MetroLink will be procured by Transport Infrastructure Ireland (TII) through three major separate public contracts as well as a number of advance and enabling works contract packages addressing preparatory issues. The major contracts comprise a) two civil infrastructure contracts (the “M400 Contracts”) for the design and construction of the tunnels, shafts and portals, shell and core station structures (underground, retained cut and at grade), viaducts, and related MetroLink civil infrastructure, and b) a form of Design, Build, Finance, Operate and Maintain (DBFOM) contract (the “M500 Contract”) to appoint a Service Delivery Partner who will provide certain works and the integrated operation and maintenance of the public passenger transport service. This procurement process is for the award of the M500 Contract. The duration of the M500 Contract comprises a works period anticipated to be for a period of 7 years for completion of the "M500 Works" and a services period of 25 years for provision of the "M500 Services". The estimated Net Present Value (NPV) cost to the Exchequer of the service payments and capital contributions under the M500 Contract is approximately €7.3 billion (seven billion, three hundred million euros) (ex. VAT) with the Contracting Authority’s assumed construction programme plus a 25-year operating period. This NPV cost estimate is at a point in time (February 2026) and based on the Contracting Authority’s preliminary estimates of construction, operating and lifecycle costs as well as assumptions on the associated construction programme, risk allocation, finance costs, prevailing interest rates, and other factors, which are subject to change. TII proposes to award an Early Services Agreement to the Preferred Tenderer in the procurement process for the M500 Contract for the performance of certain early services during the Preferred Tenderer stage. The M500 Contract will be awarded in accordance with the procedural requirements for the competitive tendering of a public services contract under Regulation 1370/2007/EC (as amended) and under the Dublin Transport Authority Act 2008 (as amended). The purpose of the M160 Contract is to deliver comprehensive, independent environmental monitoring across the MetroLink Programme lifecycle, ensuring compliance with statutory approvals, environmental commitments, and programme governance requirements. The contract will operate independently of civil works contractors to maintain the objectivity, transparency, and integrity of all monitoring data collected. The scope of services includes the establishment and execution of baseline environmental monitoring prior to the commencement of construction activities, as well as ongoing monitoring during advanced works and main construction phases. Monitoring will cover the following environmental parameters: Surface water; Groundwater; Airborne noise; Ground-borne noise and vibration; and Air quality. Key service requirements include: Early deployment and installation of monitoring systems to facilitate baseline data collection; Supply, installation, commissioning, and operation of environmental monitoring equipment and associated systems; Ongoing maintenance, calibration, inspection, and lifecycle management of monitoring infrastructure; Continuous environmental monitoring during construction in accordance with statutory requirements and environmental commitments; Data acquisition, validation, analysis, and secure storage of monitoring data; Integration of monitoring outputs into the MetroLink Common Data Environment (CDE) in line with programme information management protocols; Preparation of reports to support regulatory compliance, auditing, and programme governance; and Provision of technical advisory support to TII in relation to environmental performance, mitigation, and compliance. The purpose of this engagement is to inform the future development of procurement documents for this service. TII seeks to engage with experienced DAB Board specialists, to explore market capacity and capability (particularly for the Irish market). Aug.The objective of the procurement is to enter into a contract for the delivery of service, maintenance, repairs and storage of boats belonging to the Oslo Police District (OPD) and the Police Security Service (PST), hereafter called the Contracting Authority. The contract shall include any procurement of materials connected to the boats and the service. The number of boats that the Contracting Authority has can decrease and increase during the agreement period. As a result, the Contracting Authority cannot commit to a minimum consumption/purchases on the contract. Three sub-contracts shall be signed, including one ongoing service contract and two framework agreements.
