The objective of this activity is to carry out the detailed design and manufacturing of a subassembly for the EU-Horizon 2050 funded project PANDORA (OPEN FAN VALIDATION FOR CARBON-FREE AIRCRAFTS | PANDORA | Projekt | Informationsblatt | HORIZON | CORDIS | Europäische Kommission) Open Fan Wind Tunnel Mode Test Article, whose preliminary design has been carried out by the PANDORA consortium. The status of the design is deemed to be mature enough to proceed to the detailed design phase. The preliminary aerodynamic shape of the rotor is frozen but during the detailed design phase interactions with the subcontractor are expected to ease the detailed mechanical design alleviating stress concentration in selected features of the rotor to maximise rotor life. The rig is expected to operate in two different facilities. The first installation is a low-speed wind tunnel operating at atmospheric conditions. Maximum Mach number is expected to be around 0.25. The second facility is a high-speed wind tunnel opera ng at sub-ambient conditions and a maximum Mach number of around 0.8 The expected outer and inner radii of the rotor are approximately 300 mm and 100 mm, respectively, and thus the blade height is approximately 200 mm. The number of rotor blades has been fixed to 12. The es mated maximum speed is about 7,700 rpm. The rotor is expected to feature a variable pitch mechanism that will be manually actuated at rest. The subcontractor, as responsible of all the rotating parts, will also design and manufacture a device to measure the pitch setting of all the blades before the rig opera on. The contractor will not use Level 2 subcontractors for critical components (most notably the Rotating Sha Balance), but will only utilize subcontractors for small parts or accessories. In the event of any doubts, the contractor will submit proposals in the ROM. DLR will request on-site support to operate the Rotating Shaft Balance during three weeks of testing. In summary, the objective of th

European Union Agency for Cybersecurity (ENISA)AthensFrist: 21. Sept. The purpose of this tender is to provide ENISA with support services for the design, development and analysis of cybersecurity indexes across the EU Member States (MS) and other countries or partners. Such services are intended to generate evidence-based insights for the cybersecurity posture and maturity level of EU MS, the European Union as a whole or other designated partners. The domains to be monitored and measured include, but are not limited to, cybersecurity capacity building, training and education, cybersecurity policy implementation, cyber risk management practices, national cybersecurity strategies, vulnerability disclosure policies, cybersecurity exercises, cybersecurity incident response, operational cooperation mechanisms, cybersecurity incident reporting, situational awareness, supply chain management practices.Provision of research and evaluation services for the delivery of the Creative Climate Action Fund III (2026-2029) to the Creative Ireland Programme
Department of Culture Communications SportKillarneyCreative Ireland is holding an open grant call for funding of approximately 10-15 Creative Climate Action projects lasting three years (36-month period) from 2026 to 2029. The successful grantees will likely include institutions and organisations with capacity to deliver large-scale projects, such as national cultural, climate and community organisations, NGOs, businesses, local authorities, networks and academic institutions working in the intersection of climate action, adaptation and creativity. There will be a focus on inter-disciplinary teams that include community partners, climate scientists, evaluators, and creative practitioners. The total value of grant funding is €6.5 million. A comprehensive, independent evaluation of the Creative Climate Action Fund III (2026-2029) initiative will provide an invaluable evidence-base to demonstrate to policymakers and funding Departments the impact and value of the initiative and its scalability. There is growing acknowledgement amongst policymakers that narrow macroeconomic measures like GDP do not capture the full range of citizens’ lived experiences. A sole focus on indicators like GDP can lead to other aspects of life – particularly those that cannot be easily assigned a monetary value, such as wellbeing, social inclusion and just transition – being undervalued. It is important that the final research equally balances both elements. It is envisaged that the process of the research will include, but not be limited to: * Coordination of 10-15 embedded evaluators at project level. The grantees are required to have an embedded evaluator in place at the beginning of the project. The successful tenderer is expected to develop a community of practice of the embedded evaluators group via 3-4 meetings per year to ensure a consistent approach to evaluation at project level. * Leading a workshop around evaluation methodologies and support in clarifying project outputs and outcomes for the embedded evaluators in 2026. * RegularProvision of an Independent Impact and Evaluation Study for the NH-LEAD Initiative
Leading Healthcare Providers SkillnetDublinFrist: 05. Aug.Leading Healthcare Providers (LHP) Skillnet is seeking to partner with a suitably qualified organisation to undertake an independent longitudinal impact and evaluation study of the Nursing Home Leadership Education and Development (NH-LEAD) Initiative. Funded by the Department of Health, the NH-LEAD Initiative has been established to strengthen leadership, governance and management capability across Ireland's nursing home sector through the provision of accredited postgraduate education. The purpose of this procurement is to appoint an experienced research organisation to design and deliver a comprehensive mixed-methods evaluation of the initiative over its duration. The successful tenderer will be required to develop an evaluation framework and undertake a longitudinal study incorporating quantitative and qualitative research methods, including surveys, interviews, focus groups, stakeholder consultation, documentary review and other appropriate evaluation approaches. The evaluation should assess the implementation, effectiveness and impact of the initiative at learner, organisational and sectoral levels, providing robust evidence to inform future policy, programme development and investment in leadership education within the long-term residential care sector. Established in January 2008, Leading Healthcare Providers (LHP) Skillnet is a not-for-profit Learning Network co-funded by Skillnet Ireland and our member companies. Skillnet Ireland is funded through the National Training Fund by the Department of Further and Higher Education, Research, Innovation and Science. Of the 70+ Skillnet Ireland Learning Networks, LHP Skillnet is the only Network dedicated exclusively to supporting the private healthcare sector. We do this through the provision of high-quality, sector-led, subsidised training, education, research and workforce development. Skillnet Ireland, on behalf of LHP Skillnet, has been awarded a contract by the Department of Health to deliver the Nursing Home Leadership Education and Development (NH-LEAD) Initiative. The successful tenderer will be responsible for project mobilisation, baseline data collection, ongoing evaluation, interim reporting and a final impact evaluation. The study should examine the extent to which the initiative strengthens leadership capability, supports improvements in governance, quality improvement and regulatory preparedness, and contributes to improved organisational performance, workforce capability and resident outcomes within nursing homes. The evaluation should also identify barriers and enablers to successful implementation and provide practical recommendations to support the future development of the initiative.Nanomaterial Risk Assessment: Refining and Validating Acceptable Variation in Nanoform Characterisers
European Chemicals AgencyHelsinkiFrist: 21. Sept. The contract is meant to follow up to on previous project “Nanomaterial Risk Assessment: A regulatory way forward for sameness and grouping approaches” contracted in 2023. In the previous contract, a framework was developed to assess the acceptable variation within each characteriser of a Nanoform. That project aimed at exploring ways to simplify nanoforms registration process and, ultimately, its’ associated testing burden. As an outcome, a series of binary decision trees and respective variability threshold were produced, covering each mandatory characteriser. The framework was developed based on a limited set of information covering metallic and carbon-based nanomaterials. The present contract aims at refining the threshold values pre-established and validating it with additional data sets, covering a wider range of chemical types. This project’s outcome is expected to become a basis for ECHA to develop new guidance for registrants of nanoforms of a substance.SEC/260994 - Provision of services related to social and behavioural studies for ECDC
