The subject of the tender is the conclusion of a framework agreement for the provision of armoured vehicle rental and auxiliary security services, including drivers, liaison officers and the provision of information, risk analysis and security-related services in support of institutional missions in Ukraine on an on-demand basis. The framework agreement shall therefore be awarded as a single lot, comprising: • The provision and deployment of armoured vehicles with Security Oriented Drivers; • The mobilisation of Security Oriented Drivers as a stand-alone service, independent from vehicle rental, for the operation and driving of vehicles owned or made available by the Contracting Authority; • The mobilisation and deployment of Liaison-Security Officers; • The provision of information, risk analysis, security planning and operational support services, including pre-mission assessments and continuous support during mission execution through an operational control centre.

Framework Agreement for the Delivery of Control Systems (IEC104) and the Provision of related services TenneT is a leading European transmission system operator responsible for the safe and reliable transmission of electrical energy over long distances. TenneT’s core tasks include the expansion and maintenance of the transmission grid, the integration of renewable energy sources, and the assurance of grid stability. TenneT’s grid area covers large parts of Germany and the Netherlands and includes both onshore and offshore connections. As an operator of critical infrastructure, the security and reliability of the systems in use are of particular importance. The aim of this tender is the establishment of two framework agreements for the procurement of substation Control Systems, in particular Intelligent Electronic Devices (IEDs) and field control units, for use in TenneT TSO GmbH’s (TTG) high‑voltage and extra‑high‑voltage substations. The systems to be procured are intended for control, monitoring, signalling and automation purposes within substations and are a key element of secure and reliable grid operation. Within the scope of this tender, TTG intends to procure Control System components including, but not limited to, bay control units, station control units, interface devices, and related auxiliary equipment. A central focus of the procurement is the use of the communication protocol IEC 60870‑5‑104 (IEC 104) for the exchange of control, status and measurement data between the substation level and higher‑level control systems. The devices shall support typical substation automation functions, reliable IEC 104 communication, and seamless integration into existing station control concepts in accordance with applicable technical standards. The subject of this tender is the supply of Control Systems hardware, including IEDs and associated components, as well as related documentation and services necessary for commissioning and integration into TTG’s substations. The framework agreement shall enable TTG to call off devices on demand over the contract term for new installations, refurbishments, and replacement purposes. Parallel to the hardware framework agreement, TTG intends to conclude a separate service contract covering the maintenance of the devices and the maintenance of embedded software, including corrective and preventive measures as well as software updates and upgrades, in accordance with the contractual provisions. Due to increasing requirements regarding system availability and redundancy, the procurement procedure is structured into two lots, which will be awarded separately. The lot structure is intended to ensure supply security, operational resilience and redundancy of the Control Systems deployed within TTG’s transmission grid. The objective of the market dialogue is to obtain information on the market's systems, technological possibilities, service models and best practice before any competition notice. The dialogue shall contribute to ensuring that a future procurement is designed in a way that safeguards the company's needs, at the same time as facilitating competition and innovation. This market dialogue is not a competition and a contract will not be signed as a result of this enquiry alone. About the Entity The Agency for Urban Environment needs alarm services that support city officers on foot, on bicycles and in vehicles. The service shall contribute to: * Effective handling of alarms and events * Quick notification and coordination of city officers * Documentation and traceability * Increased security for employees, visitors and values · Efficient interaction either between the alarm centre and operative resources or internally between operative resources. The organisation would like to gain better insight into available systems and future development trends within alarm management. Background The entity is considering to procure alarm services that can include: * Reception and management of technical alarms * Assault alarms/safety alarms * Notification to city officers and other stand-by resources * Logging and reporting * Notification to security guards and other stand-by resources * Integrations with existing security and access systems The company would like information on how such services are currently provided in the market.
