Design and construction of an extension to Hraunvangur nursing home
The Ministry of Social Affairs and Housing and The Government Property Agency (FSRE) intends to enter into a long-term lease agreement with Sjómannadagsráð concerning a new extension to the existing Hraunvangur nursing home in Hafnarfjörður, Iceland. The planned project consists of the design and construction of a new wing/extension to the existing nursing home at Hraunvangur 7, Hafnarfjörður, providing up to 125 nursing home places. The extension is expected to be up to approximately 9,500 m² and will be constructed in accordance with the applicable local development plan for the site. Sjómannadagsráð holds the relevant rights to the site on the basis of a land lease agreement with the Municipality of Hafnarfjörður. The new extension will be physically connected to, and functionally integrated with, the existing Hraunvangur nursing home, which is operated by Hrafnista, an entity under Sjómannadagsráð. Sjómannadagsráð will be responsible for financing and carrying out the construction of the new extension. Following the publication of this voluntary ex ante transparency notice, and provided that no legal obstacles arise, the Ministry intends to negotiate and conclude a long-term lease agreement with Sjómannadagsráð for carrying out the construction of the new extension and the use of the new premises. The lease term is expected to be approximately 20–30 years. The rent will be determined on the basis of normal commercial considerations, taking into account the lease term, construction cost, maintenance and improvements, depreciation, financing cost and other fixed costs relating to the building. By the present procurement procedure, EIT KIC Urban Mobility S.L.U, EIT Urban Mobility Innovation Hub South S.L and EIT Urban Mobility Foundation (hereinafter referred to as “EIT UM”), is aiming to identify a tenderer who can offer the rental of premises to EIT UM in Barcelona. • The following documents regulate the terms and conditions under which the selected Tenderer (i.e. Contractor) shall fulfil the specific tasks as a result of the current tender procedure: a) The Pre-Qualification Notice; b) The Request for Proposal of Office rental in Barcelona (to be shared with pre-qualified Applicants); c) The Contract to be signed with the selected Tenderer. Provision of an Independent Impact and Evaluation Study for the NH-LEAD Initiative
Leading Healthcare Providers (LHP) Skillnet is seeking to partner with a suitably qualified organisation to undertake an independent longitudinal impact and evaluation study of the Nursing Home Leadership Education and Development (NH-LEAD) Initiative. Funded by the Department of Health, the NH-LEAD Initiative has been established to strengthen leadership, governance and management capability across Ireland's nursing home sector through the provision of accredited postgraduate education. The purpose of this procurement is to appoint an experienced research organisation to design and deliver a comprehensive mixed-methods evaluation of the initiative over its duration. The successful tenderer will be required to develop an evaluation framework and undertake a longitudinal study incorporating quantitative and qualitative research methods, including surveys, interviews, focus groups, stakeholder consultation, documentary review and other appropriate evaluation approaches. The evaluation should assess the implementation, effectiveness and impact of the initiative at learner, organisational and sectoral levels, providing robust evidence to inform future policy, programme development and investment in leadership education within the long-term residential care sector. Established in January 2008, Leading Healthcare Providers (LHP) Skillnet is a not-for-profit Learning Network co-funded by Skillnet Ireland and our member companies. Skillnet Ireland is funded through the National Training Fund by the Department of Further and Higher Education, Research, Innovation and Science. Of the 70+ Skillnet Ireland Learning Networks, LHP Skillnet is the only Network dedicated exclusively to supporting the private healthcare sector. We do this through the provision of high-quality, sector-led, subsidised training, education, research and workforce development. Skillnet Ireland, on behalf of LHP Skillnet, has been awarded a contract by the Department of Health to deliver the Nursing Home Leadership Education and Development (NH-LEAD) Initiative. The successful tenderer will be responsible for project mobilisation, baseline data collection, ongoing evaluation, interim reporting and a final impact evaluation. The study should examine the extent to which the initiative strengthens leadership capability, supports improvements in governance, quality improvement and regulatory preparedness, and contributes to improved organisational performance, workforce capability and resident outcomes within nursing homes. The justification for awarding to the Contracting Authority assesses that there is a basis for entering into a temporary contract directly with Vivicta AS. The contracting authority will not use this notice as a final choice for future administrative digital target architecture, system model or contract structure. Future strategic direction shall be assessed through a separate management process, market dialogue and any procurements. The justification for the temporary contract is that the contracting authority is in a forced continuity situation connected to the existing production system. The situation is triggered by the manufacturer/supplier ́s technological direction and information that the current delivery platform cannot be continued unlimited. At the same time, future strategic direction for the administrative system landscape is not finally defined. Within the available timeframe, the contracting authority ́s assessment is not a real and reliable alternative that can ensure a continuation of the existing production system and the accompanying performance critical administrative core functions without unacceptable operational risk. The existing system has been established, configured and integrated over a long period of time. It is included in ongoing finance, invoice, reporting, integration and data basis processes. The system has integrations, data, roles, access structures, reporting set-up and management routines that are connected to the existing delivery model and the tenderer's operational and management responsibilities. The contracting authority will assess that clarification of future target architecture, market dialogue and any procurements for this system area will require considerable time. A procurement process is expected to take at least 12 months, and subsequent implementation, migration, testing, training, integration work and production will normally require a further 12-24 months. An immediate competition for full compensation or future target architecture will therefore not be able to help the acute continuity need. Alternative suppliers will also not be able to take over responsibility for the existing production system in a proper manner within the available deadline, without access to the necessary rights, system competence, operational environment, history, configuration, integration knowledge and supplier specific management competence. The agreement is, therefore, time-limited to what is deemed necessary to ensure reliable operation and continuity of the existing production system and the accompanying business critical administrative functions until the contracting authority has completed strategic clarification, market dialogue and any procurements. The agreement period is 3 years, which is the minimum time for binding. Legal basis The contracting authority assesses that the terms for direct contract award are fulfilled for the temporary contract. The legal basis will particularly be assessed against the procurement regulations § 13-4 letter b no. 2 and/or no. 3, where the procurement without a competition can be used when the service can only be delivered by a specific supplier for technical reasons or due to sole rights, provided that there are no reasonable alternatives and that the missing competition is not due to the contracting authority having adapted the procurement to a specific tenderer. The contracting authority emphasises that the assessment concerns a narrow and temporary continuation of the existing production system and associated activity critical administrative functions in a limited transition period. This does not apply to a general assessment of the market for future administrative digital systems and it does not involve a permanent choice of future platform, system architecture or supplier. The contracting authority estimates that at the time of the temporary contract there is not a reasonable and reliable alternative to Vivicta AS in order to ensure continuity of the existing ERP system in the period. The lack of competition is related to time critical and technical/operational continuation of an established production system, not to the contracting authority ́s future strategic needs. Subsidially, the need will also be assessed in light of the narrow exception rules on time-critical conditions and the necessary measures to safeguard continuity, but the contracting authority places decisive emphasis on the contract being for the technical and operational continuation of the existing system, not permanent choice of future ERP system.
