MS ICC or Frontex HQ) during the entire deployment period, who will be working on the tasks related to the flight from 60 minutes before the moment of a take-off to 60 minutes following the landing; d. maintenance capability; e. data transmission capability via BRLOS (including near real time video streaming of the EO/IR) to the Operation Coordination Centre; f. logistical infrastructure and ground support (e.g. hangar, parking place of the aircraft, fuel, etc.); g. administrative responsibility (management of any permissions related to registration, certification, transportation, deployment, authorizations, insurances, permissions to fly, etc.) to deliver aerial surveillance over the external maritime border of the Host Country; h. the Contractor shall provide the collected data directly from the Asset to the designated Frontex Coordination Centre via BRLOS with a minimum uplink speed of 512 kbps. The Service which the Contractor shall provide under this FWC is based on mission flights where the Asset, following Frontex instructions, surveys the Area of Interest, included in the Service Deployment Area, searching for ‘objects of interest’ mandated by Frontex Regulation, and passing surveillance data and information to the Operational Coordination Centre designated by Frontex. The overall purpose is to limit and mitigate pollution in the Danish waters — territorial sea and the Danish economic exclusive zone (as defined in the Danish act on Protection of the Marine Environment (in Danish: Havmiljøloven) section 5) by performing airborne maritime pollution control and to enforce the Danish act on Protection of the Marine Environment (in Danish: Havmiljøloven). Further information about the characteristics of the airborne maritime pollution control can be obtained from the following sources: — The United Nations Convention on the Law of the Sea; UNCLOS; — The Bonn-Agreement; — The Helsinki Convention (HELCOM); — The DENGERNETH Plan; — The SWEDENGER Plan; — The Copenhagen Agreement. The supplier enters this agreement with DALO as the contracting party, and the inherent tasks are performed by the Danish Defence. The responsibility for pollution response and counter-pollution surveillance of the marine environement rests with the Ministry of Resilience and Preparedness. As such, this agreement may be subject to transfer to the Ministry of Resilience and Preparedness or an agency under the Ministry's purview, such as the Danish Emergency Management Agency. The maritime pollution surveillance is conducted by airborne area coverage of the Danish waters and this is supplemented by satellite based surveillance by European Maritime Safety Agency (EMSA). The Supplier of Airborne Maritime Pollution Surveillance shall overfly areas within the Danish waters — territorial sea and the Danish economic exclusive zone (as defined in the Danish act on Protection of the Marine Environment section 5) two times weekly.
