The LIFE On Machair project aims to protect and restore machair systems inside the Natura 2000 network in Ireland (SAC’s/SPA’s), with a particular focus on machair habitat, breeding waders and pollinators. Machair is a coastal habitat characterised by a plain of lime-rich, wind-blown sand that is unique to the north and west of Ireland and Scotland. The typical flower-rich vegetation of machair is traditionally maintained through low-intensity livestock grazing. Hellenic Corporation of Assets and Participations S.A. (“HCAP”) is interested in hiring and cooperating with a domestic or a foreign company or with an association or a consortium of domestic and/or foreign companies specializing in the development of complex and large-scale development projects related to real estate and infrastructure for monitoring the execution and implementation of the Integrated Development Plan of the Ellinikon Project and granting consents for derogation and deviation from the Integrated Development Plan or Business Plan. Also granting opinions, reports and other relevant consents or approvals that derive from the commitments of the SPA. Market survey for the publication of a licence period for renting small electric vehicles on public ground in Oslo municipality.
The Agency for Urban Environment would like to invite market participants who rent "free flow" shared electric bicycles and electric scooters to a market survey. The aim of the invitation is to gain general insight about the interest and the possibility the market has to offer electric bicycles in combination with electric scooters to ensure that the criteria in the next notice are in line with what the market can offer and the city wants. We would particularly like concrete feedback on free floating e-cycles that are not offered in Oslo in the current period. Currently Oslo offers two different offers of micromobility; the permission scheme for small electric vehicles (electric scooters and electric bicycles) and a separate contract with Oslo bysykkel. The licence scheme is a free flow scheme with 2 years duration and is open for companies with permission to have both electric bikes and electric scooters. In the current period, only electric scooters are offered from the companies that have permission in Oslo. Oslo Bysykkel offers fixed installations of electric bicycles and regular bicycles within ring 3 and is a contract that lasts until 2030. The current permit for small electric vehicles allows companies to place a total of 16,000 vehicles that are distributed equally between three companies. There are 5,334 vehicles for each company. The distribution of vehicles will be distributed in 4 zones that are regulated in the local regulations. In zones 1, 2 and 3, the companies have the possibility to deploy 8,000 vehicles (inner town), the remaining 8,000 can be placed in zone 4 (outer town). Of the 8,000 vehicles that can be placed within zone 3, there is a maximum of 3,200 vehicles in zone 3, 3,200 vehicles in zone 2, and 1,200 vehicles in zone 1. In 2025, more than 20 million trips were carried out, and a further increase is expected by the end of 2026. On average, the trips last with electric scooters in Oslo about 7 minutes, which makes up a distance of about 2 kilometres in the airline. The Agency for Urban Environment would like the tender to be developed in a safe and good way with the city ́s needs and that as many people as possible use the offer in the city. We would therefore like the market to give feedback on the following questions: 1. There should be some concrete changes in the design of questions from the previous notice period 2025-27 (see the annex). 2. Should the next notice also include electric bicycles and which segments can electric bicycles attract that do not electric scooters hit? 3. Previous experience gave electric bikes challenges in the urban area. Are the current e-cycles offered by the market small enough and adapted to confined urban spaces? 4. What does the market think about requirements for the size and length of the bicycles (wheel size in inches, length in cm)? 5. If a limit shall be set on the size of the e-cycles. What is the smallest size of e-cycles in the market and what size is recommended in Oslo? 6. Should there be a minimum and maximum number of e-cycles and how should it be distributed in the zones? 7. Fees have been preventive in order to avoid repeated parking errors. The municipality has no way of doing the same with electric bikes. How do companies solve the parking challenges that arise with electric bikes? 8. What is the market ́s attitude in general to forced parking in the city centre and forced parking only for electric bikes in other local centres and areas with high use? 9. What type of new technology can the market offer that contributes to safer urban transport with many walking, especially on pavements, parks, public urban areas etc.? Give examples. 10. Do you have anything else you would like to comment on or give feedback on? The Agency for Urban Environment reserves the right to select feedback and the right to not take into account input that is not relevant for the pending announcement. This is done in order to avoid disproportionate work with the received inputs. Due to staff holidays, questions asked from interested parties will not be answered until after 3 August. A deadline is set for 18 August to ask questions to the market dialogue, and questions received after this cannot be answered. The deadline for submitting feedback and replying to the questions posed in the market dialogue is set at 25 August. A summary of the received input will be prepared. Technical advisory services on the development of the National Health Insurance scheme in Nepal
Nepal has made significant progress in improving the overall health status of the population, with huge improvements in life expectancy and reductions in maternal and child mortality rates. However, access to quality healthcare remains unequal, as many citizens face barriers due to geography, socio-economic status, and economic constraints. Nepal National Health Accounts (NHA) report indicates that out-of-pocket (OOP) healthcare expenses accounted for 54.2% of total health spending in 2019/20, exceeding the South Asian average of 48.2% (WHO 2023). Government contributions to health expenditure are only 30%, which is lower than the regional average of 42% (WHO GHED 2023). A 2018 study found that 10.3% of households faced catastrophic health expenditures monthly (Ghimire et al. 2018). Furthermore, the report found that 10.7% of households spent 10% of their total household expenditure on health and 2.4% even spent 25%, implying that Nepalese households face increased vulnerability to catastrophic health expenditures risking impoverishment (ADB 2024). To achieve Universal Health Coverage (UHC), Nepal seeks to reduce OOP spending through the National Health Insurance (NHI), launched in 2016. This initiative, overseen by the Health Insurance Board (HIB), aims to provide universal access to quality health services, primarily for the informal sector. Currently, the NHI is operational in all 753 local structures across 77 districts. Though the Health Insurance Act 2017 has clearly mentioned the health insurance to be mandatory, in practice this is not yet enforced; highlighted by the fact that out of 8.1 million ever-enrolled, currently only 4.4 are actively insured as of June 2024. The increasing coverage and expansion of the NHI is a priority to the Government of Nepal (GoN) and strengthening the institution has been identified as an important action area within the strategies in both the National Health Financing Strategy (NHFS) 2022-2032 and in the National Health Sector Strategic Plan (NHSSP) 2022-2030. GIZ has been supporting the national health insurance program since 2013, on policy advisory aspects as well as technical aspects. To strengthen HIB, GIZ supported a pool of experts through the Support to Health Sector Strategy (S2HSS) program in 2023. The pool of experts supported in defining roles and responsibilities of the policy, planning and monitoring department (PPMD) and developing job descriptions for those assigned to the departments, as envisioned in the Organisation and Management (O&M) survey. In addition, the support was extended for development of crucial policy documents, strategies, guidelines, and plans. On a technical front, GIZ supported HIB for improving the open-source insurance management information system (openIMIS) to streamline core business processes: from enrollment, member verification, policy activation to claims processing and reimbursement. Meanwhile, in the current context of HIB with constrained institutional capacity despite having developed numerous strategic documents in 2023, prioritizing its execution along with implementation of necessary reforms is now critical. Additionally, increasing population coverage, contextually redefining the benefit package, enhanced claims processing, strategic purchasing, actuarial analysis for decision modelling, using data analytics for enhancing quality of care and coordination with other actors like the Social Security Fund (SSF), Employee"s Provident Fund (EPF) etc. is vital to improve efficiency and avoid redundancy in successful implementation of the health insurance program. In order to address these policy, strategy and operational level challenges, GIZ calls for a team of nine short-term and long-term experts with diverse expertise for building up the health insurance to strengthen the institutional capacities of the HIB and other social protection actors to implement the national health insurance program in Nepal. The team will consist of 2 international experts on organizational management and health insurance, 1 short-term national senior expert on health insurance, 4 national short-term experts (covering the topics insurance law, health economics, quality management and actuary analysis) and 2 national long-term experts (health economist and Monitoring & Evaluation specialist). The contract shall be managed and overseen by an international team leader and supported by a national team leader. The period of assignment of the contract will be 01 April 2025 to 31 March 2026. Inter-institutional single framework contract to support the monitoring of LIFE projects, communication and other support services for the implementation of the LIFE programme
CINEA and DG ENV require substantial external support in the following areas: 1. Monitoring of LIFE projects, including action grants and operating grants: around 1 000 grants are to be monitored across a wide thematic and geographical coverage. There is a need for an external team of monitors covering the different thematic areas and possessing knowledge of the relevant national or local contexts and languages, in order to ensure proper monitoring of the projects and to provide support where issues arise. 2. Communication on the LIFE programme and project achievements, with a view to outreach and potential replication: this includes, for example, social media, Info Days, the LIFE Awards, other ad hoc events, participation in third-party events, project news, newsletters, and publications. It should be emphasised that LIFE grants support actions at local, regional, and national level that are close to citizens and generate tangible environmental, climate and health benefits. There is therefore a significant volume of material and strong potential to promote a positive image of the EU. 3. Framework agreement for the provision of legal advisory services as Borrower's Legal Advisor in connection with financing of the NPP1
Polskie Elektrownie Jądrowe Sp. z o.o. (hereinafter: PEJ) is responsible for preparing and implementing the investment process for the construction of the Poland’s first nuclear power plant (NPP1). The planned facility will have the total capacity of up to 3750 Mwe and will be located in the municipality of Choczewo at the Lubiatowo Kopalino site (hereinafter: Project). 1. The Subject of the Procurement Contract includes the provision of specialized legal advisory services in the area of external financing granted to the Company by financial institutions (banks, export credit agencies, hedging parties, etc.) for the purpose of financing the Project. 2. The advisor’s support will primarily include providing the Services in respect of the Transaction, including in particular: participation in preliminary legal due diligence of the Company, including execution of a red flag report (and reliance letters issued in favor of the respective Financing Parties, if required) or providing legal support and assistance to the Company during the due diligence process operated by the Financing Parties’ legal counsel (depending on the case); participation in the development of the legal structure for the Transaction (including the scope of the Transaction Documents) in cooperation with other advisors to the Company including the financial advisor; reviewing, analyzing and providing amendments to the Transaction Documents; active participation in and negotiating Transaction Documents with Financing Parties and their advisors and providing legal advisory (including in regulatory aspects of the Project to the extent required for the Transaction); preparing and collecting documents and evidences constituting conditions precedent (including issuing legal opinions required by Financing Parties); managing the process of negotiating and entering into the Transaction Documents and establishment of the security interest; navigating and coordinating each stage of the Transaction from the Company’s perspective with multiple Financing Parties and their advisors of any type (e.g. legal, financial, technical), in cooperation with the Company’s financial advisor and the coordinator(s) appointed by the Company; ongoing cooperation with the Company and its advisors, Financing Parties, the Lenders’ insurance advisor.
